Britische Printmedien und ihr Einfluss auf das Wahlverhalten ihrer Leser am Beispiel des EU-Referendums 2016. November 2018 Diese Dissertation ist auf den Internetseiten der Universitätsbibliothek online verfügbar. 2 Vorwort Die politische Situation in Großbritannien hat mich bereits vor der historischen Ankündigung des britischen Premierministers David Cameron (Januar 2013), bei einer erfolgreichen Wiederwahl und absoluten Mehrheit 2015 das britische Volk über eine weitere Mitgliedschaft in der Europäischen Union entscheiden zu lassen, fasziniert. Die daraus folgende ebenso spannende wie dramatische Entwicklung bis zum dann tatsächlich stattfindenden Referendum am 23. Juni 2016 habe ich zum Anlass genommen, mich diesem Thema als Dissertationsvorhaben zu widmen. Für mich stellte sich besonders die Frage, welchen Einfluss die britischen Medien, genauer: die nationalen Zeitungen, auf die Referendumskampagne und letztlich den Ausgang der Wahl hatten. Als ehemaliger Journalist und aktueller Pressesprecher habe ich persönlich einen besonderen Bezug zum Einfluss von Medien auf politische und gesellschaftliche Prozesse. Ein besonderer Anreiz lag für mich darin, dass zu diesem sehr aktuellen Thema bislang kaum wissenschaftliche Ergebnisse vorhanden sind. Zu untersuchen, warum gerade Großbritannien als selbsternannte älteste Demokratie der Welt das europäische Gemeinschaftsprojekt in seiner gesamten Konstruktion infrage stellt, ja dass es sogar seine Mitgliedschaft im europäischen Staatenverbund trotz (oder gerade wegen?) langjähriger Zweifel an der europäischen Politik aufs Spiel setzt, ist für mich ein lohnenswertes Dissertationsprojekt gewesen. Im Kern ging es mir darum zu erörtern, mit welchen Mitteln britische Printmedien im Vorfeld des Referendums EU-Themen bzw. die Europäische Union als Ganzes dargestellt und kommentiert haben. Da das Wahlergebnis letztlich so knapp ausfiel und nicht einmal 1,5 Millionen Stimmen den Unterschied pro „Brexit“ ausmachten, lag für mich die Vermutung nahe, dass insbesondere euroskeptische Zeitungen mit ihrer klar gegen Brüssel gerichteten Berichterstattung bei unentschlossenen Wählern den Ausschlag gaben. Diese Arbeit hat hierfür einige belastbare Ergebnisse zutage gefördert. Eine Arbeit über ein aktuelles und sich ständig weiterentwickelndes Thema wie den britischen Austritt aus der Europäischen Union zu verfassen, war eine große Herausforderung, die ich ohne die Hilfe von sehr engagierten Menschen vor allem in meinem familiären Umfeld nicht hätte erfolgreich bewältigen können. Bedanken möchte ich 3 mich bei meinen Eltern und meiner Verlobten Laura May, die mir alle stets mit großem Engagement wertvolle Hinweise gegeben haben und sich auch stets die Zeit genommen haben, diese Arbeit bis ins kleinste Detail wieder und wieder zu lesen und wichtige Verbesserungsvorschläge zu machen. Gleichzeitig hatten sie während der gesamten Dissertationsphase immer Verständnis für zeitliche Entbehrungen meinerseits. Caterpillar: Litigating Corporate Complicity in Israeli Violations of International Law in the U.S. Courts Grietje Baars* 1 INTRODUCTION1 In 2005 an attempt was made at enforcing international law against an American corporation said to be complicit in war crimes, extrajudicial killing and cruel, inhumane and degrading treatment committed by the Israeli military. The civil suit, brought in a U.S. court, was dismissed without a hearing, in a brief statement mainly citing reasons of political expedience. The claimants in Corrie et al v. Caterpillar2 include relatives of several Palestinians, and American peace activist Rachel Corrie, who were killed or injured in the process of house demolitions carried out using Caterpillar’s D9 and D10 bulldozers. They brought a civil suit in a U.S. court under the Alien Tort Claims Act,3 for breaches of international law, seeking compensatory damages and an order to enjoin Caterpillar’s sale of bulldozers to Israel until its military stops its practice of house demolitions.     Halvard M. Lange Born 16 September 1902. Died 19 May 1970. Educated in Oslo and in London, Lange was a professor at several universities during the 1930s, lecturing on modern and economic history. Originally a member of the Social Democrat Party, Lange became a member of the National Executive of the Labour Party in 1933, ultimately serving as the Party’s historian. During the war, Lange was arrested by the Gestapo in August 1940, released in June 1941, re-arrested in August 1942 and spent the rest of the war in concentration camps. Upon his return to Norway in 1945, he served as a full member of the Norwegian Parliament’s Nobel Committee. He was appointed Norway’s Minister of Foreign Affairs in 1946 and would remain in that office until 1965. This has powerful implications for the City: • It is unlikely that business with the EU27 will be conducted via passports in future. • Instead, and depending on the degree of co-operation from the EU27, the City should plan its future operations using either: o a dual regulatory regime, based on a third-party expanded equivalence model with guarantees about how equivalence will be granted and removed, or o the World Financial Centre model where the City ‘goes it alone’. • Transitional arrangements will also depend on the degree of co-operation from the EU27. It is in everybody’s interests that any transitional arrangements are kept as short term as possible, no longer than is needed to bridge the gap between the UK’s exit from the EU and the conclusion of any formal long-term trading agreement with the EU.

The 1975 Referendum on Europe Professor Vernon Bogdanor Ladies and gentlemen, this is a lecture on the previous referendum that we had on Europe, in 1975, held not by a Conservative Government but by a Labour Government, and I think it does show that Europe has been a very divisive issue for many years – it is not just on the present time. Perhaps the most prescient comment made about Europe was made by Ernest Bevin, the Foreign Secretary in the Labour Government after the War, when Britain was asked to join the European Coal & Steel Community, which was the precursor of the European Union, and Bevin said no. He said, “Once you open that Pandora’s Box, all sorts of Trojan horses will fly out.” We joined the European Community, as a precursor of the European Union, in 1973, after two failed applications, but we wanted, in a way, to be in Europe but not perhaps quite of it. All Prime Ministers I think have tried to straddle the benefits of membership with the Eurosceptic feelings of the British public. The question now of course is whether one can still keep those two horses, to change a metaphor, whether you can still straddle those two horses. But Europe has been the poisoned chalice for so many post-War Prime Ministers: Harold Macmillan, whose Government was ruined by De Gaulle’s first veto; Edward Heath, who lost narrowly in 1974, partly because of the European issue; Margaret Thatcher fell from power because of the European issue; John Major’s Government was ruined by the squabble over Maastricht, another European issue; and Europe of course helped split the Labour Party in the 1980s.
