For over a decade, the CPCC has represented copyright holders before the Copyright Board of Canada. The Board establishes the levies that may be collected after trial-like hearings where experts, representing music rights holders and organizations that represent consumers and businesses that sell leviable blank media, present evidence and are cross-examined. The private copying levy has been an important part of the Canadian copyright regime since 1999, when the first private copying tariff was certified by the Copyright Board, following amendments made to the Copyright Act (the “Act”) in 1997 to allow for a levy to be placed on blank audio recording media. Currently, the levy only applies to blank CDs and MiniDiscs, at a rate of 29 cents per unit, and is paid by manufacturers and importers of these blank media to the CPCC for distribution to rights holders. The private copying levy has provided an effective mechanism whereby consumers are allowed to make copies of music for their personal use without infringing copyright and, in exchange, music creators receive royalties that recognize the value of private copies of their work.

    THE MUSIC DISTRIBUTION INDUSTRY IN CANADA 2006 BY LARRY LEBLANC FEB. 2006 This report has been prepared by Larry LeBlanc for the Canadian Association of Broadcasters (CAB). The purpose of this document is to provide a profile of the English and French-language components of distribution of the Canadian-owned label and artist sector as well as Canadian artists signed or distributed by multinationals in Canada. The report specifically discusses changes in the music distribution sector in Canada since 1998. As well, such newly emerging factors as the rise of widespread Internet-based downloading; the rise of music subscription services; and the use of ringtones, ringtunes and podcasting in affecting music sales are also discussed. The report indicates that Canadian music retail has become more consolidated and more selective with product choices. Major music retailers carry a different product mix today than a decade ago. There are fewer music CDs, and more film-related DVD and computer game product. Although radio remains a critical vehicle for the Canadian record industry, labels and retailers cite a waning impact of the medium on overall sales. The study is based on a review of existing documentation, secondary research as well as analysis and findings drawn from 11 interviews conducted by Larry LeBlanc, as the principal source of primary research. Music OVERVIEW Canada's small market size, and a sizable support infrastructure is enabling the domestic industry to develop distinct acts for audiences home and abroad. In the past three years, global markets have embraced a new wave of formidable Canadian English-language rock acts including: Arcade Fire, Broken Social Scene, Death From Above 1979, Feist, Stars, the Dears, Alexisonfire, Metric, Bedouin Soundclash, and Hot Hot Heat; as well as such French-language acts as Corneille, and Lynda Lemay.

    Voting in Newfoundland and Labrador: Turned off by Canadian Elections? Tune in to Canadian Idol! ALEX MARLAND NEWFOUNDLANDERS AND LABRADORIANS are among the least likely of all Canadi- ans to vote in a federal election. By comparison, turnout in the three nearby Mari- time provinces regularly exceeds the national average. Yet Atlantic Canadians seem to share a common interest in supporting their own in national reality televi- sion programs that allow repeat voting, usually by telephone, in elimination rounds as part of a televised talent search. This article argues that there can be political undertones when Canadians vote as part of the reality television experience. The popularity of CTV’s Canadian Idol contrasts declining engagement in Canadian federal politics. Exploratory data gathered at an Idol audition in St. John’s provides preliminary insights about tele- voting and about young persons’ motivations for becoming contestants. This can help gauge undercurrents of political identity among Idol fans who do not partici- pate in federal elections in Canada, particularly in Newfoundland and Labrador. TURNOUT IN CANADIAN FEDERAL ELECTIONS Official turnout in Canadian federal elections has fallen to new lows in four of the last five contests, including in 2008 when it dipped below 60 percent for the first time. Generally speaking, non-voters are less likely to be on the official list of elec- tors, but are more likely to have lower income, to be new to the country, to have lived a shorter period of time in a community, and to not be contacted by a political party (Blais et al. 2003; Pammett and LeDuc 2003b).

    Introduction: Music in Newfoundland and Labrador BEVERLEY DIAMOND and GLENN COLTON THE STUDY OF MUSIC IN Newfoundland and Labrador has come a long way since the pioneering song collections of Maud Karpeles, Elisabeth Greenleaf, and Gerald S. Doyle in the early decades of the last century.1 With the post-Confederation de- velopment of programs in folklore and music at Memorial University of New- foundland and the establishment of a Centre for Newfoundland Studies at the same institution, the past several decades have witnessed an explosion in scholarship per- taining to the province’s music traditions,2 a trend that promises to continue with newly founded graduate programs in ethnomusicology and continuing fascination with the province’s music worldwide. Yet in certain respects, music in Newfoundland and Labrador has only re- cently begun to attract the scholarly attention long accorded the musical traditions of mainland Canada and the United States. The historical studies of authors such as Louise Whiteway,3 Sr. Kathleen Rex,4 and Paul Woodford5 sparked renewed inter- est in the province’s long-standing traditions of formalized music, a heritage largely ignored until the late twentieth century, and while the life stories of many of the province’s finest musicians are still waiting to be told, there has been a modest increase in focused biographical studies in recent years (among them the compel- ling tales of opera diva Georgina Stirling and fiddling legend Émile Benoit).6 Even recent Canadian Idol contestant Rex Goudie has had his young life chronicled in print, a striking illustration of just how dramatically the intellectual climate has changed in a relatively short period.7 First Nations music, sacred music, secular art music, jazz, and popular music remain underrepresented in the literature, although the fresh treatment of several of these topics in this volume may give cause for guarded optimism.
