    2020-02-11 Planning and Development Department, Leeds and the Thousand Islands, Nicole Shorts / Marnie Venditti, I received you letter dated February 03, 2020 on Wednesday February 05, 2020 and responded to both of you via email that date, including seven page document regarding this lot and "Legal Non-Conforming Right, Grandfathering" deeded accordingly associating both lots being considered as one back in 1950. I asked if I could meet on the next day Thursday of Friday, which ever was most available. To date I have had no response. Attached is seven page documents considering the lots be associated as one for the examples identified. Regards. r "Rem" Burns Rural Residential Lot, #236 Background Information: This irregular shaped lot on the north side of the River Road and the lot on the south side of the River Road, in the Hamlet of Ivy Lea were both part of the one hundred acre operational farm owned and operated by my parents, J. Elmer and Vera Burns. This farm property started at the St. Lawrence River and ran north, across the River Road in Ivy Lea, beyond the now known Thousand Islands Parkway and ending at the Reynolds Road. The operational farm property included a farmhouse /summer kitchen, and numerous farm buildings, woodshed, machinery drive shed, barn, chicken coop, piggery and icehouse / storage building and granary. Livestock included beef and dairy cattle, horses, pigs, chickens and geese. At that point, in time, seventy years ago all this property was zoned Agricultural, as it was a working farm.. My father decided to sell the majority of the farm property in the early 1950's to Thomas and Ruby Cirtwell who owned a farm on Hill Island.

I will explain the legal authority for the current speed zones and the signage requirements to enable enforcement of these zones. I will provide my professional observations and assessments of the current speeds and zones, and recommend changes that would improve the zones; make them more effective, increase consistency, increase public awareness, re-enable enforcement and ultimately gain compliance. These recommendations will also prevent overlap with other current legislation, which would reduce the number of zones and therefore the amount of signage required. There are eleven nautical speed zones on the St Lawrence River within the Township of Leeds and the Thousand Islands. The original intention in the creation of most of these zones and similar ones throughout the country was to restrict a vessel’s speed with the goal of reducing the wash created by the movement of a vessel through the water. Ghost of Barriefield In a meadow near St. Mark’s Church in Barriefield , an old community near Fort Henry, stood a beautiful tree called Marks’ Tree (named for a landowner Lat: 44.243200 coincidently named Marks). Hundreds of local people including the minister Long: -76.462800 saw a ‘tree-dwelling spirit’ in Marks’ Tree. It was said to be a sometimes funny, sometimes malicious ghost that threatened anyone who came near Notes: the tree. It was apparently guarding the tree or property until its namesake, Colonel Marks returned. One night the spirit went from the tree to the church belfry, ringing the bell, and back to the tree several times. The people thought it might be someone tricking them so they kept watch all night. There was no one but the bell rang. When Colonel Marks returned, the ghost vanished - never to return.
