Teater M.A. Wright State University B.A. Milligan College July 2019 Committee Chair: Laura Dudley Jenkins, Ph.D. ii Abstract State-imposed restrictions on religious freedom challenge the rights of minorities. While some minorities live in authoritarian regimes, others live in countries with religious rights institutionalized in national constitutions and international human rights treaties. Despite these guarantees, minorities face restrictions on religion through laws and regulations that restrict what religion they choose and limit how they practice their faith. Thus minorities that in theory are supposed to have religious freedom also encounter religious freedom restrictions in practice. Faced with blockages that restrict their religious rights, minorities at times turn to transnational advocacy networks (TANs). Through my analysis of Christian minorities in Malaysia and India, I discover what some of these blockages are and how minorities and their transnational partners have negotiated with the state in recent legal challenges to Christians’ rights. I focus on the agency and strategies of minorities by listening to their opinions, arguments, and reasoning, as articulated through interviews, legal documents, and an original survey. In doing so, this study differs from recent scholarship that traces the structure and organization of TANs. I find that how Christian minorities use transnational advocacy networks is dependent on the political opportunities that are available to them domestically.

    Report from visit to the Dioceses of Kuching and West SWANSONG Malaysia by Philip and Charlotte Swan Jan 4th—17th 2016 Archbishop Elect Moon Hing (West Malaysia) is to take over from Archbishop Bolly Lapok (Kuching). We are so thankful for their support, hospitality and inspiration and pray for them in their changing ministries. We are delighted that it looks as though we will be able to re-establish links with Sabah Diocese through their new Bishop, Melter Tais, which means we will be relating to each of the four Dioceses, including Singapore, which together make up the Province of S.E.Asia. I stumbled across a prophetic question in the first volume of the History of the Church Missionary Society, taken from an 1820 Report of a CMS Association. ‘Might not those Islands one day inquire in their Missionary Meetings how the British Church may be revived?’ ‘Those islands’ included the Malay Archipelago, Sri Lanka and the West Indies which were referred to as the ‘Insular Missions’. Today we are certainly realising that the answer to this question is a resounding YES as we see ‘Reverse Mission’ taking place. It has been a great privilege to experience the growth of the church in Kuching and West Malaysia during this two week visit, and to be challenged and inspired by the attention given to discipleship in particular. Revd Dr Albert Walters has been seconded by the Diocese of West Malaysia to the Church of Bangladesh where he is the Principal of St. Andrew’s Theological College, Dhaka. Muslims make up 90% of the population and Christians 0.3%.

    Khoo Boo Teik ed. “13th General Election in Malaysia: Issues, Outcomes and Implicaitons" IDE-JETRO, 2013 REPORT 6 Sarawak: One Election, Many Contests Andrew Aeria Introduction In May 2013, Malaysia held its 13th General Election (GE13) which saw contests for 505 state and 222 parliamentary seats. All the states of the federation held simultaneous state level elections except for Sarawak which only held parliamentary elections for its 31 constituencies since state and parliamentary elections are not run simultaneously in the state. Sarawak’s state elections were last held in 2011. The country’s 12th parliament was dissolved on 3 April. Nominations were held on 20th April with polling on 5th May. The formal election campaign period lasted 15 days although campaigning had begun well in advance of parliament’s dissolution. This was certainly the case for Sarawak where campaigning and preparations never really ended after the April 2011 state elections. They just continued, albeit in a low-key mode, and slowly intensified until it peaked in May 2013. There were keen contests throughout the country, a phenomenon that was similarly replicated in Sarawak. As a current affairs commentator noted, the elections ‘was a memorable one for the heat it generated, the rhetoric that went into it, the wild accusations and counter-accusations, the pornography videos of the so-called sexual exploits of an opposition leader or someone who resembled him, the lies uttered to discredit opposition leaders, the Brutus’s who stabbed their erstwhile friends in the back, the large numbers of party hoppers, the turncoats, and above all, the large amount of public money waster on handouts to buy votes’ (D’ Cruz 2013).
