    Overview: 2019 State Legislative Activity Every year, the traffic safety community works to eliminate fatalities on our roadways and supports policies to achieve that goal. In 2018, traffic deaths declined 2.4% according to The National Highway Traffic Safety Administration (NHTSA, 2019). Still, 36,560 people died on our roadways. Alcohol-impaired driving deaths accounted for 29% of all traffic fatalities, the lowest percentage since NHTSA began reporting fatality data in 1982 and a 3.6% reduction from 2017. Despite this progress, these deaths are preventable. More must be done to stop them. This is especially true regarding the critical threat posed by high-risk impaired drivers (repeat offenders, drivers at high blood alcohol concentrations (.15>), drive impaired repeatedly, or drive after consuming a combination of alcohol and drugs or multiple drugs). They must be screened and assessed for substance use disorders and co-occurring mental health disorders to eliminate impaired driving in the future. Responsibility.org offers technical assistance and guidance to state legislators and local coalitions working to strengthen and enforce existing laws. We advocate for proven countermeasures to eliminate impaired driving and reduce underage drinking. We promote evidence-based strategies to create deterrence, reduce recidivism, improve treatment outcomes, and create long-term behavior change. Figure 1: Alcohol-impaired driving fatalities 1982-2018 The 2019 legislative session was dominated by technical corrections or minor modifications to existing laws. Since many states have enacted major DUI legislation, recent efforts have focus improving implementation and/or enforcement of existing laws. To date, Responsibility.org has identified nearly 200 pieces of impaired driving and underage drinking legislation in 46 states.

This is a snapshot of how lawmakers voted on key social and moral legislation related to life, education, family, religious freedom, and similar issues. Lawmakers earned percentage grades ranging from 0% to 100%, based upon dividing the candidate’s number of good votes cast by the number of total bills he/she voted on. The higher the score, the better their ranking. Not all lawmakers voted on every bill; the number of absences on these key bills is also noted and we encourage you to review whether your legislator actually voted on these important bills.

Th e past year has been a very busy one with a focus on a number of projects sponsored by the Society. Th e biggest and most dramatic project continues to be the expansion of the North Dakota Heritage Center. Th is has presented some interesting challenges for staff as major changes are being made in the original building and with 97,000 square feet of new space being added. Supporters of the Society have risen to the occasion, and this has enabled us to move forward. Work is underway to plan the new exhibits and interpretive programs. For the record, I am John Harris, President and CEO of Prairie Public Broadcasting. Prairie Public began service to the citizens of North Dakota in 1964 with a single broadcast tower and since then has grown to provide public media services that impact the citizens of our entire state—from childhood through all phases of life. Prairie Public provides public media services that educate, involve, and inspire the people of the prairie region. Public media strengthens communities and helps them to prosper. The citizens of North Dakota know the importance of a strong and viable public broadcasting entity for our community. We are committed to respect for our audience, civil discourse, and lifelong learning. Education is the cornerstone of Prairie Public’s mission. We provide researched, high-quality digital resources and learning materials to students, educators, parents, counselors, librarians, and tech coordinators, and we conduct professional training opportunities to help them use those tools in our region’s classrooms. Public media served as a vital resource for 2020's changing educational needs. Prairie Public’s educational services shifted focus from in-person events and stepped up to promote At Home Learning Resources. PBS LearningMedia saw a doubling in users, WORLD CHANNEL altered their schedule to broadcast classroom programs, and webchats served K- 12 teachers in a peer-supported environment.

    2019 NORTH DAKOTA LEGISLATIVE REPORT CARD 66th LEGISLATIVE SESSION DEAR FRIENDS, I am pleased to share this report card for the most recent North Dakota state legislative session. Here is a snapshot of how lawmakers voted on key social and moral legislation related to the right to life, education, family, marriage and other issues. Guided by our mission of building a state where God is honored, religious liberty flourishes, families thrive, and life is cherished, this report card focuses on seven bills/resolutions (hereafter collectively called bills) in the North Dakota Senate and House of Representatives during the 2019 Legislative Session. All these are included in this report card. A bill is passed by a simple majority in the Senate (24 votes out of 47 senators) and the House (48 votes out of 94 Representatives.) Lawmakers earned percentage grades ranging from 0% to 100%, based on how they voted on the relevant bills coming before their chamber.
