Journal of African Military History 2 (2018) 87–118 brill.com/jamh “What Are They Observing?” The Accomplishments and Missed Opportunities of Observer Missions in the Nigerian Civil War Douglas Anthony* Franklin & Marshall College, Lancaster PA [email protected] Abstract Three separate observer missions operated in Nigeria during the country’s 1967–1970 war against Biafran secession, charged with investigating allegations that Nigeria was engaged in genocide against Biafrans. Operating alongside UN and OAU missions, the four-country international observer group was best positioned to respond authorita- tively to those allegations, but problems with the composition of the group and its failure to extend the geographical scope of its operations beyond Nigerian-held terri- tory rendered its findings of limited value. This paper argues that the observer missions offer useful windows on several aspects of the war and almost certainly delivered some benefits to Biafrans, but also effectively abdicated their responsibility to Biafrans and the international community by allowing procedural politics to come before commit- ment to the spirit of the Genocide Convention. Igbo man’s Belief in Prayer for the Betterment of Life Ikechukwu Okodo African & Asian Studies Nnamdi Azikiwe University, Awka Abstract The Igbo man believes in Chukwu strongly. The Igbo man expects all he needs for the betterment of his life from Chukwu. He worships Chukwu traditionally. His religion, the African Traditional Religion, was existing before the white man came to the Igbo land of Nigeria with his Christianity. The Igbo man believes that he achieves a lot by praying to Chukwu. It is by prayer that he asks for the good things of life. He believes that prayer has enough efficacy to elicit mercy from Chukwu. This paper shows that the Igbo man, to a large extent, believes that his prayer contributes in making life better for him. It also makes it clear that he says different kinds of prayer that are spontaneous or planned, private or public. Introduction Since the Igbo man believes in Chukwu (God), he cannot help worshipping him because he has to relate with the great Being that made him. He has to sanctify himself in order to find favour in Chukwu. He has to obey the laws of his land. He keeps off from blood. He must not spill blood otherwise he cannot stand before Chukwu to ask for favour and succeed. In spite of that it can cause him some ill health as the Igbo people say that those whose hands are bloody are under curses which affect their destines. The Igboman purifies himself by avoiding sins that will bring about abominations on the land. -

Ojukwu’s government looked certain to topple at the beginning of the summer of 1968, yet Biafra held on and did not capitulate until nearly two years later, on 15 January 1970. The Ojukwu regime found itself in a serious predicament; how to maintain support for a war that was increasingly costly to the Igbo people, both in military terms and in the menacing face of the starvation of the civilian population. Further, the Biafran government had to not only mobilize a global public opinion campaign against the “genocidal” campaign waged against them, but also convince the world that the only option for Igbo survival was an independent Biafra. -

Language is power as well as a great instrument for cultural preservation. The world community is made up of many languages and each of these languages is being used to identify one speech community or race. Unfortunately, it has been observed that Igbo language is fast deteriorating as a means of communication among the Igbo. The Igbo have embraced foreign languages in place of their mother tongue (Igbo language). This paper is therefore aimed at highlighting the importance of Igbo language as a major form of Igbo identity. This study will immensely benefit students, researchers and Igbo society in general. A framework was formulated to direct research effort on the development and study of Igbo language, the relationship between Igbo language and culture, the importance of Igbo language as a major form of Igbo identity, the place of Igbo language in the minds of the present Igbo and factors militating against the growth of the language and finally recommendations were given. My paper focuses on the representation of this war in popular culture – with an emphasis on film, fictional and non-fictional literature. It interrogates the role that fictional and non-fictional narration play in the collective and individual memory of Nigerians in general and the Igbos in particular. It also looks at the link between the depiction of the war in popular culture and the renewed agitation for the nationhood of Biafra, as since the 2000s, there has been renewed campaigning by young people of Igbo ethnicity for the creation of the Republic of Biafra. This research particularly concentrates on two organizations that are involved in this struggle: the Movement for the Actualization of the Sovereign State of Biafra (MASSOB) and the Indigenous People of Biafra (IPOB). It is my position that popular culture constitutes important material for the study and understanding of historical events and periods of time, while it also enhances our understanding of the ways in which these past events may have an influence in the present. -

By Emily Milstein Chinua Achebe is undoubtedly one of Nigeria’s, and Africa’s, best known and most celebrated authors. Nigeria, Africa’s most popu- lous country and arguably one of the continent’s most diverse, has had a bumpy, conflict-ridden road since the nation gained its independence from Great Britain in 1960. The secession of Biafra in 1967 and the subsequent civil war that exploded in Nigeria are emblematic of the country’s struggle to grapple with the question of what it means to be Nigerian. Achebe’s There Was A Country deals with this question, speaking on behalf of all Igbos and asser- tion their place as Nigerians as well as their right to act in a way that will ensure their well being. Part memoir, part historical nar- rative, and part collection of poems, Achebe’s book seamlessly bridges the gap between these different genres to produce a work of literature that provides readers with a nuanced understanding of complex historical event. Beginning with a bit of personal background, Achebe tells the story of Biafra and of the Igbos’ struggle against persecution and violence at the hands of their fellow, non-Igbo, Nigerians. Well-educated and economically successful, the Igbo contributed significantly to Nigeria’s economic and political development in the mid-20th century. Jealousy on the part of non-Igbo Nigerians however built up anti-Igbo resentment that exploded violently in the period after Nigeria’s 1966 coup. Igbo and Nigerian bloodshed continued into the Biafran war, mounting a huge psychological and physical toll on Nigeria’s Igbos, to which Achebe devotes much of his book.
