10/04/1999 Continue rotation system for CM's post, says PDS PENAMPANG, Fri. - Kadazandusun-based Parti Demokratik Sabah wants the rotation system for the Chief Minister's post to be continued. Its president and former Chief Minister Tan Sri Bernard Dompok said it must be remembered that the system was given prominence in the BN election manifesto. "I stand by the manifesto of the Barisan Nasional," Dompok told a news conference after announcing his decision not to quit politics at his residence last night. He had declared prior to the March 12-13 State election that he would quit politics if he failed to defend the Moyog seat. Dompok, who was in the 10th month of a two-year term as Chief Minister, lost to Datuk Clarence Bongkos Malakun of Parti Bersatu Sabah by 4,388 votes. Prime Minister and BN chairman Datuk Seri Dr Mahathir Mohamad had recently said that it was up to the people of Sabah to decide whether or not the rotation system should continue. Following the statement, several State BN leaders had said they were in favour of scrapping the system. Under the system, the Chief Minister's post is rotated every two years among the Muslim Bumiputera, Chinese and non-Muslim Bumiputera communities. When the BN took over the State Government in April 1994, the first to be appointed Chief Minister was Tun Sakaran Dandai who was succeeded by Datuk Salleh Tun Said when the former was made Yang di Pertua Negeri in December 1994. After Salleh completed the Muslim-Bumiputera two-year term, Datuk Yong Teck Lee, who is Sabah Progressive Party president, was appointed Chief Minister as the Chinese quota. -

[以地養校] Origin of the term came from the following anecdote : Datuk Seri Panglima Yong Teck Lee, President of Sabah Progressive Party, had during his tenure as the Chief Minister of Sabah for the period 1996-1998 created an unprecedented history by bringing the application of Sabah Chinese High School Tawau (the application was for a parcel of 5 acre State Government land in a commercial area) to the state cabinet and simultaneously moved a motion to approve the said application. Subsequently, the 5 acre commercial land was used by the school to enter into a joint venture development agreement, by way of open tender, with a well-known property developer to build 71 units of commercial shop-lots. Sabah Chinese High School Tawau as the land owner was also eligible for the share of the development by getting 16 commercial shop-lots in return, then sublet to local tenants to earn rental of about RM (Ringgit Malaysia) 400,000 (about USD135,000) each year to help subsidize a great portion of the huge overhead expenses of the school, thus the term “以地養校” was initialized since then, meaning that the school was “raised” by the land in a literal sense. Malaysia is a multiracial country, the ethnic population of Malay constitutes a vast majority of the country’s population, whereas Chinese constitutes only about 28 percent of total population, government- funded schools are Malay orientated and Malay language is the main medium of instruction, naturally, majority of the students are also Malay. Seeing the difficulty of learning Chinese language in Government funded schools, and in order for their descendants to be able to learn Chinese while at the same time maintain and promote Chinese traditions and cultures in Malaysia, the Chinese immigrants ancestors initiated the call to all local Chinese to contribute generously in the form of money or expertise into the building of Chinese primary schools, subsequently followed by the establishment of Chinese independent secondary schools in Malaysia, The main medium of instruction in this school is Chinese language. -

24/09/1998 Malaysians urged to treasure peace and harmony KUALA LUMPUR, Wed. - Everyone in the country - Malaysians and foreigners - must treasure the peace and harmony the nation continues to enjoy, social worker Datuk Robert M.S. Phang said today. He said everyone must hold fast to these if they did not want to see panic, chaos, fear and threat to public order and national security. Phang was among 66 persons who placed a full-page advertisement in the New Straits Times and Berita Harian today congratulating the participants, organisers and volunteers of the 16th Commonwealth Games Kuala Lumpur '98, and pledging support for Prime Minister Datuk Seri Dr Mahathir Mohamad. Phang said all 66 persons were from Sabah and the Federal Territory of Labuan and indicated that there could be more such advertisements of support. He said he was moved by the success of the Games and recent developments following the economic problems and sacking of Datuk Seri Anwar Ibrahim as Deputy Prime Minister and Umno deputy president to place such an advertisement. He said people did not want a situation similar to what happened in Indonesia where there were riots and looting during the days before Suharto stepped down. In an interview today, he said it was necessary to have only one leader at the helm to steer the country to economic recovery. Phang said Dr Mahathir had a proven track record and deserved the support of the people to get the country out of the economic problems it was experiencing. "A boat can have only one captain. -

28 FEB 1999 Sabah-menteri DUA MENTERI SABAH DIGUGUR KOTA KINABALU, 28 Feb (Bernama) -- Dua menteri kerajaan negeri Sabah digugur dan 11 muka baru dinamakan sebagai calon Barisan Nasional untuk pilihan raya negeri pada 12 dan 13 Mac ini. Menteri Pembangunan Luar Bandar Datuk Dayang Mahani Tun Ahmad Raffae serta Menteri Pertanian dan Perikanan Datuk Pandikar Amin Haji Mulia sendiri meminta digugurkan, kata Ketua Menteri Tan Sri Bernard Dompok pada satu persidangan berita di sini hari ini. Pandikar Amin, presiden AKAR, sebelum ini mewakili kawasan Tempasuk manakala Dayang Mahani, naib Ketua Wanita Umno Sabah, memenangi kerusi Lumadan pada pilihan raya 1994. Dompok yang juga Pengerusi BN Sabah berkata barisan muka baru itu yang termasuk presiden LDP Senator Datuk Chong Kah Kiat bertujuan mengemukakan bakat dan ide baru ke arah mengukuhkan kedudukan BN. Dalam senarai itu, Umno mendapat 24 kerusi, Parti Demokratik Sabah (PDS) 12, Parti Maju Sabah (SAPP) 5, LDP 2, AKAR 2, Parti Bersatu Rakyat Sabah (PBRS) 2 dan MCA satu. Dompok akan mempertahankan kerusi Moyog yang diwakilinya sejak 1986, Katanya semua calon BN itu dipilih sendiri oleh parti-parti komponen dengan mengambil kira faktor keseimbangan dan bakat. Ketika ditanya sama ada Perdana Menteri Datuk Seri Dr Mahathir Mohamad selaku pengerusi BN mempengaruhi pemilihan calon, Dompok berkata "tidak". Dua wanita ialah antara muka baru itu -- Datuk Christine Van Houten dari PDS yang akan bertanding di Inanam dan Surinam Haji Sadikum dari Umno di Lumadan menggantikan Dayang Mahani. Pandikar Amin yang turut hadir pada persidangan berita itu berkata keputusan beliau tidak bertanding ialah untuk kepentingan BN. "Kini, saya akan mempunyai lebih banyak masa untuk berkempen khususnya untuk menjamin kemenangan dua kerusi yang diperuntukkan kepada AKAR," katanya. -

13/10/2002 BN retains Gaya with huge increase in majority Joniston Bangkuai KOTA KINABALU, Sat. - Barisan Nasional tonight retained the Gaya parliamentary seat with almost a three-fold increase in majority despite a low voter turnout of 44.73 per cent, believed to the lowest ever in Malaysia's by-election history. Liew Teck Chan collected 15,639 votes to win by a 11,923 vote majority compared with the 4,117 majority obtained by Datuk Yong Teck Lee when he won the seat for the BN in the 1999 general election. DAP's Dr Hiew King Cheu secured 3,716 votes while Christina Liew Chin Jin of Parti Keadilan Nasional lost her deposit when she received 2,613 votes. There were 132 spoilt votes. The result was announced by returning officer Alijus Sipil after 9pm at the Maksak Hall in Likas. Election Commission secretary Datuk Wan Ahmad Wan Omar described the turnout as among the lowest ever recorded in the country's by-election history. "The voters could have moved to other areas. I believe that is the main reason," he said. Gaya, which covers the Likas and Inanam State constituencies, has 49,427 registered voters, including 76 postal voters. Despite the fine weather, voters, especially those in urban areas, shunned the 21 polling centres which closed at 5pm. With the DAP and Keadilan unable to reach a compromise over a single opposition candidate, it is believed that many had stayed away from the ballot boxes since the result was a foregone conclusion. To coax more voters to the balloting centres, the BN provided transport, with cars and four-wheel drive vehicles decorated with party flags and stickers making several trips. -

Jurnal Komunikasi Borneo 2014 vol 1 Pilihan Raya Umum Malaysia Ke-13: Faktor-Faktor Penentuan Kemenangan Di Sabah. Haji Mohd Hamdan Haji Adnan & Mahat Jamal Persekitaran politik Sabah umumnya disifatkan sebagai bank pengundi atau “simpanan tetap” oleh Kerajaan Persekutuan atau Barisan Nasional (BN). Perdana Menteri Dato’ Seri Najib sendiri menyatakan bahawa Sabah adalah “simpanan tetap” politik BN. Najib menyatakan akan memelihara dan menambahbaik “simpanan tetap” tersebut untuk memastikan BN terus berkuasa. Malahan Pakatan Rakyat (PR) juga mengiktirafnya dan cuba menjadikannya sebagai salah satu strategi dalam Pilihan Raya Umum ke-13 (PRU ke-13) dalam usaha mereka menawan Putrajaya. Di Sabah terdapat 60 kerusi Dewan Undangan Negeri (DUN) dan 25 kerusi parliamen untuk ditandingi. Dalam PRU ke-12 tahun 2008 BN menang 59 daripada 60 kerusi DUN dan 24 kerusi Parlimen. Bagaimanapun dengan keluarnya Parti Maju Sabah (SAPP) daripada BN menyebabkan BN kekurangan 2 kerusi Parlimen. Komposisi parti politik dalam DUN Sabah sebelum PRU ke-13 ialah BN 57 kerusi, SAPP 2 kerusi dan DAP 1 kerusi. Dalam PRU ke-13 BN mengekalkan 48 kerusi DUN, kalah 11 kerusi. PR memenangi 11 kerusi, dan parti baru tempatan Sabah, Parti Refomasi Negeri (State Reform Party, STAR) menang satu kerusi melalui Presidennya Datuk Dr. Jeffrey Kitingan. Sebuah lagi parti tempatan yang mempunyai dua kerusi sebelum PRU ke-13 tidak memenangi sebarang kerusi. Sangat menarik diperhatikan, parti pembangkang pada awalnya yakin mempunyai peluang menang lima puluh-lima puluh untuk menawan Sabah dalam memenuhi impian mereka membentuk Kerajaan Persekutuan. Semangat ini dikongsi bersama melalui blog-blog media sosial dalam internet. Bagaimanapun dengan promosi media perdana yang berterusan terhadap parti-parti pemerintah, gelombang kemenangan menyebelahi BN dibandingkan dengan PR.
