Presenters INTRODUCTION You are now holding inyour hand a virtually unmolested print version of the presentationsmade at the "Motivation and the Right to Read" conference. The phrase "virtually unmolested print version"means every effort has been made to preserve exactly whatwas said, like it was said and to convey it as such. The presentations were just that dynamic. No attempt was made to edit the materialexcept for the necessary hassle with paragraphing and punctuation.Only in rare oases were unintelligible sounds impossibleto transcribe, and such instances can usually be chargedagainst the techno- logy. Translating audiovisual presentationsfrom the nonprint media into a print medium is equally unfairto both; therefore, such audiovisual experiencesare not included. Likewise, discussion periods are not includeddue to the fact that repeated presentations create differentdiscussion, and the lack of a roving audience microphonemakes E'Ich questions and comments nearly impossible to deal with. Tnis workshop is a joint effort oftwo state departments. We have pooled personnel and federal fundsso that we can reach a common goal. It exemplified better,I think, than any of the high-flown phrases we might haveabout the spirit of cooperation that we have here in Indianaand the fact that we are willingto work together to see thateveryone can enjoy the benefits of good library service. I would like to read toyou from an editorial from a high school student that says what hethinks a library is. I think if we can keep this in mindas we go throughout this conference these next three days. andthink that we are trying to bringthis kind of realization toeveryone, it will give us a sense of direction. He calls his editorial "An Equalizer"and I quote: "There is a place filled withadventure, romance and thought not far from whereveryou might be. It is your library. It is yours to use,yours to enjoy and yours froth whichto profit. The day you find this hidden treasure you'llopen a new door of your life. You will find somethingthere for eery need; comedy for a blue day, adventurefor a dull day and variety for any other day. It is actually not possible to place a value on a library. Can you measure the value of a good.hearty laugh aftera long tiring day? Would you wish to try to place a priceon the Bible, a book that has affectedso many people? A library is all this and much more; allin one. Each may fulfill his needs as he desires. And think of this. The poor man's-borrowed library isas large as a rich man's private one. Thank you, Lord, fora least one equili- zert May we learn to use it." Alia I would like to quote anothergreat librarian, Archibald MacLeish, who hasbeen the Director of the Libraryof Congress. This is quoted froman article of his, "The premise of Meaning" "No, it is not the libraryI think that has become ridiculous by standing there againstthe dark with its books in orderon its shelf. The library, almost alone of the great monumentsof civilization, stands taller than it ever didbefore. The city decays; the nation looses itsgrandeur; the unversity is no longer certain; but the library remains." We welcome you most heartilyand hope you will gaina great deal from the workshop inthese next three days. WILLIAM B. STI -- "INDIANA AND TILE RInHT TO READ" I want to first of all bring greetings fromSuperintendent John Loughlin who could not be here and askedme to be here instead. I bring you his best wishes and greetingsand hope you have a success- ful conference. I have always stood in considerableawe of librarians. I think, as a small child, I used to walk into libraries andsee librarians and conclude that the librarians had readall the books in the library. I have kind of grown up with that feeling. My mother is still a librarian. She's a public librarian down in the southernpart of the state--has been one off andon for the past 60 years. She can still read a book like War and Peace ina couple of evenings. I have a great deal of respect for librarians. I want to focus in on some problems associatedwith the Right to Read effort. There isn't time for me togo into any great detail; rather, I would like to focus inon just a few points. I'd like to talk just briefly aboutthe "reading problem". T.7, a sense the very assertion of the existence of readingproblem assume:; that there exists a significant andmeasurable deficit between the present reading ability in the United Statesand the literacy needs of the people. In fact, the statement of the problem impliesthe existence of a standard. In recent years we've been provided with frequent reminders thatour society hAs a reading problem. And I guess that its just accepted asa fact that a reading problem exists. Really, what is the desirable level of readingcompetence gen- erally required by members inour society?And further, and more fundamentally, what level of readingcompetency is necessary just to function and survive ina society as fraught with complexitiesas ours seems to be? I would submit that neither of these questions have been answered today. Although reading and reading achievementhave been the subject of considerablemeasurement effort over the years, the data yielded by these efforts simply donot provide answers to absolute levels of reading competenceneeded by citizens.
