1 INTRODUCTION
Background
1.1 Transport Planning Associates (TPA) has been commissioned by Ptarmigan Land to provide transport planning advice in respect of development proposals for land north and east of Ware in Hertfordshire.
1.2 This Technical Note responds to the request for information from Hertfordshire County Council relating to the following elements:
A location plan; Details of proposed access strategy; Confirmation of scale of development; Trip generation rates; Trip distribution; and Off-site mitigation proposals.
1.3 This Technical Note responds to this request, outlining the current situation in respect of each element.

2 DEVELOPMENT SCHEDULE
2.1 The development proposal is currently at the early feasibility design stage with various disciplines providing advice to inform the development of a Masterplan. Distinct land-uses, scale and location cannot at the time of writing be defined to a clear degree of accuracy.
2.2 Notwithstanding this, the development proposal will be mostly residential with other land uses largely ancillary to this. Land uses to complement the residential elements of the proposals are also currently being considered.
2.3 At the time of writing the following development schedule has been put forward as the current preferred strategy and as such has been used to inform the details presented in this Technical Note:
Up to 3,000 dwellings comprising a mix of housing of various sizes and apartments; 40 percent of the proposed dwellings currently proposed as affordable; Two, three-form entry primary schools; Secondary school covering 8.43 hectares Mixed-use district centre covering 5.16 hectares B1 Offices covering 2.81 hectares
2.4 The development will be complemented through additional ancillary development including parks and gardens, sports pitches, play areas and allotments.

3 SITE LOCATION AND POTENTIAL ACCESS
Site location
3.1 The existing site is primarily formed of farmland incorporating Mole’s farm and Home Farm
3.2 The site is located to the north of the town of Ware in Hertfordshire. To the south the site is bound by High Oak Road, Fanhams Hall Road and various residential dwellings on the outskirts of Ware sweeping round to the B1004. To the West and North of the site Wodson Park sports facilities and the A10 can be founding binding the land. While to the East the site is bound by a combination of third party land and the B1004.
3.3 The location of the site is presented in the figure contained in Appendix A. Land bounded red and green is the land under consideration.
Potential access
3.4 Three areas where vehicular access could be achieved have been identified; from the A10 / A1170 southern roundabout, from Widbury Hill and from Fanhams Hall Road.
3.5 It is anticipated that the primary site access will be from the A10 southern roundabout. This assumption is generally informed by the location of the development site and the travel patterns of existing Ware residents that highlights a high proportion of journeys being undertaken on the A10.
3.6 An initial feasibility design for the access is set out in TPA drawing number 1404-61 SK01 contained in Appendix B.
3.7 A secondary site access is anticipated from Widbury Hill. This access could be facilitated through the creation of a new compact roundabout on the B1004 Widbury Hill as illustrated in TPA drawing number 1404-61 SK03 contained in Appendix C.
3.8 Where the development site sits either side of Fanhams Hall Road, it is entirely appropriate to assume that access will be likely to and from this route. The nature of the road and destinations it leads to will help minimise the quantum of traffic using this route. Furthermore, Fanhams Hall Road is likely to be a key pedestrian and cycle link for local journeys to and from destinations within Ware, specifically the town centre.
3.9 Off-site improvements to address specific capacity implications will be subject to detailed modelling and as such cannot be defined. It is anticipated that improvements the A10 northern roundabout will be required. Improving junctions within the centre of Ware is considered unlikely where the predominate movement of development traffic, specifically during peak periods is likely to avoid this area. Furthermore, the limited availability of land and nature of

the central areas in ware suggests that significant highway schemes are unlikely to be deliverable and also undesirable due to their effect on the character of the network.
3.10 Improvements to key pedestrian and cycle links are likely to be required to ensure safe, convenient and attractive routes to key local destinations.
3.11 It is also envisaged that a new or diverted bus service will be required for trips associated with the development proposal.
Phasing
3.12 Where the principle points of vehicular access is likely to be taken from the A10 slip / A1170 southern roundabout and from Widbury Hill, development around these locations clearly present opportunity to form the initial phases of the development. The location of this access point affords direct access to the A10 ensuring that impact on the wider local highway network within Ware is kept to a minimum.
3.13 The secondary access from Widbury Hill may also facilitate early development phases, the scale of which should be determined through traffic modelling. When complete the principle and secondary access points can be linked through the development offering two route choices.
3.14 A full assessment of the local highway network may suggest that a smaller phase of development can be accessed from Fanhams Hall Road prior to the completion of routes through the wider development site to the A10 / A1170 southern roundabout and Widbury Hill vehicular access points.

4 FORECAST VEHICULAR TRIPS
4.1 This section of the Technical Note considers the vehicular trip attraction, generation and distribution related to the development proposal. Each proposed land use is considered along with the internalisation of trips relating linked land uses, most specifically in relation to the relationship between residential trip generation and the trip attraction of educational and district centre facilities.
Vehicular trip rates
4.2 Vehicular trip rates have been derived by utilising the Trip Rate Information and Computer System (TRICS) (version 7.1.1) database.
4.3 For the residential element of the proposal, consideration of private housing, affordable housing and apartments (flats) has been made. The database does not contain recent or significant numbers of surveys relating to large-scale residential development. As such, an initial approach has been used that will first define the vehicular trips rates associated with smaller scale residential developments, and then undertake an assessment of internalisation against other land uses.
4.4 An assumption that 40 percent of dwellings will be affordable has been made. It is also assumed that 150 apartments (flats) will be provided and this has been deducted from the affordable proportion of the residential development.
4.5 For the purposes of this analysis 1,800 private houses has been assumed, 1,050 affordable and 150 apartments (flats).
4.6 The residential TRICS output reports are contained in Appendix D.
4.7 Primary and secondary school vehicular trips rates have been derived with consideration of likely pupil numbers associated with each.
4.8 It has been assumed that each three-form entry primary school will have class sizes of 30 across seven years, resulting in each school accommodating 630 pupils.
4.9 The secondary school assumes class sizes of thirty with 6 classes in each of the 5 secondary school years, resulting in 1,200 total pupils.
4.10 TRICS outputs reports relating to educational uses are presented in Appendix E.
4.11 The mixed use district centre has yet to be defined. However, as a starting point, a Gross floor Area (GFA) of 1,500sq.m. has been assumed, with trips relating to local shops.

4.12 TRICS output reports relating to the mixed use district centre (local shops) are contained in Appendix F.
4.13 An assumed GFA of 10,000sq.m. has been used to derive trip rates relating to proposed offices.
4.14 TRICS output reports relating to the office element of the development proposal are presented as Appendix G.
4.15 Peak period vehicular trips rate derived from TRICS for each land use are presented in Table 4.1.

Forecast vehicular trips
4.16 The derived peak hour vehicular trip rates for each land use has been applied to the assumed development schedule to provide an initial forecast of the trip generation and attraction relating to each. The results are presented in Table 4.2.

4.17 The trips presented in Table 4.2 represent a forecast for each land use as a stand-alone development. Land uses such as the district centre, primary and secondary schools will be provided to meet the needs of future residents. As such, it is appropriate to consider the internalisation of such trips within the development site.
4.18 A key principle to this assessment is the relationship between residential trip generation, which will include trips for shopping and educational purposes, and traffic attractors such as the schools and district centres. It is reasonable to suggest that much of the traffic attraction to the district centre and schools will originate from within the site. Such land uses will

therefore be destinations for residential trip generation, reducing the quantum of trips that are external to the development site.
4.19 The following assumptions have been made for the proportion of vehicular trips remaining internal to the development site:
Primary schools - 90% Secondary school - 75% District centre - 100% Office - 0%
4.20 Internal trips are presented in Table 4.3.

4.21 Whilst the detail presented in Table 4.3 suggests the quantum of traffic attraction originating from within the development site, it may not be appropriate to directly discount all this traffic from the residential trip generation. Such trips are often linked to other trip purposes such as commuting and may therefore represent an external trip. As such a broad assumption that 75 percent of this traffic will remain entirely within the site has been made.
4.22 The total effect on residential trip generation is presented in Table 4.4.

4.23 The total trips presented in Table 4.4 have been deducted from the forecast residential vehicular trip generation. The internal trips presented in Table 4.3 have been deducted from the traffic attraction associated with each land use.
4.24 A preliminary forecast for external trips generated by or attracted to the development site is presented in Table 4.5.

4.25 The preliminary forecast for external vehicular trips will react as the development proposal is progressed. The development schedule is likely to change and become more refined and the transport strategy may also impact the forecast trips. Trip rates and the assumptions made in respect of internalisation and the relationship between traffic generation and attraction also require further analysis and agreement with Hertfordshire County Council.
Vehicular trip distribution
4.26 In order to provide an initial indication of the likely vehicular trip distribution, Journey to work data from the 2001 Census has been used. Data for the 2011 Census is not yet available but will be referred to in due course. The Ware Trinity Ward was used as a useful proxy for the development site.
4.27 Resident population from the ward was selected and destinations for journeys to work defined. The analysis was based on Car Drivers and indicated the following key destinations:
East Hertfordshire - 55% Broxbourne - 9.9% Welwyn Hatfield - 7.2% Enfield - 5.0% Harlow - 4.7 % Stevenage - 3.4%
4.28 It is clear that a high proportion of existing Ware residents work within the local authority. Further consideration of this indicates that 12% remain within the Ware Trinity Ward. Other key destinations within the local authority include Hertford and Bishop’s Stortford.
4.29 Likely routes from the development site to each destination have been selected and suggest the following distribution of external vehicular traffic:
A602 north 4.32% A414 west 24.49% A10 South 27.74% A10 North 6.02% A414 east 4.95% Fanhams Hall 0.64% Ware 29.09% London Road 2.05% Widbury Hill east 0.71%

5 SUMMARY
5.1 This Technical Note has set out the initial schedule being considered for the development proposal at the time of writing.
5.2 Feasibility designs for access proposals has been presented. Whilst off-site improvements cannot be defined at this stage, these will be considered as the Masterplan is developed and transport strategy refined.
5.3 The assessment relating to trip generation, attraction and distribution requires further analysis as the scheme is developed and additional information regarding travel patterns becomes available. Assumptions made in respect of internalisation will also require further analysis to ensure they are robust.
5.4 Consideration of person trips relating to the development proposal will also be required in due course but should only realistically be determined alongside the development of a transport strategy.
5.5 The initial distribution assessment indicates that a high proportion of trips are likely to direct towards the A10, avowing the centre of Ware. Trips that are forecast to remain within Ware will be targeted through an appropriate transport strategy.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals (whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip rates are then rounded to 3 decimal places.
