1. Welcome The Chair opened the March 2017 meeting of the Kilmacolm Community Council and welcomed those attending.

2. Minute of the Kilmacolm Community Council Meeting – 31 January 2017 The minute of the 31 January 2017 meeting was approved.

3. PC Jamieson reported on the crimes in Kilmacolm and Quarriers area that had been recorded in March 2017. These included a case of driving an uninsured vehicle, an act of vandalism on a motor vehicle, a breach of the peace, a drunken driving offence, a break-in at the Pullman Tavern and incidents concerning St 's School.

4. Kilmacolm Community Council Finances Prior to the meeting the Secretary had circulated to the community councillors a copy of the approved 2016/2017 Budget together with a

The meeting considered an initial draft 2107/2108 budget proposal that had been circulated prior to the meeting. With some minor amendment the 2017/2018 Budget Proposal was adopted on the understanding that it was subject to ongoing review. Expenditure is budgeted at £1,170 and an income of £1,300. Copies of the approved 2017/2018 Budget would be circulated to the KCC members.

One of the budget amendments was the inclusion of a £250 donation towards the funding of the Community Access Defibrillator situated in Birkmyre Park. The Secretary would inform the Birkmyre Fitness Gym Manager of this proposed donation.

5. Planning/Licensing The KCC members considered the following planning applications that had been validated since the last meeting: • 17/0011/TRE - Bishop's House Porterfield Kilmacolm PA13 4PD - Removal of 15 trees , pollarding of 27 trees and reduction / maintenance of 2 trees within grounds of the Bishops House • 17/0076/IC - Mosswood Glenmosston Road Kilmacolm PA13 4PF - Formation of front and rear dormers • 17/0061/IC - 6 Knockbuckle Lane Kilmacolm PA13 4JS - Subdivision of house plot to create two house plots • 17/0054/IC - Birkmyre Park Knockbuckle Road Kilmacolm - To provide drainage to the existing 2no grass rugby pitches and discharge into local water course using piped drainage, sand slitting and attenuation. • 17/0050/IC - Westdene Road Kilmacolm PA13 4DZ - Erection of side boundary fence and gate to dwelling house • 17/0034/IC - 9 School Wynd Quarriers Village PA11 3NL - Removal of existing conservatory and erection of single storey extension to rear of dwelling house • 17/0023/IC - 2 Rannoch Road Kilmacolm PA13 4LT - Erection of 1.8m high timber fence and gate (in retrospect). • 17/0078/IC - Southcote Gryffe Road Kilmacolm PA13 4BB - New side extension to existing dwelling house, demolition / removal of existing rear extension, porch and garage • 17/0008/LB - 15 Laurel Way Quarriers Village PA11 3NH - Installation of gas combi boiler and associated flue • 17/0075/IC - 15 Laurel Way Quarriers Village PA11 3NH - Installation of boiler flue • 17/0010/TRE - St Columba's School Knockbuckle Road Kilmacolm PA13 4EQ - Treeworks application. The KCC were not opposed to these applications nor did they feel they required any formal comment.

As part of the Local Development Plan process Council are to publish the Main Issues Report on 31 March 2017. Alan Williamson - Planning Policy Team Leader - will attend the 25 April KCC meeting and outline the Local Development Plan process and those aspects of the Main Issues Report that are relevant to Kilmacolm and Quarriers Village.

It was agreed to form a 'working group' to consider the Main Issues Report and frame the KCC's response. The Chair will head the 'working group' on which the Secretary, Edwin Fisher and Helen MacConnacher will also serve. It was considered that it would be useful if the group first met before the KCC 25 April meeting.

6. , Pavements, Street Lighting, Parks and Open Spaces Concerns were expressed about the state of the roads at the Kilmacolm Cross. Cllr Wilson explained that it was intended to resurface these roads when the development at the former Institute site was completed. The Secretary will request that the potholes be attended to in advance of the re-surfacing. He will also request that the potholes in Findlaystone Cresent, Yetts Avenue and Knockbuckle Road be filled.

A number of complaints had been raised about the manner in which the work was being undertaken by the Virgin Media contractors and the state in which pavements and surrounding areas were being left. The Inverclyde Council were aware of the complaints and had concerns of their own which they had taken up with Virgin Media.

7. Inverclyde Town and Village Project – Kilmacolm and Quarriers Village The plans for the village centre improvements at the Kilmacolm Cross and for those at Quarriers were being developed by Inverclyde Riverside. It had also been confirmed by them that the selected community spend projects could proceed. How Inverclyde Council would make the funds available for these projects was yet to be agreed. It had also be confirmed by them that the Kilmacolm Community Council would be responsible for managing and delivering these projects in conjunction with Inverclyde Council and the organisations who had proposed the projects. After discussion it was agreed that the Secretary would oversee these projects on behalf of the Kilmacolm Community Council.

Support for Kilmacolm Civic Trust Funding Request It had been agreed that the KCC would, as requested, support the Kilmacolm Civic Trust bid to the Heritage Lottery Fund for a grant to fund the Kilmacolm Village History project. The Chair tabled a draft of a letter to the Kilmacolm Civic Trust which confirmed the KCC support. The draft was approved.

9. Kilmacolm Community Clean Up - Saturday 22 April 2017 In the absence of a volunteer or volunteer group to organise a Community Clean Up it was proposed that the event should take place under the auspices of the Kilmacolm Community Council. The Secretary had been in contact with Inverclyde Council to make them aware of this possibility and had discussed with them the support they could offer. The Secretary was advised that the Council had, in the previous two weeks or so, undertaken a clean up of the verges of the Port Road and the Road. They had expressed some concerns at the suggestion that volunteers undertake a clean up of the verges on the minor roads in and out of the village. It was agreed after discussing the concerns that KCC would go ahead with the Community Clean Up on Saturday 22 April. The event would be conducted on the same basis as in previous years but with enhanced safety precautions. The Chair would - on the day - organise the volunteers who will be requested to meet in the Pullman car park at 10:00am on Saturday 22 April 2017.

10.Kilmacolm Community Council Postal Address The Secretary proposed that the Chair seek the agreement of the KNCC Board to the proposal that the Kilmacolm Community Council could use the Cargill Centre as their registered postal address. If agreed this would obviate the need to undertake the onerous change of address processes each time there was a change of office bearers.

11.Kilmacolm Community Council Meeting Schedule The Secretary enquired whether the KCC wished to change the meeting schedule, frequency or times which had been adopted for many years. After consideration it was agreed to retain the status quo, as outlined in the Standing Orders, of a meeting for each month except for July and December.

12.KCC's Community Communications It was agreed that the Secretary would submit for publication in the Gryffe Advertizer outcomes from the KCC meetings that were considered to be of community interest.

Approved at the 25 April 2017 Meeting of the Kilmacolm Community Council Page 4! of !5 KILMACOLM COMMUNITY COUNCIL Minute of Meeting: Tuesday 28 March 2017 13.Kilmacolm Community Council Annual General Meeting The Kilmacolm Community Council Annual General Meeting will take place on Tuesday 30 May 2017 starting at 7:00pm. The Secretary reminded the meeting that all the office bearers will be retired at the meeting but would be eligible for re-election having been nominated and seconded. It was requested that - in advance of the AGM - those willing to stand for any of the office bearer posts should make their intentions known. Jan Johnston would not be standing for the Treasurer post.

David Goddard tendered his apologies for his absence at the Annual General Meeting.
