General Rates Regional Council uses a differential general rates system. For differential rating purposes it is proposed that rateable lands be divided into broad categories, these categories are: . Residential Lands . Commercial Lands . Industrial Lands . Rural Lands . Other Lands The commercial, industrial and residential categories are further subdivided to reflect differing classes of land within these broader categories. Minimum General Rates Council will levy a minimum rate in all categories that takes into account the cost of providing common services which are provided to every ratepayer as well as general administration costs. About Differential General Rates Council will levy differential general rates in accordance with Section 94 of the Local Government Act 2009 and Section 80 of the Local Government Regulation 2012 based on the use and location of the land. How Do I Object to My Rate Category? You, as a landowner, may object to the categorisation of your land, which has been made by Council. Such objection must be in writing and signed by the landowner and be submitted to Council within thirty days of the issue of the rate notice. Alternatively, you can use the Objection Form provided on this website. The sole ground on which you may object is that having regard to the criteria outlined above, that your land should have been included in another category. The objection must clearly state the facts and circumstances upon which the objection is made. Please note that giving a notice of objection will not in the meantime affect the levy and recovery of the rates specified in the rate notice. You are advised to pay Council the rates as levied. If your objection is upheld, a rate adjustment will be made at that time. Notice of Objection Against Categorisation is available from Council's offices or online. Land Valuations Council utilises unimproved or site valuations provided by the Department of Natural Resources, Mines and Energy to calculate the level of general rates. Any queries regarding your valuation can initially be directed to Council’s Rates section. However, as Council does not issue the valuations nor does it have the ability to change your valuation, it is likely that you will need to contact the local office of the Department of Natural Resources, Mines and Energy. This reduces or “smooths” the effects of any large property valuation increases caused by the recent 2019 revaluation by the Department of Natural Resources, Mines and Energy. For new properties that do not have three (3) years of valuations to average, an "averaging factor" of 1.0 will apply for 2019/20. The Rating Valuation on your rate notice shows the value that Council will use to calculate your General Rates. Limitation in Increase Council utilises the provisions of Section 116 of the Local Government Regulation 2012 to establish a maximum percentage increase (30% cap) above the level of general rates levied in the previous financial year. Again, this is a smoothing mechanism designed to reduce the impact of any 2019 valuation increases. The rate cap does not apply in situations where a subdivision, resurvey or amalgamation of lots has occurred. Interest on Overdue Rates Interest will be calculated at the rate of 9.83% per annum and will compound (calculated daily) on all amounts that remain outstanding 30 days after the discount date of the relevant rate notice. Payment Arrangement (When You Cannot Pay in Full or Have Overdue Rates) Council appreciates that a rate notice can arrive at a difficult time when there are other bills to pay, or you are struggling financially to make ends meet. Contact Council to arrange to pay off your rates by instalments. Don’t delay – the sooner you get started, the sooner you will have it paid off and out of the way. Provided you make regular payments, interest charges will not apply. Conditions apply to any approval to pay off rates. Application to Pay Rates by Instalments is available from Council's offices or online. Legal Overdue Rates Action If you have overdue rates and do not have an approved payment arrangement with Council, or you fail to maintain regular payments in accordance with an approved payment arrangement with Council, your debt could be referred to an external debt collection specialist. If you do not make a payment commitment with the external debt collection specialist or you fail to maintain regular payments in accordance with a payment commitment with the external debt collection specialist, you could face legal (Court) action that could cost (depending on the size of your rates debt) hundreds or even thousands of dollars in legal fees. Please contact Council to discuss repayment options if you are in a situation whereby you are unable to pay your rates in full, or you are unable to make regular part payments.

Overdue Rates – Sale of Land The Local Government Act 2009 and Local Government Regulation 2012 enables Council to sell property (including residences and businesses) where rates have remained unpaid for in excess of three (3) years. As part of Council’s rates recovery strategy, it is Council’s policy to conduct sale of land auctions on an annual basis. Discount The following rates and charges attract a 10% discount if paid during the discount period, on or before the due date. . General Rates . Water Access Charges . Wastewater Charges . Waste (Garbage Collection) charges Discount - Conditions A discount will apply upon receipt of the FULL payment of ALL rates and charges on or before the due date shown on the rate notice. The discount will be calculated at the rate of 10% per annum of total rates and charges, excluding interest, water consumption, rural fire levy, emergency management levy, separate charges and special charges. Electronic internet or phone banking payments made after the nominated payment cut-off time on the due date by your financial institution or bill payment service will not be eligible for discount. As long as you make a payment before your financial institution's cut-off time, (this is the time at the end of the business banking day when you need to make a payment by, for it to be processed overnight), Council will acknowledge the payment as having been made on that day and will allow discount. If you make a payment after your financial institution's cut-off time, Council will not receive your payment until the next banking business day, and discount will not be allowed. Payment cut-off times can vary between 12noon and 10pm. If you are unsure of your internet or telephone banking cut-off times or require more information, please contact your financial institution directly. Services Charges Water Rates and Charges Your water levy has been divided into two (2) components: . a fixed cost component (access charge); and . a consumption component. The access charge is the fixed cost component that meets the costs associated with the source of supply, administration, technical overhead and depreciation for each water scheme. The access charge applies to all connected and vacant land contained within the water system. Council has resolved that all consumers should share the fixed cost component, in proportion to the rate that the water may be obtained from the water supply system. That is, the larger the size of the service (water meter), the greater the capacity to draw water from the scheme, hence the higher access charge. The base access charge is for a 20mm service. Nearly all residences will be charged at this rate. In some cases, residences that have a 25 mm service in order to improve the water flow due to a “restricted” service will still be charged the equivalent to a 20mm service.

The access charge applies to each and every water service connection provided to your property. For example, if you have two (2) 20mm water meters connected to your property, you will be charged two (2) access charges. In the case of properties defined as “Rural” (Differential Rate Category 6) except for properties connected to the Rural Water Scheme, where multiple services are connected, a charge for each additional connection shall be 50% of a single 20mm base charge. In the case of properties connected to the Proston Rural Water Scheme, an access charge for each connection will apply. In the case where a specifically dedicated metered service connection is provided for fire- fighting capability a charge for each service shall be 50% of a single 20mm access charge. The table below details the charges that apply to the various water meter sizes in each of Council’s water schemes for the 2019/20 financial year. Water Access Charges

Water Consumption Charges The net cost associated with the reticulation of water supply in each scheme will be funded by a per kilolitre charge (consumption charge) for every kilolitre of water used as measured by a meter. Meters shall be read as near as practicable to 30 June and 31 December each year, but generally throughout the months of June and December. Water Consumption charges will be included on each six monthly rate notice. This charge for all schemes excluding Proston Rural Water Supply Scheme is based on a tier system calculated on the volume of water used in kilolitres. The step system rewards households with low water usage and penalises households with high water usage. Council believes that the higher consumption charge for higher steps will be a significant incentive for residents to conserve water and implement water saving devices. In the case of the Proston Rural Water Supply Scheme a flat per kilolitre charge for every kilolitre of water used as measured by a meter will apply. Billing of Water Consumption Water Meter Readings are recorded every six (6) months in June/July and December/January each year. The water usage for that six month period is then allocated to each “tier”. For properties that have more than one water meter, the water usage for each water meter in that six month period is allocated to each “tier”. Water charges are then calculated accordingly. Each six monthly rate notice will include water consumption charges for the previous six month period. Wastewater (Sewerage) Charges Wastewater charges have been equalised for each wastewater treatment scheme. For private residences, a charge applies only to the first toilet pedestal. Each additional pedestal is free of charge. For flats (other than community title scheme lots), businesses and commercial premises, there is the same first pedestal charge. However, there is also a charge for each additional pedestal.

Vacant land (land not connected to the sewage system) also attracts a charge that is a proportion of the first pedestal charge. Residences connected to the Proston CED scheme have a reduced charging regime, as the sewage is not treated to the same standard as the other schemes. Refuse/Garbage Collection Charges Council has determined that the net cost of providing refuse collection services including operation and maintenance costs, capital costs, debt servicing costs and the state waste levy will be funded by those lands receiving the services. Rural Fire Levy - $25.00 per Annum (Separate Charge) In accordance with requests from the Rural Fire Service, Council has resolved to apply a uniform Rural Fire Levy of $25.00 per annum on all properties across the region other than rateable land that is liable to pay an urban fire district levy. These funds will be used to assist in the operations of the Rural Fire Brigades, not funded under the New Emergency Management Fire and Rescue Levy. Funds will be distributed to each brigade on a needs basis decided by the Local Area Rural Fire Services Committee.

Emergency Management Levy (EML) (Separate Charge) The State Government extended the coverage of the existing Urban Fire Levy to a new levy known as the Emergency Management Levy which commenced from 1 January 2014. This State Government Levy will apply to all prescribed properties within Queensland. The definition of a prescribed property includes individual lots on a rates notice NOT an individual charge per rate notice. Property owners who own multiple lots/land parcels will therefore receive multiple charges on their rates notice. The charge applies to vacant land, residences, business and industry, on a sliding scale based on the size of the buildings and/or the significance of risk associated with the activity. The Emergency Management Levy funds the emergency services response to building and bushfires, road crash rescue, hazardous and toxic material spills, storms, cyclones, floods, earthquakes and tsunamis, searches for missing persons, and cliff and cave rescues. Properties in Rural areas outside the Urban Fire area have also been charged a Rural Fire Levy. The Rural Fire Levy will continue to be charged in addition to the Emergency Management Levy. In Rural areas, the only exemption to receiving individual charges for each lot/land parcel is bona-fide primary production land. If your rate notice shows that your property is included in Rate Category 6 - Rural, you will only receive 1 Emergency Management Levy per rate notice. Payment must be made to Council however it is NOT a Council charge. The charges in the following table apply for 2019/20 per lot/land parcel - not per rate notice. Waste Management Charge - $150.50 per Annum (Separate Charge) To enable Council to fund the costs associated with the provision, improvement and management of all waste disposal facilities across the region, a uniform waste management levy of $150.50 will apply for all rateable property across the region. It will also fund future upgrades and improvements to waste disposal facilities. This is not a garbage collection charge. For information on waste disposal facilities, visit Council’s website at www.southburnett.qld.gov.au. Community Rescue and Evacuation Levy (Separate Charge) This is a uniform charge of $4.00 for all rateable property across the region. The funds collected from this levy will be directed specifically for the purpose of supporting the airborne emergency rescue and evacuation transport providers that service the – RACQ Lifeflight Rescue Service. Road Maintenance for Various Roads with Quarry Operations (Special Charge) Council has introduced these Special Charges to fund Road Maintenance and Reconstruction costs associated with the extractive industry operations at five (5) sites across the region. These extractive industry operations are located at Wattlegrove Road, Wattle Grove; Burra Burri Road, Chahpingah; Tim Dwyer Road, East Nanango; Wilson Road, Dangore; and Manar Road, .

Extractive industry operations cause a significant increase in heavy vehicle traffic utilising Council’s local road network which accelerates the deterioration of those roads at a rate far greater than would have been the case for ordinary traffic use. The lands upon which the quarry operations are located specially contributes to the need for Council to expend considerable funds in order to maintain service and maintenance standards to that road network. The road program (as described in the Overall Plans for each site adopted by Council 12 June 2019) to be undertaken in the 2019/20 financial year in relation to the haulage route will involve maintenance and reconstruction activities to ensure that each haulage route is maintained and continues to perform to the standard outlined in the Overall Plans. The amount of the special charge varies between sites and ranges from $6,300 to $43,600 annually.
