Boca Grande, Matanzas, Gordon, Capri, and Big Marco Passes are federally authorized navigation inlets, periodically surveyed and dredged by the Army Engineers, in cooperation with the West Coast Inland Navigation District (WCIND), Lee and Collier Counties, and the City of Naples. Though not generally navigable, Big Hickory Pass was dredged once, in the late 1970s, to in- crease tidal flushing. Wiggins, and Doctors Passes are maintenance dredged for navigation by Collier County and the City of Naples. Another four inlets–Redfish, Blind (currently closed), Clam, and Caxambas have been dredged either as a by product of beach renourishment or for water quality improvement. The remaining inlets — Gasparilla, Captiva, Big Carlos, New, Little Marco, and Hurricane — are natural, unimproved passes. Aids to navi- gation are maintained at all the inlets, except Gasparilla, Captiva, Big Hickory, Clam, Little Marco, Hurricane, and Big Marco. New and Big Hickory Passes have fixed–span bridges near their mouths, and Big Carlos has a lift bridge that opens on demand between 8 a.m. and 7 p.m., but is otherwise locked down. Five inlets have closed during the past century on this reach of the Southwest Florida coast: Little Gasparilla, Blind, Un-named (south of Big Carlos), Little Hickory, and John’s (Map 1). Such events directly affect the amount of water flowing through an inlet during a tidal cycle, referred to as a tidal prism. Dredging inlet “A” can rob some of the tidal prism from inlet “B”, situated several miles down the coast. Similarly, the tidal prism of an inlet may be affected by changing the area of the bay adjacent to it; an inlet may close due to an abundance of sediment and strong longshore drift coupled with a small tidal prism. Considerable debate continues regarding the effects on tidal prism and the related closing of inlets caused by the dredging and filling of mangrove and marsh environ- ments along bay margins. Little disagreement exists, how- ever, about the potential for storm overwash of the bar- rier islands and the creation of new inlets. Eight sites along this stretch of the coast are particularly vulnerable to storm overwash (the “potential” inlet sites on Map 1). They are prone to overwash because of the narrow width of the barrier island, low elevation, and orientation to storm- wave attack. Map 1.     Florida Fish and Wildlife Conservation Commission Division of Law Enforcement Weekly Report Patrol, Protect, Preserve August 16, 2019 through August 29, 2019 This report represents some events the FWC handled over the past two weeks; however, it does not include all actions taken by the Division of Law Enforcement. NORTHWEST REGION CASES BAY COUNTY Officer T. Basford was working the area known as North Shore when he noticed a couple of vehicles parked on the shoulder of the road. He later saw two individuals coming towards the vehicles with fishing gear. Officer Basford conducted a resource inspection and found the two men to be in possession of two redfish. One individual admitted to catching both fish. He was issued a citation for possession of over daily bag limit of redfish. GADSDEN COUNTY Lieutenant Holcomb passed a truck with a single passenger sitting on the side of the road with the window down. He conducted a welfare check and found the individual in possession of a loaded 30-30 rifle and an empty corn bag in the cab of the truck. Further investigation led to locating corn scattered along the roadway shoulders adjacent to the individual’s truck. The individual admitted to placing the corn along the roadway and was cited accordingly. GULF COUNTY Officers T. Basford and Wicker observed a vessel in the Gulf County Canal near the Highland View Bridge and conducted a resource inspection. During the inspection Officer Basford located several fish fillets which were determined to be redfish, sheepshead and black drum. The captain of the vessel was issued citations for the violation of fish not being landed in whole condition.

The erosion problem areas are classified as either critical or noncritical and county maps and tables are provided to depict the areas designated critically and noncritically eroded. This report is periodically updated to include additions and deletions. A county index is provided on page 13, which includes the date of the last revision. All information is provided for planning purposes only and the user is cautioned to obtain the most recent erosion areas listing available. In 1989, a first list of erosion areas was developed based upon an abbreviated definition of critical erosion. That list included 217.6 miles of critical erosion and another 114.8 miles of noncritical erosion statewide.

K. brevis was observed at background and low concentrations in two samples collected from Pinellas County, very low to medium concentrations in seven samples collected from Hillsborough County, very low to medium concentrations in 18 samples collected from Manatee County, background concentrations in one sample collected from Sarasota County, background to low concentrations in 15 samples collected from and offshore of Lee County, and background to medium concentrations in 10 samples collected from and offshore of Collier County. Fish kills suspected to be related to red tide were reported over the past week in Pinellas, Manatee, Lee, and Collier counties.     Hurricane Charley Preliminary Storm Survey II Disclaimer: Hurricane Charley track and intensity information from our surveys are preliminary. Final official intensity and track will be determined by the National Hurricane Center. By Mark Linhares NWS Senior Meteorologist Birmingham, Alabama National Weather Service Meteorologists surveyed the extensive damage caused by Hurricane Charley. The hurricane affected a large part of Southwest and West Central Florida. The most significant damage occurred in Lee, Charlotte, DeSoto, Hardee, and Polk counties. The hurricane affected parts of Sarasota and Highlands counties to a lesser degree. Preliminary damage was estimated in the tens of billions of dollars. The hurricane damage path was similar to the path taken by Hurricane Donna on September 11, 1960. A strong feeder band associated with Hurricane Charley moved across West Central and Southwest Florida during the early afternoon hours of 13 August 2004. This band produced at least 5 weak tornadoes. Unfortunately, most of these tornadoes occurred in the same areas that sustained maximum damage from the hurricane's eyewall region. Therefore, the survey team was unable to distinguish individual paths and will rely on the time of the damage reports at this time. Future evaluation may make these paths more defined. Hurricane Charley made landfall at 345 PM EDT at Cayo Costa, just north of the barrier island of Captiva in Lee County. Hurricane Charley was a Category 4 hurricane with winds around 140 miles an hour at landfall. The survey team found the most intense damage was coincident with the eyewall region. The eyewall region moved across northern Captiva, Pine Island, and Gasparilla Island, then continued into Punta Gorda, Port Charlotte, and Cleveland.

BOCA GRANDE: THE TOWN THE RAILROAD BUILT by Jeanne P. Reidy Captain Carey Johnson, retired bar pilot, sadly shakes his head as he ponders the demise of the phosphate shipping operations at Boca Grande, Florida. It bothers him that after seventy years of being one of Florida's major deep water ports, Boca Grande should be abandoned. Captain Johnson is part of the family of pioneering seamen who opened the port and saw it develop after phosphate was discovered and mined near Bartow in 1885. A need emerged for better shipping methods than that of floating barges down the Peace River to Punta Gorda and Charlotte Harbor. This, in turn, led to the building of the railroad and the establishment of the quaint and unique town of Boca Grande on Gasparilla Island.
