The Central Region, BSA is pleased to present a new feature for our newsletter. The feature articles from unit-serving executives will provide highly successful membership growth strategies and tactics from local councils. The new feature will be called “The Patrol Leader”. The title was chosen because the description of the patrol leader in The Boy Handbook depicts our purpose for the articles, in that the patrol leader: “finds ways that all patrol members can make progress”, “will expect everyone in the patrol to make things happen”, and “ while there is only one patrol leader, everyone in the patrol shares the duties of leadership”. It is our hope that you will use the feature articles for additional ideas and resources to better serve your communities.

Every unit-serving executive knows that membership is a vital part of our program. After all, membership drives everything we do for the Scouting Movement. Without Scouts, there can be no Scouting program!

There are many great ways to recruit new youth members into our program, and I am sure many have found ways to successfully recruit youth in their service areas. However, I would like to share with you a few of the things that I have been able to use during my tenure as a unit-serving executive to successfully recruit new members.

This spring, the Lewis & Clark Council successfully adopted a program for membership recruitment called “Fire Up for Scouting”. This initiative was rolled out at an area cluster conference, presented by the Abraham Lincoln Council headquartered in Springfield, IL and our council decided to give it a try. Fire Up for Scouting is a great way for the Boy Scouts to partner with local fire departments to promote Cub Scouting to elementary age boys.

Fire Up for Scouting has been a simple and effective way for units in the Lewis & Clark Council to add new Scouts this spring. Here is how we made Fire Up for Scouting work for the Lewis & Clark Council.

The district executive contacted the fire chief in each community and shared the idea of the Fire Up for Scouting event. After support from the fire chief was secured, a date was set for an evening event at the fire station.

The Fire Up for Scouting events were promoted through Boy Talks and flyer distributions in the elementary schools, and invited each boy and their parents to attend the Fire Up for Scouting event in their community. On the evening of the event, each Pack in the community set-up exciting and informative displays inside the garage area of the fire stations. During the event, parents were able to get all of the information they needed about Cub Scouting, while the fire department hosted a program to keep the children busy.

The use of the Fire Up for Scouting program was very successful for the Lewis & Clark Council this spring. The council ended the first quarter with 22.9% growth in traditional membership (#1 in the country!). However, there are many other great ways to recruit new youth into the Scouting program. No matter what plan your council uses to recruit new youth, I am sure there is one common factor to any successful youth recruiting program-active and engaged volunteers!

Unit-serving executives will always be much more successful when they recruit and train the right volunteers for the job. Furthermore, remember to include volunteers as part of your youth recruit- ment plan.

A great way to enlist the support of great volunteers would be to build a youth recruitment team for your service area.

For example, during fall membership roundups, each service area could have a team of volunteer “roundup coordinators”. These roundup coordinators are individuals that are selected and trained to support the fall roundups or join Scouting nights. The roundup coordinators would be there to support the units in a similar way that a district executive may. Roundup coordinators could help facilitate the roundup, answer questions, collect attendance cards, assist parents in filling out registration forms correctly, collecting registration fees, and tracking results.

Volunteers serving in a capacity such as this could be of great help in making a youth recruitment campaign successful, especially if you have many roundups occurring at the same time in different locations. Whatever you do, ensure that you train and support your volunteers properly, and they will be successful.

Finally, always remember to track your results. There are many effective tools for tracking membership recruitment, from simple paper spreadsheets to computer programs. No matter which you choose, remember to keep it updated and be vigilant for any irregularities that may signal a problem.

Central Scouting is distributed to members of the Regional Board, the Regional Advisory Board, Area Committee Members, Council Presidents, Council Commissioners, and all Professional Scouters.
