The participants were 315 typically developing children in the age range of 5;1 to 9;0 years of age. Each child was assessed individually using material that consisted of pictorial short scenarios and stories that had specific probe questions. The language samples were analyzed and percentage of correct responses was calculated for various types of questions. The ranking order of various types of questions was obtained. The results indicated that as children grew older, they were able to answer complex contextual questions. The “yes or no” question exhibited highest rank and “why” question had the lowest rank order in children between 5;1-9;0 years. Relevance theory has been utilized in this study to explore the pragmatic comprehension abilities of children in relation to varied contextual complexity of different question types. The results obtained can be employed in clinical setting to evaluate the pragmatic status of children with language disorders. They also use their linguistic knowledge to comprehend the pragmatic intentions in question of others. ‘Questions’ are special speech acts where speaker uses them to obtain specific information from listeners, and the listener provides the requested information to the speaker. Semantically, questions are used to indicate literal meaning (Bach, 1999), and to know about the conceptual knowledge. Syntactically, questions are viewed as individual units with varied distinctive features and word order where each question has both subject and object form (Dekker, Aloni, & Butler, 2007). Wh-questions tap both grammatical and pragmatic aspects of language. Studies in the past have focused on production of semantic and syntactic components of questions in children (Tyack &Ingram, 1977). There is, however, little information on pragmatic functions of child’s use of questions. The pragmatic intent of an utterance is independent of its syntactic form. For instance, in the sentences “Can you pick up the toy now?” and “It’s time to pick up the toys” are syntactically classified as question and declarative sentence respectively. However, the pragmatic function of both these sentences is to direct the child to pick up the toys. All listeners do not equally interpret the speaker’s information accurately. Relevance Theory (Sperber & Wison, 1995) explains that comprehension of utterances is not complete only with the linguistic aspects, as it does not give the intended meaning. Thus, pragmatic aspect of language is necessary for the comprehension of utterances. The framework of Relevance Theory (RT) has been widely used in studies on comprehension of pragmatic language (Happé, 1993; Leinonen & Kerbel, 1999). Reference assignment, enrichment and implicature are three subtasks of RT, which helps in perceiving the contextual meaning of the spoken utterances. In reference assignment, the hearer finds the person/objecting spoken or referred from a given context. Thus, there is no need to process beyond the given information. On the other hand, in enrichment; persons do not communicate with complete sentences most of the time. So, it is understood that the listeners can use the information from their thought process and comprehend the information in the particular context. Also, in everyday communication, many of us use indirect utterances. The implied meaning of these indirect utterances is extracted by utilizing the contextual information, such as prior verbal information, physical context and world knowledge.

The languages are at the same time innovative and archaic, and are of great interest for areal-typological research. This study investigates grammatical gender in a 12-language sample in the area from an areal-typological perspective. The results show some intriguing features, including unexpected loss of gender, languages that have developed a gender system based on the semantic category of animacy, and languages where this animacy distinction is present parallel to the inherited gender system based on a masculine/feminine distinction found in many Indo-Aryan languages. It is a basic need for people of any region. Primary schools are engaged to provide this education. After all infrastructure of the educational institution can give proper educational phenomena. Students come to school if the infrastructure is suitable. Parents also desire to admit their childes into school. Some regions are geographically backward such as Sundarban Coastal Region which has bad communication. In spite of lack of communication infrastructure of primary school is really improving. Peoples of this region are now responding to participate in educational program. This paper has investigated on infrastructure of primary school and its development. The study was administered on secondary data. Data sources were census report, SSA report and DISE report. The study selected 10 criteria which are playground, boundary wall, girls’ and boys’ toilet, drinking water, electricity, ramp, kitchen shed, student classroom ratio. The investigation revealed that girls and boys toilet, drinking water is the most developed infrastructure and very poor infrastructures are computer, student-classroom ratio and boundary wall. DOI: 10.1177/0973184920973939 Educational policies are a key area of interest for educational researchers because they have profound implications in shaping the direction and destiny of the involved communities. The book, India Goes to School, provides a concise and chronological account of key turning points in terms of education policy from the colonial era up to the formation of the Draft National Education Policy (DNEP) 2019. The book comprises seven chapters that explore the trajectory of development of the educational landscape of India, starting with colonial experiences and moving on to post-independence events such as the rise of a national system of education, massification of education, privatisation, mobility, globalisation, migration, the Indian diaspora and the role of non- governmental organisations (NGOs). Most policy studies usually focus on categories such as access, enrolment, retention, dropouts, identifiable and measurable indicators and challenges of implementation. In contrast, this book which is centred on the cultural politics of education in India is an important addition to the growing scholarship aimed at analysing policy formulation, their circulation across different contexts and their translation into workable programmes and schemes. It distinguishes itself from other similar volumes by going beyond conventional accounts that provide an exhaustive chronological description of India’s educational journey. This results in inadequate exposure of its senior leadership to strategic studies, thus inhibiting the provision of qualitative advice at the strategic level. While combat as an instrument of warfare is focused on at all levels, it fails to relate to war as an instrument of politics. It underlines the absence of an effort to build a broader vision that incorporates the entire constellation of forces.

    BHADARWAHI: A TYPOLOGICAL SKETCH Amitabh Vikram DWIVEDI Shri Mata Vaishno Devi University, India [email protected] Abstract This paper is a summary of some phonological and morphosyntactice features of the Bhadarwahi language of Indo-Aryan family. Bhadarwahi is a lesser known and less documented language spoken in district of Doda of Jammu region of Jammu and Kashmir State in India. Typologically it is a subject dominant language with an SOV word order (SV if without object) and its verb agrees with a noun phrase which is not followed by an overt post-position. These noun phrases can move freely in the sentence without changing the meaning of the sentence. The indirect object generally precedes the direct object. Aspiration, like any other Indo-Aryan languages, is a prominent feature of Bhadarwahi. Nasalization is a distinctive feature, and vowel and consonant contrasts are commonly observed. Infinitive and participle forms are formed by suffixation while infixation is also found in causative formation. Tense is carried by auxiliary and aspect and mood is marked by the main verb. Keywords: Indo-Aryan; less documented; SOV; aspiration; infixation Povzetek Članek je nekakšen daljši povzetek fonoloških in morfosintaktičnih značilnosti jezika badarvahi, enega izmed članov indo-arijske jezikovne družine. Badarvahi je manj poznan in slabo dokumentiran jezik z območja Doda v regiji Jammu v Kašmirju. Tipološko je zanj značilen dominanten osebek in besedni red: osebek, predmet, povedek. Glagoli se povečini ujemajo s samostalniškimi frazami, ki lahko v stavku zavzemajo katerikoli položaj ne da bi spremenile pomen stavka. Nadaljna značilnost jezika badarvahi je tudi to, da indirektni predmeti ponavadi stojijo pred direktnimi predmeti.

Abstract Public education in India today must be seen in the context of the commitments that we, as a nation, made towards the education of our children through our Constitution. For over three decades, successive governments in India have projected three pillars of our development – electricity, roads and water (bijli, sadak and paani). The political masters must accept Education as the fourth pillar which has the power to change our status from a developing nation to a developed nation.. The reality is that teachers as a group are in some measure politically empowered but, both as a group and as individuals, professionally disempowered. Most teachers see themselves as accountable to their ‘superiors ’and not to their students., almost two-third of our universities and 90 per cent of our colleges are rated as below average on quality parameters. This paper makes an attempt to analse the present conditions of Education in India and the accountability, duty and responsibility of various stake holders like Lawmakers, Teachers and students.
