ITEM 5 | Public Engagement Any member of the public who wishes to address the Town Council is asked to arrive by 6:55 p.m. and sign in with the Clerk. The total time allotted for public engagement shall be fifteen (15) minutes divided by those who have signed in. Each person who is signed in will be allotted three (3) minutes to address the Council. The Chair reserves the right to extend that time. Members of the Town Council may ask any clarifying questions or make statements related to the matters presented. In the event further deliberation or action is warranted, any issues raised may be included as an item on a future Town Council Agenda.

granted a Special Permit and Site Plan Approval from the Wakefield Board of

Appeals allowing the self-storage warehouse established at the property conditioned on the addition of three (3) parking spaces on Valley Street and an easement to the Town of Wakefield for the sidewalk. Vote Anticipated.

ITEM 9 | Constituent Issues Councilors have opportunity to briefly report any issues raised by constituents that are not included on current Agenda. No votes will be taken at this time, but items may be included on a future Town Council Agenda.

ITEM 10 | Chairman’s Comments Chairman Dombroski to offer brief comments on: meeting with the Finance Committee regarding budgeting process going forward; downtown safety and support issues; availability of information to the public; and September 9, 2019 meeting.

ITEM 11 | DPW Director Appointment Town Administrator to offer appointment for DPW Director. Vote anticipated.

ITEM 12 | New Website Demonstration Jennifer McDonald, Content & Communications Manager, to provide demonstration/overview of the Town’s redesigned website.

ITEM 13 | Kiosks Wakefield Main Streets, Inc., a local 501(c)(3) to present. Review of request and design relative to possible plaques being affixed to kiosks gifted to Town recognizing major donors, including: The Savings ; Wakefield Main Streets, Rebirth, Keith’s Trees and Wakefield Daily Item. ITEM 14 | Charging Stations Summary of Site Assessments for possible installation of electric vehicle charging stations. Vote Anticipated.

ITEM 15 | Gift Acceptance A. Lucius Beebe Memorial Library Library Trustees seek approval to accept and expend a gift or gifts to the Library. Vote Anticipated. B. Downtown/Main St. Acceptance of a flower planter donation from Jack Palano of Alano located at 364 Main Street. Vote Anticipated.

Dombroski, Jr. ----- TOPICS OF DISCUSSION ----- Call to Order Councilor Santos called the meeting to order at 7:00 p.m. and led the body in the reciting of the Pledge of Allegiance.

Approve of Councilor May motioned to approve the June 24, 2019 Minutes as presented. Minutes – Councilor DiNocco seconded. Motion passed 6-0-0. June 24, 2019

Public There was no public engagement. Engagement

License & Councilor Chines motioned to approve the application request of the Banner Wakefield Community Partnership for a ten-day liquor license for Festival Requests Italia on August 24, 2019. Councilor Smith-Galvin seconded. Motion passed 5-0-1 with Councilor DiNocco abstaining.

Councilor Chines motioned to approve the application request of the Wakefield Community Partnership to display a banner from August 9, 2019 to August 26, 2019 on the light poles on Main Street just before Americal Civic Center to promote Festival Italia. Councilor May seconded. Motion passed 5- 0-1 with Councilor DiNocco abstaining.

Councilor May motioned to approve the Class II renewal application for Reynolds Auto Sales located at 110 Albion Street. Councilor DiNocco seconded. Councilor Chines questioned the lateness of the application as well as the description of the premises as stated on the application versus the restrictions on the prior license. Town Administrator Maio replied the applicant has had this license for many years but he will look in to his concerns. Motion passed 6-0-0.

Sale of Town Councilor DiNocco motioned to accept and execute the Purchase and Sales Owned Land Agreement along with the Deed as proposed by Town Counsel Thomas

Mullen conveying the land on Humphrey Street shown as Parcel 113 of the Assessors Maps of the Town of Wakefield to Christine A. Sancinito. Councilor May seconded. Motion passed 6-0-0.

Constituent Councilor Butt asked that the Traffic Advisory meeting minutes and the Issues process for any traffic concerns be posted on the website.

Councilor Smith-Galvin was notified of concerns with the lack of parking for merchants in the Greenwood area. She also requested that the Zoning Board of Appeals and Planning Board meetings be recorded so that people can watch them.

Appointments The Town Administrator’s office will advertise in the Item, on the Towns website and Facebook for candidates to fill two unexpired Library Trustees terms due to resignations. The Town Council and Library Trustee will then at a future joint meeting in September appoint two candidates.

Matters Not Councilor Chines – MBTA has put out a Request for Proposals from Anticipated municipalities regarding service pilots. He would like feedback from the for Agenda residents prior to the August 5, 2019 Town Council meeting so that the Town can draft a proposal which are due by September 15, 2019 to the MBTA. Councilor Santos suggested reaching out to the residents via the website.

Announceme Councilor Butt – to continue with the private/public partnership she has nts & contacted the Farmer’s Market to have a Town Council table from 9:00 a.m. to Acknowledge 1:00 p.m. on July 27, 2019; Plaza Jazz is 6:00 p.m. to 8:00 p.m. every Thursday ments for the next few weeks; the Movie by the Lake this Thursday is Despicable Me; on July 1, 2019 the MBTA increased their fees. She attended the day of action along with Councilor Smith-Galvin and passed out information to commuters at the Greenwood Station; recognized the West Side Social Club and their part with the 4th of July activities

Councilor Smith-Galvin – September is Climate Preparedness month. She will prepare a Resolution after she talks with Chairman Dombroski; this Thursday at 10:00 a.m. the Municipal Gas and Light Department in inaugurating the new battery storage device which is located off of Farm Street with the ribbon cutting at 10:30 a.m.; WCAT is putting on the Movies by the Lake every Thursday during the summer and also this Thursday is Summer Safety Night at the Common before the movie; August 8, 2019 is the Ice Cream Social at the Hartshorne House

Councilor Chines – Massachusetts School Building Authority has approved the roof replacement at the Greenwood School; he has been in contact with Representative Paul Brodeur regarding the Senior Property Tax Exemption and hopefully soon there will be updates; thank you to Town Administrator Maio for following up with him regarding including more information in the Town Council packets for the Town Warrants; recognized all of the organizations that were involved with the 4th of July celebrations; Town Administrator added that before all big events there are meetings as well as

an after action meeting

Trail Restoration from JJ Round Park to Holland Road

Boy Scouts and the Outdoors are two really important things to me. When choosing a project, trail restoration came to mind immediately. This trail is in rough condition, and I really want to add more hiking trails close to the heart of Wakefield. Current Trail The trail starts from the JJ Round Parking Lot, and Ends on Holland Road. The trail is .75 miles long. Current Conditions The trail is currently in rough shape. Many sections of the trail are overgrown, and have downfall blocking the path What I would like to accomplish

I would like to rake the trail thoroughly, dig into the trail making it more defined, cut out all of the deadfall on the trail, and line the trail with deadfall making the trail defined the whole way through. I would also like to add a sign at the JJ round parking lot with a map of the trail, and information. Holland Road Because of severe overgrowth on Holland Road, I would like to add a small trail sign pointing to the trail from the side of the road.

Dear Mr. Dombroski,

I wanted to thank you and the Town Council for the tremendous honor of having Friday, July 5, 2019 observed as “Richard F. Stinson Day” in the Town of Wakefield. The honor is sincerely appreciated. I also, want to thank you personally for your kind words at my June 28th sendoff breakfast at the Civic Center.

During my years working for the Town of Wakefield I have had the opportunity to work on numerous projects and programs (too many to mention), all for the benefit of Wakefield and making a great community better. I have worked with numerous boards, committees, groups, town departments, businesses, visitors, and citizens to overcome difficult financial times, improve and build town infrastructure, develop new and improved programs, and supported numerous events for the benefit of Wakefield. The work and programs that I was fortunate to be involved in are of great pride. I will always remember fondly serving the community of Wakefield.

The staff at the Wakefield Department of Public Works is top notch. The programs and projects we accomplished happened because of a tremendous public works team, not one individual. I want to commend my management team consisting of Assistant Director of Public Works Joseph Conway, DPW Town Engineer William Renault, DPW Environmental Manager Claire Moss, DPW Buildings Manager Chris Pierce, and all DPW Supervisors and Staff for their support, dedication and commitment. Thank you also to the numerous boards, committees and Town departments that I worked with on a daily basis. I also want to mention and thank four individuals who were very supportive during my career in Wakefield: WMLGD Manager William Wallace, Director of Public Works Richard Boutiette, Town Administrator Thomas Butler, and Town Administrator Stephen Maio.

The team is far reaching and I want to extend my sincere appreciation to the numerous volunteer groups, including: WCNA, FOLQ, Independence Day Parade Committee, Adopt A Site, the Events Planning Committee and the many others. Also, I would like to acknowledge other team members including the business community and private citizens for their support. They continue to ensure Wakefield is a community that is second to none.

Public Works - FIRST RESPONDERS The Silent Arm of Public Safety

Public Works is unlike any other profession. The Department touches everyone in the community. From the time you get up in the morning, to the time you go to bed, and all through the night, public works impacts us all:

 The roads you drive on  The sidewalks on which you walk  Water and Sewer services you use throughout the day  Public shade trees you sit under  Parks, playgrounds and ballfields used by youth groups, school groups, seniors and others  Town building infrastructure maintenance and construction  Fleet maintenance for town departments  Stormwater improvements  Project development reviews and design;  Refuse, recycling and yard waste programs  Snow and ice operations  Emergency response

These are just some of the many responsibilities that public works is responsible for. Who could ask for a better profession than I had???
