1 Introduction We consulted stakeholders and the public about proposals effecting routes 76 and N76. The consultation was open from 14 July 2014 until 22 August 2014.

TfL has been working with Haringey Council and the GLA to transform Tottenham. The one-way gyratory has been removed. High Road, Monument Way and Broad Lane all now operate as two-way roads.

Conversion to two-way traffic flow has allowed a bigger and better bus station to be built at Tottenham Hale. The bus station will be fully accessible and able to accommodate more buses.

Only two bus routes, 41 and 192 terminated at the old Tottenham Hale bus station. Space was constrained, which has historically limited any changes to bus routes serving or terminating at Tottenham Hale. The redevelopment of the bus station, new housing in the area and forthcoming upgrade to the Tube station have presented an opportunity to enhance the Tottenham Hale bus network.

Once open the new bus station will be served by buses on routes 123, 230 and W4 (in both directions) connecting Walthamstow, Wood Green, the Ferry Lane estate and Ilford. Routes 41 and 192 will also terminate at the new bus station. Routes 123 and 230 will serve Monument Way, while routes 41 and W4 will serve Broad Lane in both directions.

What is proposed? We are proposing to extend route 76 from Tottenham Town Hall to Tottenham Hale station. Buses would go along Monument Way from the A10 High Road. The extended route would run 24 hours a day, with route N76 being withdrawn. Route 341 would continue to provide a 24 hour a day link between Tottenham Town Hall and Northumberland Park.

The extended service would provide a 24 hour a day link to Tottenham Hale station for mainline trains to Stansted Airport as well as the Victoria Line. The service would also provide a new link to central for the growing residential population at Tottenham Hale.

Route 341 will continue to provide a 24 hour a day link from Waterloo to Tottenham Town Hall and Northumberland Park. Buses will run every 30 minutes each night, as now.

We have considered the views of the public and stakeholders and this document summarises responses to the consultation.

2 The consultation The consultation was designed to enable us to better understand the views of local residents, businesses and stakeholders with regards to the proposal.

 We decide the consultation raises no issues that should prevent us from proceeding with the scheme as originally planned.  We modify the scheme in response to issues raised in consultation  We abandon the scheme as a result of issues raised in the consultation. 1.1 Consultation objectives The objectives of the consultation were:  To give stakeholders and the public easily-understandable information about the proposals and allow them to respond  To understand the level of support or opposition for the change  To understand any issues that might affect the proposal of which we were not previously aware  To understand concerns and objections  To allow respondents to make suggestions.

1.2 Who we consulted The consultation intended to seek the views of people who use the bus routes involved, who may live near to the proposed extension and those who might potentially use the service. We also consulted stakeholders including the affected Councils, traffic police, London TravelWatch, Members of Parliament, Assembly Members and local interest groups. A list of the stakeholders we consulted is shown in Appendix B and a summary of their responses is given in Section 4.

1.3 Consultation material, distribution and publicity The consultation was published online. The dedicated webpage explained the background to the proposal. We invited people to respond by answering a number of questions and leaving comments. We raised awareness of the consultation by sending an email to registered Oyster Card holders, who have used routes 76 and/or N76 and to key stakeholders. We also put up posters at bus stops served by the routes. Copies of the consultation material is illustrated in Appendix A.

People were invited to respond to the consultation using a variety of methods. They could respond via our freepost address (FREEPOST TFL CONSULTATIONS), by emailing [email protected] or by accessing the online consultation where they could let us know their views.

Braille, audio and large font versions of the consultation material were available, as was a translation service to other languages if requested.

3 Responses from members of the public We received a total of 299 public responses. There were 294 responses via the website and five via email.

3.1 Public consultation results To help us understand more about who replied and their thoughts on the route and proposal, we asked a number of questions;

4 Responses from statutory bodies and other stakeholders We received a total of six responses from key stakeholders or local interest groups. A summary of their responses can be found below.

London Borough of Haringey We welcome the proposed extension of route 76 to Tottenham Hale station and for the route to run 24 hours. We have sought this extension for some time and we are keen to see the change happen as soon as possible. Please confirm the results of the consultation and on the programme for implementing the changes.

London TravelWatch We are supportive of this proposal as it gives a great deal more journey opportunities and the 341 runs to Northumberland Park and therefore this destination is still served.

Joanne McCartney Assembly Member I am responding to the above consultation in my capacity as Member for Enfield & Haringey.

I am pleased to see that consideration is being given to extending the 76 bus route, an improvement that residents, Haringey Council and I have called for when responding to previous consultations on Tottenham Hale. I would like to add my support to these proposals which have a high level of support from local residents. Connectivity of Tottenham Hale will be important for the regeneration works to be a success, and to utilise the new bus station.

The extension of bus route 76 to Tottenham Hale Station will provide residents with a direct link from Tottenham Hale to Hackney. Currently passengers have to change bus on the High Road which is inconvenient and a hassle to some residents. The extension will also remove buses from parking in Town Hall, Approach Road which can cause congestion and inconvenience.

Furthermore, I welcome the opportunity for the 76 bus route to become a 24 hour service providing my constituents terminating at Tottenham Hale, with links to and from central London once the last tube has departed. However in doing so and removing the N76 bus route taking commuters to Northumberland Park, will you please ensure that there is no diminution of services and capacity on the 341 which also takes commuters to Northumberland Park, both during the day and at night?

Bus Watch West Haringey Important to retain a connection between Tottenham Town Hall and Tottenham Hale - the diversion of route 41 will sever this link. Also important to improve access to Tottenham Hale generally and to remove terminating buses from Tottenham Green. Altogether an excellent idea.

Friends of Capital Transport campaign Tottenham Hale scheme would be better still if rail services from Tottenham Hale to Stansted were improved overnight.

Email to Oyster Card holders We sent an email to registered oyster card holders who have specified they use either route 76 or N76. The email was issued to 7,291 people on 15 July 2014 and provided a link to our consultation page.
