Allah has given this opportunity to you and I and God-willing this opportunity will be there in the future also.)1 Military flies journalists to North Waziristan On January 27, Pakistan Army flew a select group of local and foreign journalists on a guided tour to North Waziristan where they were given a presentation on the peace and development situation of the area. “The results [of the operation] are in front of you… The military campaign has eliminated all those [terrorist] sanctuaries,” DG ISPR, Maj. The locals felt the situation had improved. However there were complaints of due compensation not being provided despite promises by the government. The locals of the area also complained about the absence of mobile phone network, which according to the military, would be functional soon. 2 217th Corps Commander's Conference The 217th Corps Commanders' Conference was held at GHQ on January 8, 2019, presided by COAS Gen Qamar Bajwa. The forum reviewed geo-strategic 217th Corps Commanders Conference presided by COAS on January 8 environment and security situation of the country. Progress of ongoing operations, fencing along Pak-Afghan border, situation along Eastern Border, including Indian ceasefire violations, and Afghan reconciliation process, were also discussed. 3 Army Public Relations and Development Activities Following activities were held during January, as reported by the ISPR: 1. Third National Security Workshop Balochistan commenced at Quetta on January 2, 2019. Pakistan Army organized the workshop in collaboration with Government of Balochistan. The workshop was Participants of the Third National Security Workshop with the COAS at designed to create an understanding about critical national security the GHQ issues. A Total of 102 participants including Members of National and Balochistan Provincial Assemblies, Tribal elders/notables, media representatives and bureaucrats attended the workshop. The final match of first Rashid Jan Shaheed Badeni Football Championship was played at Naushki, Balochistan on January 6, 2019. The tournament was organised by FC Balochistan. A total of 86 teams participated in 4 weeks long tournament.6 3. Pakistan Army established a free medical camp at Tharparkar on January 7, 2019 for three days. Army doctors and paramedics provided Army Medical Camp in Tharparkar essential medical treatment to over 1700 patients during the medical camp. The team of doctors included physicians, ENT specialists, dental surgeons and gynecologists.7 4. A delegation of business community met COAS General Qamar Javed Bajwa at Karachi. The COAS asked the community to capitalise on the environment and assist in economic stability of the country. A delegation of Students and Faculty from University of Baltistan, Skardu, visited ISPR on January 11, 2019. The group interacted with DG ISPR and acknowledged efforts of Pakistan Armed Forces for bringing peace and stability in the country. They also thanked for special efforts and assistance by Pakistan Army towards socio-economic development of GB.9 6. Pakistan Army started airlifting leading gynaecologists and their allied staff from Muzaffarabad to the snowbound Leepa valley on rotation responding to an urgent need of the civilian population. Leepa valley is located about 100 Kilometres southwest of Muzaffarabad, overlooked Delegation of Students and Faculty from University of Baltistan, Skardu by the Indian Army check posts across the Line of Control. The relationship between both Pakistan and India becomes more complicated; therefore, this research study is designed to find out the role of ISPR towards handling of national media in the prevalent security environment with a view to recommend measures to integrate both for larger national security interests. Therefore, according to the need of recent research study, researcher adopted the explorative research design and the population comprised of all the media production by ISPR and sample was collected by using purposive sampling technique. Moreover, ISPR is in principle, an authoritative military media and the study explore the role of ISPR being media and public relations wing of the Pakistan armed forces and the main source of information in point of view of hybrid warfare and in spreading awareness regarding hybrid warfare are the findings gathered from content analysis of the media campaigned. The findings revealed that the purpose behind the creation of such content was to paid homage to the brave soldiers of armed forces of the land of Pakistan and also falsified the propaganda impose by foreign media to spread rumors against Pakistan.

    Inter-Services Public Relations (ISPR) Assessment of the Pakistan Military’s Discreet Propaganda Factory Post-1990 Divya Malhotra* The ISPR was founded in 1949 as the public relations wing of the Pakistan Armed Forces. However, its role, responsibilities and activities have expanded notably over the last three decades. This article evaluates the role of the ISPR in cyber propaganda via print and electronic media after 1990s. It also sheds light on the ISPR’s youth-internship scheme and its plausible role in digital espionage. INTRODUCTION The ISPR was established in 1949 as the mouthpiece of the Pakistan Armed Forces to disseminate military-related news and information to the public. As per the mandate, ISPR was required to act as a bridge between military and civil society and prior to the 1990s, its responsibilities were limited.1 However, the information technology (IT) revolution of the 1990s is believed to have expanded ISPR’s role much beyond the original mandate. There is little documentation of ISPR’s activism over the last three decades, that is, from 1990 to 2020. Thus, the subject lacks in- depth research mainly due to dearth of information in the open domain, and the current understanding of its operations is limited. Civil-Military Relations in Pakistan: A Case Study of Pakistan Tehrik-e-Insaf from General Elections (2018) to Senate Election (2021) Abstract Civil-military relations in a democratic state should be conducted smoothly within the framework of civilian supremacy. There is plethora of writing on the civil-military relations in Pakistan blaming the military for all the wrong doings and evils in the state. It holds the military responsible for civil regime change in the country while ignoring all political instability created by politicians. Little literature is available on the current period starting from 2018 onwards presenting a contrary picture of civil- military relationship; therefore this study attempts to assess the dynamics of current civil-military relationship in Pakistan. Uneasy and tense civil-military relations in past derailed the democracy in the country many times but the state was also unable to attain the fruits of its independence. Though during the era of Asif Ali Zardari and Nawaz Sharif, democracy found opportunities to flourish and for the first time in the history of the state two democratically elected governments completed their consecutive tenure and the third elected government came into power peacefully. During this era Pakistan was able to cope with the grave internal and external security challenges because civil and military leadership mostly remained on the same page. Due to better understanding of the both elite; Pakistan won the war on terror. A new chapter of civil-military relations started with a great pace in 2018 when Pakistan Tehrik-e Insaf came into power.
