2 ABOUT NSO

The National Statistics Office (NSO), as the primary statistical agency of the government, is mandated to provide timely and accurate statistics through the use of scientific methods in the conduct of censuses and surveys and the processing of administrative reports. The statistics and information generated serve as valuable inputs in the formulation of national and sub- national development plans and programs, in the conduct of research, and in making vital business decisions of both the government and the private sectors. The NSO uses tri-media in data dissemination and the latest available information technology facilities in data processing.

The Administrator of the NSO, as ex-officio Civil Registrar General, carries out and administers the Civil Registry Law. In particular, the agency prepares and issues relevant rules and regulations on civil registration for its proper implementation. As the central repository of documents on the civil status of individuals, the agency has developed and utilized automated systems to facilitate storage, retrieval and safekeeping of documents and issuance of copies of the same documents through the Civil Registry System (CRS). Pursuant to Article 7 of the Family Code, the agency also issues certificates of registration of authority to solemnize marriage to solemnizing officers.

One essential success factor in the production of quality statistics is statistical coordination at the field operations’ level where collection of data emanates. There is a thin line between serving statistical coordination and politics with LGUs that may also extend to some administrative arrangements or exchanges. This is most apparent in local census coordinating bodies where LGUs are active partners in census and survey operations and their participation includes sharing of resources, deployments of LGU staff, and use of office space, transportation, and service allowances among others.

The trade off may include pressure on serving blown up population and economic statistics that will benefit the LGU by way of issuing certifications from raw census results.

While it cannot be denied that civil registration is our closest link to the LGUs, and with the rolling out of CRS to some LGUs through LGU-hosting, BREQS, and other internal media-we also need to look at how it affects the quality of our operations.

We come up with policy guidelines that will secure our MESSAGE CRS operations and safeguards the integrity of our from the service. 7 he National Statistics Office (NSO) is the major statistical agency responsible in collecting, compiling, classifying, T producing, publishing, and disseminating general- purpose statistics as provided for in Commonwealth Act (CA) No. 591.

NSO has also the responsibility of carrying out and administering the provisions of the Civil Registry Law as provided for in Act No. 3753 dated February 1931.

More specifically, the NSO is tasked to:

• prepare for and undertake all censuses on population, agriculture, commerce, and industry (Section 2, C.A. 591; Section 1, Batas Pambansa Blg. 72);

• conduct statistical surveys by enumeration, sampling, and other methods (Section 2, Batas Pambansa Blg. 72);

• compile and classify other statistical data and information (Section 2, C.A. 591);

• conduct social and economic studies and make projections of population, agricultural production, income, and the number of livestock (Section 2, C.A. 591);

• publish and disseminate all information related to the aforementioned functions (Section 2, C.A. 591);

• assist the National Statistical Coordination Board (NSCB), formerly the Statistical Advisory Board of the National Economic and Development Authority, in the formulation of a continuing comprehensive statistical program for the 2008 government (Section 5, Presidential Decree 418); ACCOMPLISHMENTS • provide technical assistance and support to projects of other statistical agencies and institutions (Section 5, P.D. 418);

Among the acquired materials were 2,478 issues of newspapers, 411 local publications (NSO and other agencies), 48 foreign publications. The NSO Library served a total of 11,798 researchers. Of this number, 6,954 personally visited the library located in Sta. Mesa. Inquiries through phone numbered 4,844 and the rest of data requests were sent by mail or via email.

68th NSO Anniversary

The National Statistics Office-Central Office (NSO-CO) celebrated the agency’s 68th anniversary on August 19 at the NSO East Avenue, Quezon City with the theme “Ibayong Serbisyo sa Sisenta’y Otso”. The whole-day celebration included showcasing the results of the 2007 Census of Population (PopCen), recognizing retirees, handing out loyalty awards to employees who have rendered 20 to 40 years of service, and presentation of battle cries and folk dance of each department. NSO Operation Aklan

Aklan province was the hardest hit by typhoon Frank among the five provinces under Region VI. NSO management immediately created a team to assess and evaluate the extent of damage.

The OPLAN AKLAN TEAM from the Central Office created was composed of Director Estela de Guzman, Ms. Vilma Malumay and Mr. Edgar Fajutagana. Dr. Fiel Pizarro was designated the focal person for Operation Aklan. The team was immediately deployed to Aklan on July 9 to observe and meet with RD Julag-ay. They also brought them them cash collected but converted to goods for the NSO typhoon victims in the province.

The team saw and found out that most of the office equipment and supplies are no longer serviceable, RD Julag-ay reported all survey operations for Aklan were deferred and will resume as soon as the office could find a building for immediate transfer. He advised to salvage the files that can be sun-dried for reference and transcription. On matters of civil registration, CR forms from Nov. 2007 to May 2008 at the Provincial Office were also damaged.

Technical Assistance: • NSO Region I was tapped by the Department of Labor and Employment (DOLE) for a technical assistance on preparation of project proposal, cost estimate, manuals, questionnaires, training of supervisors and enumerators, processing and analysis for the survey “Elimination of Child Labor in the Four Tobacco Growing Areas of Region I”. The survey covered five areas namely Pinili, Ilocos Norte; San Juan and San Emilio, Ilocos Sur, Balaoan, La Union and Alcala, Pangasinan last June 2008.
