Will the Minister for Federal Education and Professional Training be pleased to state:

(a) the steps being taken by the Government for Human Resource Development in the country; and

(b) the amount allocated for the said purpose during the last three years indicating also its utilization with head wise break up?

Mr. : (a) Undoubtedly, human resource development (HRD) plays a central role in the economic growth of any country. NAVTTC well cognizant of this fact has taken numerous steps for development of Human Resource in country through provision of technical hands-on skills enabling a large number of unskilled & unemployed youth to earn their bread & butter through fair means of livelihood. Since inception, NAVTTC has primarily focused to expand the pool of skilled workforce to bridge the gap between demand and supply for skilled manpower within and outside . Previous government initiated 06 programs across the country for human resource development especially youth under Prime Minister’s Youth Program (PMYP) and National Vocational & Technical Training Commission (NAVTTC) executed a significant component of 2 the program namely; Prime Minister’s Youth Skill Development Program (PMYSDP) w.e.f. year 2013-14.

NAVTTC primarily focused human resource development related to local job market. National Mega projects like China Pakistan Economic Corridor (CPEC) and other energy related projects through skill development as CPEC is expected to generate aprox. 2 Million Jobs for skilled human resource. NAVTTC is utilizing all its efforts to generate competent manpower in Construction Sector. Hospitality, Manufacturing in large, medium and small industry. Domestic manufacturing, Business & Information Technology and even Paramedics. To ensure the even participation of females in job market, NAVTTC has reserved a minimum of 30% quota for enrollment of females in skill development programs and a full-fledged sector related to female specific skills is incorporated which caters the vocations like; Beautician, Dress Making & fashion Designing, Fine Arts. The prime focus of this program is to enroll less educated and unskilled youth of the country to convert them into valuable human resource. 03 phases of this program alongwith 01 batch (out of two) of phase-IV have been successfully completed targeting the provision of hands-on skills in marketable trades to 200,000 youth. The details of the program are attached.

Apart from catering to the quantitative needs of human resource development, NAVTTC is also striving to improve the quality of skilled workforce in line with international standards of job market through its other components like; Competency Based Trainings, Accreditation & Certification, Piloting of Apprenticeship Reforms, Job placement & Career Counseling, National Vocational Qualification Framework (RPL & RCC) and strengthening Public Private Partnership to bridge demand & supply gap. NAVTTC has a strong coordination / liaison with provincial Governments, Chambers of Commerce & Industries etc. All the provincial stakeholders (Public & Private) are taken on board at planning and execution stage of the project to cater the geographic skill demands. The sectors other than Construction being focused for human resource development are;

Will the Minister for National Food Security and Research be pleased to state the details of research carried out for improvement of agriculture sector in the country during the last five years indicating also the expenditure incurred on the same, percentage of success achieved and its impact on economy / GDP of the country?

Minister for National Food Security and Research: Ministry of National Food Security and Research (M/o NFS&R) has been focusing on sustainable improvement in productivity and quality of crop commodities by development of improved varieties and hybrids through PARC. 4 M/o NFS&R through PARC incurred Rs.14,063.973 million including establishment cost from July 2013 till December 2017. Detail is attached as Annex-A In the present government period, the agriculture sector grown at average annual rate of 2.14% vis-a-vis 2.40% during five years of previous government. Regarding nominal growth in national GDP, On the other hand, the mean annual growth in national GDP during present government’s period was at 4.77% vis-a-vis 2.82% during five years of previous government (Annex – B).

During last 5years, the National Agricultural Research System (NARS) has struggled for increasing production of both the major and minor crops in the country. PARC through its coordination efforts with the NARS scientists released/ recommended more than 120 varieties of different crops with commodity based distribution as: wheat (29 varieties), rice (59 varieties), sugarcane (8 varieties), oilseeds (16 varieties), maize (7 varieties) and pulses (6 varieties) (Annex – C).

The trickle-down effect of these research activities resulted in raising average yield/ha and total production of these crops in the country. The following evidence table clearly explains it. There is significant improvement in total production in last five years, compared to corresponding previous 5 years (Annex – D).

Due to the surveillance of Avian Influenza since 2008 we have maintained our bird flu status and NRLPD is declared SAARC Regional centre for diagnosis of avian influenza.

It clearly signifies that agriculture sector has notably contributed in generating a healthy growth rate in its own as well as national GDP during the present government’s five years compared to same Period of previous government. 5 6 7 8 9 10 11

There were no hunting recommendations/ permits issued for the season 2015-16 due to a ban imposed by the Honorable Supreme Court.

It may be noted that after the 18th Amendment the permits for hunting are issued by the Provisional Governments, as per their local Wildlife Laws. The Ministry of foreign Affairs only recommends suitable areas for hunting of Houbara Bustard.

Phil and M.S. with less than 3 CGPA or 2nd Division as passed whereas majority of the Universities avoid that practice and asks such student to reappear in the exam, if so, the details thereof; (d) whether there is any proposal under consideration of the Government to formulate rules to stop Universities from declaring such students as passed and give one time exemption to the students who have already been declared passed with less than 3 CGPA or 2nd Division in M.Phil and M.S. to get admission in Ph.D through additional course work, if so, the details thereof? Mr. Shafqat Mahmood: (a) Yes, MS/M.Phil/Equivalent (18 years of education) is the pre requisite for admission into Ph.D Program. HEC’s minimum criteria for admission in MS/ M.Phil and Ph.D or equivalent programs is placed at Annex-I. (b) Yes, 3 out of 4 CGPA (in semester system) and first division (in annual system) is required for admission in Ph.D Program, as per HEC’s admission policy. (c) AIOU Islamabad declares student as passed, if a scholar secures minimum 50% marks in the M.Phil/MS examination. Majority of the universities allow the students to pass MS/M.Phil with less than 3 CGPA. It is pertinent to mention that universities are autonomous statutory bodies governed by their respective statutes to carry out their affairs. HEC has not prescribed any minimum passing criteria for MS/M.Phil programs. Hence, the passing criteria for M.Phil/MS may slightly vary in universities. For instance, the minimum passing CGPA in NUML, Islamabad and PMAS-Arid Agriculture University, Rawalpindi is 2.5; whereas, in International Islamic University, Islamabad the minimum passing CGPA for MS/M.Phil students is 2.7. 20 (d) There is no such proposal under consideration of the Government. Will the Minister for Postal Services be pleased to state:

(a) whether it is a fact that majority of post offices in the country lack basic facilities and are not computerized;

(b) whether there is any proposal under consideration of the Government to digitalize / computerize the post offices in the country, if so, the details and estimated cost thereof; and

(c) the details of amount allocated and utilized for the renovation of post offices in the country during the last four years?

Minister for Postal Services: (a) The basic facilities like electrictiy, furniture, water, washroom, etc. are available in all departmental post office buildings.

Computerization of PPPOD is under process. As a first step GPOs are being computerized. Pakistan Post has 83 GPOs country wide, which are the core of Postal Mail and Financial Operations. These GPOs were computerized initially on LAN based architecture and now being shifted on to a centralized architecture system, Centralized Software solution, for the follwing 07 financial services as pilot project. —————————————————————————————— Sl. Two proposals are under consideration to digitize/ computerize Post offices in the country. The Honorable Prime Minster of Pakistan during a meeting held on 29-12-2015 at Governor House approved Reform Agenda of Pakistan Post.

Pakistan Post was allowed to launch following three initiatives on Public Private Partnership (PPP) module:—

(i) Mobile Money Solution

(ii) Launching of Pakistan Post Logistics Services Company

(iii) Rebranding of Pakistan Post.

RFP for Mobile Money Solution was floated in national press. In responce, no firm participated in the process. Another RFP is in process to be circulated in national press.

RFP for Pakistan Post logistices company was floated in national press. In response, three firms submitted the requisite bids. Technical bids have been evaluated. Financial bids will be opened soon.

Another initiative is that of Automation of Pakistan Post Office through NIPA Korea. latest progress of the NIPA project is as under:—

PC-I of “Automation of Post offices” NIPA project has been approved on 6-7-2017 with total cost of Rs. 2,234.600/- million including Foriegn Echange Component (FEC) of Rs. 2,172.060/- million has been received to automate all 3164 departmental post offices. the EAD Ministry of Finance has been addressed to communicate with the Exim Bank, South Korea for sending the “Project Appraisal Mission”. The Ministry of Planning, Development and Reform has been addressed to initiate the process for allocation of funds for project Management Unit (PMU). Currently, seven members delegation from Korea is on visit to Pakistan with effect from 26-6-2018 to carry out feasibility study.

Minister for Maritime Affairs: Mr. Faisal Hilal (Assistant Director Statistics-BS-17) belonging to Balochistan is working on deputation basis since 20th December, 2017 in MFD, Karachi, Ministry of Maritime Affairs.

Will the Minister for Maritime Affairs be pleased to state:

(a) the number of officers in BPS 17 to 21 working in the Port Qasim Authority at present with province wise breakup;

(b) whether it is a fact that there is no officer of the said grades belonging to Balochistan in that Authority, if so, the reasons thereof; and

(c) whether there is any proposal under consideration of the Government to appoint officers in those grades in the said authority from the province of Balochistan?

Minister for Maritime Affairs: (a) The information regarding number of officers in BPS-17 to 21 working in the Port Qasim Authority with province wise breakup is given as Annex-A.

(b) It is not true that there is no officer belonging to Baluchistan in Port Qasim Authority. Names of officers who belong to Baluchistan are given below:- 27

(c) At present, there is no proposal under consideration for recruitment. Port Qasim Authority Board has imposed a ban on recruitment (except operational categories), vide Board Resolution No. 08/2014, dated 16-09-2014. (a) the number of persons working on contract basis in the National Highway Authority at present;

(b) the names and educational qualifications of the persons appointed in the said Authority on contract and regular basis during the last three years with province wise break up?

Minister for Communications: (a) 53 persons are presently working in NHA on contract basis as on 08-05-2018 who were appointed during the period from 22-12-2003 to 13-03-2018. Summary of these persons showing province/ scale wise detail is attached at (Annex-A).

974 persons who were appointed on contracts basis against project posts and subsequently regularized by the Sub-Committee of the Cabinet in the years 2011 and 2013 are working in NHA. The regularization of these employees was challenged and the matter is subjudice before the Honorable Supreme Court of Pakistan. Summary of these persons showing province/scale wise detail is attached at (Annex-B).

878 persons who were appointed on daily wage basis subsequently regularized by the Sub-Committee of the Cabinet in the years 2011 and 2013 are working in NHA. The regularization of these employees was challenged and the matter is subjudice before the Honorable Supreme Court of Pakistan. Summary of these persons showing province/scale wise detail is attached at (Annex-C).

(b) 64 persons have been appointed in NHA during the last three (03) years from 08-05-2015 to 08-05-2018 (Regular 19 and on Contract 45). Will the Minister for Postal Services be pleased to state the number of officers and officials working in Pakistan Post, its attached departments, subordinate offices and autonomous and semi autonomous corporations and bodies on regular, contract and adhoc basis with department wise and designation and grade wise break up?

Minister for Postal Services: Pakistan post is a labor intensive organization. The total posts in BPS 1 to BPS 22 in Pakistan Post are 31635. The 782 posts are in officer’s cadre from BPS 16 to BPS 22 and 30853 posts in BPS 1 to BPS 15.

At present 27553 officials are working on regular basis, 29 on daily wages, 594 on contract basis and 07 on Adhoc basis. 718 officers are working on regular basis.

The detailed list of employees along with designation and grade wise break up is annexed.

Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state the number of Pakistanis working in foreign countries at present with country wise and gender wise break up?

Minister for Overseas Pakistanis and Human Resource Development: According to emigration statistics of Bureau of Emigration & Overseas Employment (BE&OE) and Overseas Employment Corporation (OEC), (two departments of this Ministry) around 10.47 million Pakistani workers proceeded abroad for employment purpose from 1971 to July, 2018. The country wise data is at Annex-I.

However, the number of Pakistanis working in foreign countries at present along with gender-wise break up is not available with this Ministry. 42 Annex-I 43 *Question No. 101 Senator Mohammad Azam Khan Swati: (Notice Received on 25/04/2018 at 12:50 PM) QID: 34459

Will the Minister for Communications be pleased to state:

(a) the names of locations of toll plazas on the National Highways and Motorways in the country indicating also the names of contractors, dates of awarding and expiry of their present contracts, the amount of contracts and amount paid to the Government by the contractors of the same in each case; and

(b) whether any of the said contractors has defaulted on their contracts, if so, the details thereof and the action taken by the Government in this regard?

Minister for Communications: (a) List of names 86 locations of toll plazas on the National Highways and Motorways in the country, names of contractors, dates of awarding & expiry of their present contracts, the amount of contracts and amount paid to the Government by the contractors of the same in each case is placed at Annex-A

(b) The contracts are in currency as the contract period is upto 30-06-2018. As of today none of the contractor has committed default as such. Will the Minister for Communications be pleased to state the names and locations of the ongoing projects for construction of roads by the National Highway Authority in the country with province wise break up indicating also the amount spent so far, amount allocated and released during the current fiscal year and the present status of work on the same in each case?

Minister for Communications: The province-wise details of ongoing road projects constructed in the country under Foreign Funding /BOT/ CPEC(GOP) are as under:

Sixteen (16) Nos. of GOP funded projects are ongoing for construction of Highway by the National Highway Authority in the country at present. Location wise list with province wise break up is attached at Annex-A. 49 PSDP Projects Portfolio

Federal Government provides development funds to NHA primarily considering the work planned to be executed in the relevant year and proportionate distribution among provinces has been looked after by the Ministry of Planning Development and Reform. Will the Minister for Foreign Affairs be pleased to state whether it is a fact that a number of persons are involved in sending people from Pakistan to Saudi Arabia on work permits but there they coerced them into begging, if so, the steps taken by the Government to control the same during the last five years?

Makhdoom Shah Mahmood Hussain Qureshi: According to our Mission there are no known networks that are involved in coercing Pakistani labour into begging in Saudi Arabia. However, it has been observed that Pakistanis are involved in begging in Jeddah, Riyadh, Makkah and Madinah. These individuals especially beg in the holy months of Ramadan and Dhu’l-Hajjah when the local people give a lot of sadaqahs and zakat. They are also found in significant number in the two Holy Mosques (Masjid-al-Haram and Masjid-un-Nabwi) as the Saudi authorities generally do not catch or apprehend any beggars in the vicinity of these mosques. It may also be noted that these begging activities are not confined to Pakistanis alone. Nationals of other countries are also involved.

Will the Minister for Foreign Affairs be pleased to state whether it is a fact that Pakistani workers in the Gulf Countries are facing problems pertaining to their Work permits (Iqama) and medical treatment etc., if so, the steps being taken by the Federal Government to aide the said citizens in dealing with these issues? 50 Makhdoom Shah Mahmood Hussain Qureshi: Pakistanis employed in the Gulf countries, on proper working visas, do not face problems pertaining to work permits (Iqamas). Only those who overstay or get involved in illegal activities or have travelled to GCC countries on “Azad” visa face problems in obtaining/ extending work permits. In some cases, Pakistanis going on “Hajj and Umrah Visas” to Saudi Arabia overstay and thus become liable for deportation by the Saudi authorities.

Our Missions in the Gulf countries extend all possible help including medical, financial, legal and consular assistance to destitute Pakistanis. Our Missions facilitate citizens with consular services including issuance of passports, NICOP/POC, birth registration, attestations, power of attorney, immigration, police & medical emergencies, death & traffic accidents, repatriation of dead bodies to Pakistan and insurance claims. The Missions also undertake consular visits to meet detainees and extend them possible assistance.

Will the Minster for National Health Services, Regulations and Coordination be pleased to state whether there is any proposal under consideration of the Government to get WHO certification for Drug Regulatory Authority of Pakistan (DRAP) in the near future?

Mr. Aamir Mehmood Kiyani: Drug Regulatory Authority of Pakistan (DRAP)is in phase of its accreditation/ certification from World Health Organization (WHO). In this regard, DRAP has achieved level II (Reactive Approach) of WHO’s National Regulatory Authority (NRA) and Global Benchmarking Tool (GBT). DRAP is now applying for level III (Stable formal System Approach) compliance assessment by WHO which endorses that NRA has systematic regulatory approach and functions with the essential capacity are implemented.

(b) The step being taken by the Government for the welfare and release of Pakistani prisoners in Gulf countries are as below: 53 (i) Teams from Mission regularly visit jails and meet prisoners for any assistance that may be provided as per the law.

(ii) They maintain regular contact/ liaison with families of prisoners to facilitate them in hiring of lawyer, submission of fines, legal documents etc.

Minister for Communications: It is a fact that metal speed breakers fixed on Highways of the country are neither dangerous for vehicles nor accidents are occurring on said Highways due to respective metal speed breaker. The matter of fact is that the metal speed breaker, termed technically as Cateyes are highway safety instrument. A road is designed in such a way that it is safe to commute on and its operations are smooth and secure. For this purpose many road safety devices are used for highway safety. These devices include but not limited to paint, sign boards (information/guide, regulatory & warning signs), lane marking, reflectors, speed calming devices etc. At night, road users are especially facilitated by reflective devices on- roads including reflectors on kerb side and cat eyes on the pavement. These cat eyes are approved Highway Safety item by the major highway agencies all over the world. Its standards are approved by American Society for Testing and Materials (ASTM) and worldwide recognition is imperative. Cat eyes are primarily installed for;

 Guidance of drivers to warn them to be in their lanes.

 Speed calming purposes, where drivers notice the upcoming cat eyes from some distance, so that they reduce their speed in timely manner.

 Excellent guide for road users during fogy season as it delineates the road edges.

 Then, there are raised type studs which are used to regulate the traffic, when priority of traffic has to be established for turning traffic and oncoming traffic is discouraged to change the lane on such turning space. These raised studs are not installed on high speed lanes. They are used for regulation purposes on National Highways only.

The Quacquarelli Symonds (QS) World Ranking ranks the universities on annual basis on various parameters number and the quality of faculty and research publications, academic reputation among other researchers, scholars, and teachers, employability of the graduates, and the opinion of the employers. Most of the universities in QS world Ranking 2019 are from countries like USA, UK, Germany, Australia, China, Canada, France and Japan-all with stable economies. It would not be out of place to mention that a number of top ranking universities are old and the richest universities in the world, with enough financial resources to improve their status, in context of ranking parameters. Pakistan, a developing country with limited financial resources and involved in fighting terrorism, is continuously trying to improve its world ranking status. With increasing research output and HEC support, the ranking of Pakistani Universities is expected to advance positively. The future of our universities is very 58 bright. Minister for Communications: (a) Abbottabad City observes frequent traffic jams which stretch for hours. Local as well as traffic travelling to Northern areas is causing serious daily traffic congestion problem. To address the problem, National Highway Authority intends to improve the existing corridor of N-35 passing from Abbottabad City starting from Muslimabad (Khota Qabar) to Sabzi Mandi - Allah Hoo Chowk and ending at Shaheena Jamil Hospital having a total length = 17.00 Km.

The project has been divided into following three (03) packages:—

Package-I: Conversion of Existing Carriageway from Khota Qabar (Km. 0+000) to Bus Stand before Fawara Chowk (Km. 6+860) into 4 Lane Dual. Carriageway alongwith provision of 3 No. Protective U-Turns with New Jersey barrier Median.

Package-II: Construction of 4 Lane Elevated Carriageway from Bus Stand before Fawara Chowk (Km. 6+860) to Allah Hoo Chowk (Km. 8+450) along with Rehabilitation and Improvement of the Existing Carriageway and Pedestrian underpass near Sarban hotel.

Package-III: Rehabilitation and Improvement of Existing N-35 from Allah Hoo Chowk (Km. 8+450) to Shaheena Jamil Hospital (Km. 17+000) by construction of 7 No. Protective U-Turns.

The project has been discussed in CDWP meeting 5 held on 21st August 2017. CDWP desired and directed to submit revised PC-I for acquisition of land/ building compensation and relocation of utilities and other PC-I for construction 80 of civil works ( for all three packages). NHA is in process of submission of consolidated PC-Is for land acquisition and construction of civil works for approval of CDWP/ECNEC.

(b) PSDP Allocation 2017-18 for the project was Rs.1800 Million and PSDP Allocation 2018-19 is Rs. 1500 Million.

(c) It will take 06 to 08 months after approval of PC-I from ECNEC to commence work at site.

Minister for Communications: (a) Yes, it is fact that the construction work on Hazara Motorway (Havelian to Mansehra) was stopped in the area of Union Council Salhad-I by the locals, due to non-payment of compensation for land. The award of Salhad-I was delayed due to revision of PC-1.

(b) PC-1 has been revised, land acquisition proceedings have been completed and award under Section 11 of the Land Acquisition Act-1894 has also been announced by the LAC on 06th June 2018 and construction work has been resumed on 4th July 2018. Work on the project would be completed by February, 2020.

Minister for Communications: (a) National Highway N-125 starts from Taxila and ends at Haripur. The total length of the road from Taxila ends to Haripur via Khanpur is 42+500 KM The road section from KM 0-7 and 11 to 34 has been completed. The remaining portion from KM Km-7+00 to Km 11+00 and Km-34+00 to Km-42+500 was awarded to M/s Gullan Khel Group (GKG) for construction as per NHA standards, of the contract period, the contractor was unable to start the work on both the projects i.e. Km 7-11 & 34-42+500. The contract was accordingly terminated and the contractor would be black listed, in due course.

(b) Details are as under:—

(c) Procurement process for the remaining road portion from Km 7-11 & 34-42+500 is under way and will be completed in a month’s time. In addition to the pavement construction of 03 x bridges on the causeways between Khanpur- Haripur has been awarded and the soil investigation of the same is under process. Mr. Aamir Mehmood Kiyani: (a) According to Estimates by WHO, UNICEF, UNFA, World Bank Group and the United Nations Population Division, Pakistan is ranked 54th in maternal mortality rate in the world with a maternal mortality rate of 178/100,000 live births in 2015 which has decreased from 249/ 100,0000 live births in 2000 (about 20% reduction in the last one and half decade).

o The reason are high fertility rate, lack of skill birth attendants especially in rural areas and 24/7 emergency obstetric care services across the country.

(b) The Government is cognizant of the significant challenges posed by the maternal modality burden in the country.

o The Government is implementing PM Health program to provide health cards to increase the access of population living below two dollars a day; in which a package for maternal and new born care has been included. Currently 3.2 million Families have been registered in 38 districts across the country, and the program is now being scaled up.

o The Government has developed the Reproductive, Maternal, Newborn, Child, Adolescent Health and Nutrition (RMNCAH&N) National Vision and Action Plan (2016-25), which lists ten priority areas for dealing with issues around RMNCAH&N in the country.

o Few of the key areas it focuses on are; improving the access and quality of RMNCAH community based primary care services, ensuring continuum of care, reproductive health, newborn care specially in in rural districts and urban slums, nutrition, quality of care in health facilities. 85 o Good governance, increased funding and allocation for MNCH to overcoming financial barriers to care seeking are also key areas identified in priority action plan.

o Essential Drug List has been revised to include RMNCAH commodities.

o Ministry in collaboration with WHO has initiated a new program of Family Practice Physicians model, through public and private health sector, which is being piloted in twelve districts in order to improve the access to quality care in rural areas with a special focus on maternal and child health.

Mr. Aamir Mehmood Kiyani: (a) Pakistan is not the country with largest number of un-immunized children in the world. According to WHO’s Report published on June 2, 2018, Nigeria is on top of the list of countries with unvaccinated children for measles with 3.3 million children, followed by India - 2.9 million and Pakistan stands on number 3 with 2 million - unvaccinated children, Indonesia - 1.2 million, Ethiopia - 0.9 million and Democratic Republic of Congo, DRC, with 0.7 million.

 However, the following were reasons for about 2.0 million unvaccinated children in Pakistan before 2015:

 Budgetary constraints  Inadequate skilled HR  Inadequate no of service delivery points and mobility 86  Smooth availability and delivery of vaccines  Weak supply management system of vaccine.  Insufficient cold chain capacity available at National and Sub National level.  In sufficient awareness demand and trust of community on immunization.

 Single Financing Mechanism, addressing fragmented Financing issues through the Multi Donor Trust Fund (MDTF) for incentivizing equitable coverage.

 Project aims at Improving Capacity for Increased Immunization Coverage Targets through Strengthening of Program Management, Governance and Stewardship Functions, improving service delivery, demand generation and fiduciary.

 Result based funding through Disbursement Linked Indicators

 Introduced Pool Procurement and National accounting system i.e. Tracking of the online /offline expenditure of RI down to the district level

Mr. Aamir Mehmood Kiyani: (a) Pakistan does not have the- highest infant mortality rate in the world. According to UN Inter agency estimates 2015, Pakistan ranks 13th in the world, for infant mortality rate. The country had an Infant Mortality Rate of 62/1000 live births in 2017 which has decreased from 87/1000 live births in 2000, that reflects nearly 29% reduction.

o The major reasons are diarrhea and pneumonia, and almost, 50% of these deaths are attributed to the underlying, under nourishment in this age group.

(b) The Government is cognizant of the significant challenges posed by the infant mortality burden in the country. Following steps are being taken to address the issue. 89 o The Government is implementing PM Health program to provide health cards to increase the access of population living below two dollars a day, in which a package for maternal and new born care has been included. Currently 3.2 million Families have been registered in 38 districts and the program is being scaled up across the country. o A major program to reduce vaccine preventable diseases and deaths among children is the Extended Program for Immunization against ten vaccine preventable diseases; through the National Immunization Support Program’s financing mechanism, the government has been able to markedly reduce the costs of vaccines in the country, through a centralized procurement and financing mechanism. This has led to increased efficiencies in procurement and supply mechanisms. Results are getting reflected through improved vaccines coverage rates (74%) across the country. o The Government has developed the Reproductive, Maternal, Newborn, Child, Adolescent Health and Nutrition (RMNCAH&N) National vision document (2016-25), which lists ten priority areas for dealing with the issues around RMNCAH in the country. o The Government has developed the Reproductive, Maternal, Newborn, Child, Adolescent Health and Nutrition (RMNCAH&N) National Vision document and Action Plan (2016-25), which lists ten priority areas for dealing with issues around RMNCAH&N in the country. o Few of the key areas it focuses on are; improving the access and quality of RMNCAH community based primary care services, ensuring continuum of care, reproductive health, newborn care in rural districts and urban slums, nutrition, quality of care in health facilities. o Increasing funding and allocation for MNCH, and overcoming financial barriers and uptake of interventions, are also key identified areas in priority action plan. o Development of the five-year RMNCAH Costed Plans for the period 2016 to 2020; in view of National Health Vision 2016 — 2025 and in line with priority actions to address challenges RMNCAH and nutrition. o The essential drug list has been revised to include RMNCAH commodities. o Review and updating of Integrated Management of Neonatal and Childhood Illness (IMNCI) guidelines. 90 o Introduction of Chlorhexidine for umbilical cord care to prevent infections in new born. o Capacity building and essential equipment for Establishing Model Sick Newborn Care units in thirty eight high priority districts across the country, through MNCH trust fund of eight million USD. o Capacity development for health care providers on:
