4. CONFIRMATION OF PREVIOUS MINUTES

The Committee resolved that the minutes of the Urban Development Strategy Implementation Committee meeting held on 8 July 2016 be confirmed.

5. Proposed Greater Christchurch Sports Facility Plan

The Chairperson advised that this item would be deferred to a later meeting.

6. Draft Waimakariri Residential Red Zone Recovery Plan

Simon Markham, Waimakariri District Council, made a presentation to the committee on the Draft Waimakariri Residential Red Zone Recovery Plan. The presentation emphasised the value of effective community engagement, and the importance of complementary projects, such as the new library/service centre and riverbank restoration, to create properly integrated urban areas. Commentary was also provided on the Crown’s involvement, and the need to balance the Crown’s objectives against the needs of the community. Waimakariri District Council, with external expert Laurie Johnson, have also prepared a report “Moving Regeneration Forward in Waimakariri - A Casebook of Adaptive Reuse” which draws together insights from elsewhere in areas subject to planned retreat - with an emphasis on governance, ownership and tenancy, funding, maintenance and service provision.

The committee then discussed the presentation. During the discussion the following points were raised:

· Members agreed that the Waimakariri District Council has demonstrated how a local authority can successfully manage disaster recovery and this is worthy of a comprehensive case study so that the Council’s knowledge can be captured. · There is a balancing act in scheduling the delivery of projects. While it is important to avoid committing the Council to expenditure outside the proper Long Term Plan processes, this needs to be considered alongside the importance of ensuring that some work progresses from planning to implementation quickly to avoid causing the community to become disengaged and demoralised.

7. Wellbeing Index and Survey

Evon Currie, Canterbury District Health Board, made a presentation to the committee on the Canterbury Wellbeing Survey April 2016 and the Canterbury Wellbeing Index 2016, work that the CDHB has inherited from CERA as part of transitioning of responsibilities during 2016. The WellbeingIndex is a set of summary indicators or measures using routinely collected data from both local and national agencies. The Wellbeing Survey is a representative population-based survey, sampled from the electoral roll, conducted twice yearly since 2012 to supplement the data in the index. Committee members made some suggestions regarding the graphical representation of the data and the value in overlaying different data sets to assist analysis.

9. Urban Development and Regeneration Update

During the discussion of this item, Commissioner Peter Skelton requested that details of the Memorandum of Understanding relating to the Whakaraupō/Lyttelton Harbour Catchment Management Plan be added. Commissioner Rex Williams also requested more information on education and central city housing.
