Complete List of Chief Ministers of India! Complete List of Chief Ministers of India! Manohar Parrikar, the Chief Minister of Goa, passed away at the age of 63 on March 17, 2019. He was diagnosed with an acute life-threatening pancreatic ailment last year. Parrikar had undergone treatment in hospitals of the US and the All India Institute of Medical Sciences in Delhi. He was discharged from the Goa Medical College and Hospital near Panaji on February 26th, 2019. NCT and its urban regions have been given special status of National Capital Region (NCR) under Constitution’s 69th Amendment Act of 1991. • NCR includes Faridabad, Gurgaon, Noida, Ghaziabad, Neharpar (Greater Faridabad), Greater Noida, Bahadurgarh, Sonepat, Panipat, Karnal, Rohtak, 4 | P a g e Bhiwani, Rewari, Baghpat, Meerut, Muzaffarnagar, Alwar, Bharatpur and other nearby towns. • The political administration of the NCT closely resembles that of an Indian state. It has its own legislature, high court and an executive council of ministers headed by a Chief Minister. • New Delhi is jointly administered by the federal government of India and the local government of Delhi, and is the capital of the NCT of Delhi. • Delhi is neither a State, nor a Union Territory. It used to be a full-fledged Union Territory till 1991, when the 69th amendment of the Constitution gave it a special status. • According to the 69th Amendment, police in under Center, and hence most of the Law and Order. The NDMC, the municipality for New Delhi, stays with the Center as well.     Source : www.thehindu.com Date : 2020-07-29 A GOVERNOR’S TEST: THE HINDU EDITORIAL ON CONVENING RAJASTHAN ASSEMBLY Relevant for: Indian Polity | Topic: Functions & Responsibilities of the States, the Governor, the Chief Minister and State COM Rajasthan Governor Kalraj Mishra could have sought a floor test in the State Assembly to ensure that the government of Chief Minister Ashok Gehlot has a majority, as soon as a rebellion in the ruling Congress cast a shadow on it. Far from that, Mr. Mishra now appears to be bending over backwards to delay a trust vote. The Governor has cited six reasons for his procrastination in calling an Assembly session. But the Supreme Court has settled that the Governor has no discretionary powers in summoning a session of the Assembly, and he or she is bound to act according to the aid and advice of the CM and the Council of Ministers. The Governor can require the CM and the Council of Ministers to seek a trust vote if he or she has reasons to believe that they have lost the confidence of the Assembly. Either way, the only appropriate way forward for Mr. Mishra is to convene the session and allow the democratic process to take its course. Now that the State cabinet has reiterated its demand for a session, specifying a date and an agenda as demanded by the Governor, he should not look for more excuses and bring embarrassment to the high office he holds. The CM has said the Governor is acting under pressure from the Centre, as he took the battle to the streets.
