DELIVERING THE PROGRAMME FOR GOVERNMENT

A performance framework for the Programme for Government April 2017

Foreword from the Chief Minister

The Programme for Government, unanimously approved by Tynwald in January 2017, sets out the aims of the Government for the next five years, and a high level plan to achieve them. In the debate on the Programme for Government in Tynwald, the most consistent message from Members was that the Government had to be accountable for delivery. It had to demonstrate, in an open and transparent way, how it was performing against the objectives and outcomes that the Council of Ministers had outlined in the document. I hope that this document, ‘Delivering the Programme for Government’, will show how the Government intends to openly measure its performance and to allow Tynwald and the public to hold it accountable for delivery. It should be read alongside the Programme for Government. The strategic objectives, outcomes and policy statements within our Programme for Government will all have some form of measurement attached to them which can be viewed online. We will also publish progress updates on the actions to which we have committed in the Programme for Government. All Departments have been asked to complete a delivery plan which shows how they will contribute to achieving the aims set out in the Programme for Government. This information will all be available online on the Government website gov.im. This performance framework is the most comprehensive attempt yet to transparently report on Government’s progress. It will take some time to be established, and will be subject to further development over time. Despite this, I believe this sends a clear signal that the Council of Ministers is serious about being open, transparent and accountable in the delivery of its Programme for Government.

2 How this document works

The Council of Ministers’ Programme for Government has four main components.

Strategic These are the overall aims for the Government which give a broad indication of the Objectives main priorities for the Council of Ministers.

There are 20 outcomes, each of which describe the future vision for the in more detail. Using an outcomes framework in this way means that different parts of Outcomes Government can identify how they will contribute to achieving the future vision and, importantly, how they will work together to achieve it.

Policy The policy statements give more detail on the areas where Government will focus in Statements order to achieve its outcomes.

There are a number of actions identified in the Programme for Government which Actions Government wants to achieve over the next five years as a matter of priority. Each action will have a political sponsor and an estimated timescale for completion.

Measuring performance

In order to transparently measure whether Government is achieving what it set out to do, a comprehensive perfor- mance framework has been put in place. All of this information will be available online at gov.im.

The high level objectives are measured by high level indicators. There Strategic Macro are six Macro Indicators linked to the three strategic objectives. Objectives Indicator These will be measured on a trending basis – either increasing or decreasing to show a direction of progress.

Progress towards the outcomes will be measured by a set of National National Indicators which will show, on a trending basis, whether Government Outcomes Indicator is making progress towards the outcomes set out in the Programme for Government.

The Policy Statements will be measured by Key Performance Indicators (KPI’s), owned by Departments with specific operational Key targets attached to them. This will focus the Departments on Policy Performance delivering against the Policy Statements and working to achieve the Statements Indicator overall outcomes stated in the Programme. The Key Performance Indicators are not contained within this document, but are available online and in the departmental delivery plans.

3 MEASURING PROGRESS AGAINST OUR STRATEGIC OBJECTIVES: THE MACRO INDICATORS

It’s important for the Council of Ministers to know whether it is achieving its overall objectives. One of the ways to do that is to have a high level set of indicators which are able to demonstrate progress – or otherwise – to the objectives set out in the Programme for Government. There are two measures for each strategic objective and they should show a trend— that is, either increasing or decreasing over time— in each case. We will measure these Macro Indicators on an annual basis.

We want to make sure everyone has the opportunity to benefit from our economic success, so we need to equip our young people with the skills they need for the jobs of the future. It is Government’s job to create the climate in which enterprise can flourish, reducing bureaucracy, supporting small businesses to grow and encouraging established sectors to adapt and remain competitive.

Why achieving this outcome is important We are dependent on safe, secure and reliable transport to allow us to travel on and off Island for business and social purposes. We also rely on freight services to bring us the goods and supplies we need on a daily basis. Despite our physical size, we need safe, reliable and effective transport on-Island too. It’s also important that we recognise the increasing numbers of people who want to walk or cycle to get around and make it safer and easier for them to do so.

How we will know we are achieving this outcome

Why achieving this outcome is important The choices we make about our infrastructure allow us to shape the type of economy and community we want for the future. Each year Government spends over £50m investing in our infrastructure and assets. Our investment in infrastructure also helps to drive economic growth and this should form part of the decision making process when considering new projects. Because there is less money to spend on new projects, it’s important that we sup- port and maintain the assets we already have, ensuring they continue to serve us for the future. We also need to ensure that our utilities do not act as a barrier to business growth because of prohibitive costs.

We are still dependent on reserves and the cost of the public sector pension needs to be reduced. We have set out clear targets for cost and efficiency savings by the end of the administration which will help to rebalance the budget.

We must ensure those services are provided in the most effective and efficient way possible, reducing waste and improving the value for money for taxpayers. Technology can help to transform services, giving front line professionals quicker access to the right information at the right time. But, if we want to make a real difference to people’s lives with the services we provide, then Departments must work together better to join up services and focus more on the needs of the people we serve. Local authorities have their role to play too in providing services closer to the communities that they know best.

We will also consider the scope and number of the existing regulatory functions and consider whether some areas could be brought together to provide a more efficient service.

We have negotiated and signed more than sixty model tax information sharing agreements under entrustment from the UK, and participated in various regulatory and advisory bodies. We have created a strong reputation for transparency and openness, and a willingness to lead in international compliance and regulation. We have been working to raise our profile and build relationships in the European Union which will become vital as the UK’s plans for Brexit become clearer.

Keeping our Island special is what sets us apart and helps us to remain economically competitive. We need to maintain our unique properties while making the Isle of Man an attractive place to live so that we can attract the people with the right skills to satisfy the demands of our businesses here.

Unfortunately it is getting harder for young people to get on the property ladder, and for many in private rented accommodation, increased demand means rising rents and lower quality accommodation. We want to encourage more people to live independently, particularly older people, but we do not yet have enough houses which are able to support people to do this. We also know that public sector housing needs to be financially sustainable, as well as ensure that people can access it when they need it and that there is a level playing field for everyone.
