2020 SOCCSKSARGEN REGIONAL ATHLETIC ASSOCIATION (SRAA) MEET

TO: Schools Division Superintendents Asst. Schools Division Superintendents Region and SDO Sports Coordinators All Other Personnel Concerned

1. As part of the year-round sports program of the region, this office will conduct the 2020 SOCCSKSARGEN Regional Athletic Association (SRAA) Meet on February 19-24, 2020 at Pedro Acharon Sports Complex, Calumpang, City to be hosted by the Division of General Santos City and the City Government of General Santos City.

2. The regional friendship game aims to:

a. promote Physical Education (PE) and school sports as an integral part of basic education; b. develop student-athletes to become responsible and globally competitive citizens of the country; c. inculcate in their minds the spirit of discipline, teamwork, excellence, fair play, solidarity, sportsmanship, and other values inherent in sports; d. widen the bases for talent identification, selection, recruitment, training and exposure of elementary pupils and secondary students to serve as athletes’ roster to the national sports competitions; e. provide a database which will serve as basis to further improve the School Sports Development Programs

4. All designated officiating officials must have attended the Refresher Course previously conducted for the purpose. They are likewise expected to attend the SRAA opening and closing programs. Those who would fail to attend the opening program of the Refresher Training (February 16, 2020 @ 8:00 AM) will be replaced by the SRAA Directorate following the criteria set forth in the selection of officiating officials.

5. All sports events played in the 2019 with its related general and technical guidelines shall remain in effect unless otherwise amended, modified, or revised.

6. Pursuant to the provision of Republic Act (RA) No. 10588, otherwise known as Palarong Pambansa Act of 2013, the following guidelines are hereby adopted: a) Billiard (Boys Elem.), Archery (Boys & Girls Elem.), Dance Sports, Pencak Silat and Larong Pinoy shall be included in the 2020 SRAA Meet as demonstration sports.

7. To ensure the safety of athletes, coaches, chaperons and officials, all members of the Regional Medical Team are hereby advised to report to Pedro Acharon Sports Complex in the morning of February 16, 2020 for the refresher’s training of the technical officials. Kindly see attached list for the assignment of Health Personnel in all sports events.

8. The following Special Awards shall be included in the 2020 SRAA Meet; 1) Best in Uniform; 2) Best in Records Management; 3) Best Host School; 4) Most Disciplined Delegation; 5) Most Eco-Friendly Delegation (adherence to Zero Plastic Policy & Greening Program); and 6) Most Friendly Delegation. Top three winners for each category shall be awarded a trophy and a certificate of recognition.

10. Expenses for meal allowance, transportation and other incidental expenses by the officiating officials, tournament managers, working committees, SRAA technical staff and regional staff relative to and during the conduct of 2020 SRAA Meet shall be charged to local funds (LGU/PTA) and MOOE subject to the usual accounting and auditing rules and regulations.

11. Since the schedule of 2020 SRAA Meet falls on school days, concerned schools are enjoined to adopt measures to ensure that NO classes of involved teachers are left unattended. Schools are encouraged to follow schemes such as distribution of learners to different sections in the meantime that the teacher/s is/are out for the training, assigning other teachers or the /mcdjr

school head to handle classes, or other strategies most applicable and beneficial to the learners. SDO should closely monitor the implementation of these measures and provide the necessary technical assistance to schools to make sure that classes are not disrupted.

12. The participants and the tournament officials shall be entitled to Compensatory Time-off (CTO) in accordance with CSC and DBM Joint Circular No. 2, s. 2004 on Non-Monetary Remuneration for Overtime Service Rendered.

13. Immediate and wide dissemination of this Memorandum is desired.

General Guidelines

1. The Schools Division Office (SDO) shall have one official delegation bearing the division color and moniker. 2. Only athletes, coaches and chaperons who passed the screening and accreditation conducted by the Regional Screening and Accreditation Committee (RSAC) can participate in the 2020 SRAA Meet. 3. All sports events played in the 2019 Palarong Pambansa with its related general and technical guidelines shall remain in effect unless otherwise amended, modified, or revised. However, for the selection of athletes, coaches, and chaperons for 2020 Palarong Pambansa, the 2020 SRAA Meet Technical Guidelines shall be used. 4. Aero-Gymnastics shall be included as regular sports in the 2020 SRAA Meet. 5. Billiard (Boys Elem.), Archery (Boys & Girls Elem.), Dance Sports, Pencak Silat and Larong Pinoy shall be included in the 2020 SRAA Meet as demonstration sports. 6. For athletics, swimming and the like, the “Best of Time” policy shall be observed. The record to beat is the 4th Place Finish in the 2019 Palarong Pambansa, hence, the selection committee shall set parameters to complete the team of athletes who will participate in the relays. 7. All ball games will be played by bracket applying the rules of seeding. 8. The recommended athletes, coaches, and chaperons for 2020 Palarong Pambansa shall pass the scrutiny and validation of the Regional Selection Committee. Replacement of athlete, coach, and chaperon shall follow the “Law of Succession”. However, in the case of the coach, he/she must have qualified athlete/s selected for the 2020 Palarong Pambansa. 9. The Olympic Medal system shall be applied to determine the overall champion and ranking; hence, ranking shall be based on the total number of gold, silver and bronze medals to be contested in the regular sports events. 10. Medals awarded in the demonstration sports and Paralympic games shall not be included in the medal count earned by the SDO delegation in the overall ranking. 11. Only the official coach of the team can file a complaint/protest and shall be approved by the head of the delegation. 12. The following Special Awards shall be included in the 2020 SRAA meet: Best in Uniform Best in Records Management Best Host School Most Disciplined Delegation Most Eco-Friendly Delegation (adherence to Zero Plastic Policy & Greening Program) Most Friendly Delegation  Top three winners for each category shall be awarded a trophy and a certificate of recognition.
