MINUTES OF ANNUAL PARISH COUNCIL MEETING HELD 6 MAY 2009

05/09.01 ELECTION OF CHAIRMAN AND VICE CHAIRMAN

Cllr. House expressed a wish not to stand as Chairman for a third year, due to problems regarding the delegation of planning and business pressures, but agreed to continue for a further two months.

05/09.02 MINUTES OF THE PREVIOUS MEETINGS

The minutes of the meeting held on 1st and 15th April 2009, having been circulated, were taken as read and were duly agreed and signed by the Chairman.

Cllr. Faulkner agreed to continue to take the minutes in the absence of the clerk.

Cllr. Rexworthy will check the bank reconciliation quarterly.

Cllr. Hancock will attend outside meetings were possible and scrutinise reports received from outside bodies if required to do so.

05/09.04 PLANNING MATTERS

31/09/0008 – ERECTION OF A DETACHED ONE AND A HALF STOREY DWELLING ON LAND CLOSE BARN NURSERIES, HENLADE (REVISED DESIGN) – Comment only

Permission was originally granted in 2006.

There was no objection to this application.

OTHER PLANNING – The Midas sign on the A358 has to be removed, as planning consent has been refused. +

05/09.05 CLERK’S REPORT

TRAFFIC CALMING –The clerk has spoken to Mr Richard Needs regarding traffic calming in Cheats Road as part of the ‘Park and Ride’ road improvements.

It is not possible to have a pedestrian crossing on this stretch of road as there is only a pavement on one side of the road, far enough away from a road junction.

Mr Needs will let the clerk have his ideas for this stretch of road in the next couple of weeks, hoping that the matter can be agreed before the Annual Parish Meeting on 28 May 2009.

SERVICE DRESSING PROGRAMME – The following roads in the parish will be surfaced dressed in late May: • Ruishton Lane • Haydon Lane • Stoke Road (Haydon Lane to )

ENVIRONMENTAL MAINTENANCE – Highway verges will be cut to a one swathe width (approximately 1 metre) to provide safe refuge to pedestrians, preserve visibility and assist the flow of surface water along road channels. Visibility sight lines are also cut to meet safety requirements at road junctions and bends. ‘A’ and ‘B’ roads are cut twice a year and ‘C’ and unclassified roads are cut once subject to seasonal growth.

Verge cutting should take place as follows: • 5 – 26 May A and B routes (including visibility splays and junctions) • 27May – 1 June

2 Special sites (Glastonbury Festival site etc.) • 2 June - 27 July C and unclassified roads • 28 July – 17 August A and B routes – second cut (provisional depending on growing conditions) Environmentally protected sites will usually be cut at the end of the growing season.

TEMPORARY ROAD CLOSURE – The B3170 Honiton Road, and will be closed for 7 days starting 14 May to enable road resurfacing and associated works to be carried out.

PROPOSED LICENCE TO SITE BENCH AT CORONATION CLOSE, RUISHTON - We have still only been given verbal permission to erect this bench.

REQUEST FOR PERMISSION TO USE RECREATION FIELD - Permission was granted for TD to use the recreation field on Wednesday 19 August from 9.30am.

TD has been awarded Big Lottery funding to provide a play session in each ward within the Borough. The programme is intended to provide an opportunity for children and young people to try new, more adventurous activities and to learn about natural spaces.

Children will be able to try out environmental crafts and games on a casual basis, play workers from Tone Leisure will show them how to use natural materials to play without leaving any damage.

This will be advertised nearer the time.

Cllr. Bulgin will inspect the play equipment before the event.

TARMAC LIAISON MEETING – To be held on 14 May 2008 at 18.30.

SALC – The next meeting will be held on Thursday 18 June at Village Hall, commencing at 7.30pm

MOPED LOAN SCHEME – Details of this scheme, funded by SCC, TDBC and local colleges, will be placed on the notice board.

TREE PRESERVATION ORDER – The Order regarding an oak tree that spans 38 and 40 Newlands Road and18 Coronation Close has now been confirmed.

STREET LIGHTING – Cllr. Lowe stated that the light outside Ballygreen on the A358 has still not been replaced.

05/09.06 CHAIRMAN’S REPORT

The Chairman explained why the Parish Rate had increased on the rate demands when the Parish Council had not increased their precept for 2009/10 – it being calculated to include the number of dwellings in one occupancy, those empty or occupied by persons exempt from council tax.

05/09.07 APPROVE AGENDA FOR PARISH MEETING

Mr Richard Needs has confirmed that he will be attending the Parish meeting to provide an update of the progress of the Park and Ride development and will also give a presentation on the findings of the archaeological excavations which have taken place prior to the main construction works. 3 Coffee will be provided during the evening – Cllr. Ryan The agenda will consist of: • Minutes of the last meeting • Chairman’ report • Accounts • Any other business Any other reports will be written and handed to those present.

05/09.08 FINANCE

Copies of the accounts for the year ended 31st March 2009, having been audited by the Internal Auditor, have been delivered to councillors with the agendas.

These were duly approved by the meeting and signed by the chairman.

The notes from the Internal Auditor were read to the meeting.

The 2009 Annual Return was completed and signed by the chairman and clerk.

It was agreed that a cheque for £10000 be paid into our Scottish Widows account making a balance held there of £24000, when the precept is received.

The following accounts were submitted and agreed for payment:

Section 137 of the Local Government Act 1972 for parish and town councils in for 2009/10 is increased to £6.15 (This is the power of local authorities to incur expenditure for certain purposes not otherwise authorised)

The insurance for the coming year, in the sum of £1540.49, has been received and will be reviewed by Cllr. Bulgin before payment next month.

05/09.09 CORRESPONDENCE RECEIVED - None

05/09.10 COUNTY AND DISTRICT COUNCILLORS’ REPORTS

Cllr. Clarke had nothing to report but called on people to use their vote in the forthcoming European and County Council elections on 4 June.

Cllr. Clarke is not standing at the election and the Chairman thanked him for what he had done for the parish over the past four years.

THE MEETING CLOSED AT 9.15PM DATE OF THE NEXT MEETING – 3 JUNE 2009 Parishioners question time will continue to be at 7.20 pm prior to the commencement of the Parish Council meeting at 7.30 pm

THE COUNCIL IS AWARE OF THEIR IMPLICATION UNDER SEC.17 OF THE CRIME AND DISORDER ACT 2000 AND HAVE CONSIDERED THE ACT IN THEIR DECISION MAKING.
