Disposition 22838-D01-2017 ATCO Electric and Village of Myrnam July 31, 2017 Disposition 22838-D01-2017 ATCO Electric Ltd. 10035 105 Street Edmonton, Alta. T5J 2V6 Attention: Ms. Wanda Landshoff Franchise Services ATCO Electric Ltd. and the Village of Myrnam Franchise Agreement and Rate Rider A Proceeding 22838 1. On July 28, 2017, ATCO Electric Ltd. applied to the Alberta Utilities Commission for approval of an electric franchise agreement with the Village of Myrnam. The application was filed according to Rule 029,1 and included a copy of the franchise agreement, Rate Rider A schedule and the electric franchise application form. 2. Notice of the proposed franchise agreement was advertised on July 12, 2017, in the Vermilion Standard newspaper. No objections or concerns related to the proposed franchise agreement were received. 3. The proposed franchise agreement, attached as Appendix 1, is based on the standard electric franchise agreement template approved in Decision 2012-255,2 has a term of 20 years or less, and will be effective August 15, 2017. The Village of Myrnam has commenced reading of Bylaw No. 2017-03 approving the franchise agreement. 4. The proposed franchise fee of two per cent, as shown on the municipal franchise fee rider schedule, attached as Appendix 2, maintains the current franchise fee.The proposed franchise fee will remain as a $1.98 charge in the average monthly charge for an average residential customer. 5. The AUC considers that the right granted to ATCO Electric by Myrnam to construct, operate and maintain the natural gas distribution system is necessary and proper for the public convenience and properly serves the public interest. 6. Pursuant to Section 45 of the Municipal Government Act and Section 139 of the Electric Utilities Act, the AUC approves the franchise agreement as filed. 1 Rule 029: Applications for Municipal Franchise Agreements and Associated Franchise Fee Rate Riders. 2 Decision 2012-255: Town of Hinton, New Franchise Agreement Template and Franchise Agreement with FortisAlberta Inc., Proceeding 1946, Application 1608547-1, September 28, 2012. Given the approval of the franchise agreement, and in accordance with Section 125 of the Electric Utilities Act, the AUC approves ATCO Electric’s Rate Rider A of two per cent effective June 1, 2017, for customers in the Village of Myrnam. 8. Prior to any change in the level of the franchise fee pursuant to the franchise agreement, customers shall be notified as outlined in Section 5 of Rule 029.     RED DEER COUNTY NEWS OFFICIAL NEWS FROM RED DEER COUNTY CENTRE JULY 2015 CONSERVATION IN AcTION COUNTY HELPS LANDOWNERS CONSERVE 70 ACRES By Ken Lewis, Conservation Coordinator On June 24, 2015, Red Deer County viewed three new conservation projects: a riparian management fence, a watering system to help conserve wetlands, and a watering system to help conserve a creek. For local landowners like Audrey Daines, wetlands have always been an important feature in providing clean water and a healthy landscape. By fencing off their wetland, it will remain a vital place for local wildlife and ground water. Henrik and Jeralyn Rasmussen rent the pasture where they installed their portable watering system. They made sure to purchase enough waterline and wiring, so that they can move the system around to WHAT’S INSIDE: multiple paddocks and water sources as part of their grazing rotation. The creek that Conservation Partners is helping conserve with an off-site watering system is part of the Transit Use on the Rise...........Pg. 2 Waskasoo Creek watershed, which flows right through the City of Red Deer before joining the Red Deer River. So, the connections between these pastures and the perceptions that the general public has about Air Quality Response Plan ....Pg. 8 agriculture in Red Deer County are very direct.
