214, and Section 63.71 of the Federal Communications Commission's (''Commission")

rules, 47 C.F.R. §63.71, to discontinue ACCU-Ring Network Access service.

As required by Section 63.7l(a) and (b) of the Commission's rules, AT&T

provides the following information:

Effective July 3 L 2018, pending regulatory approval, AT&T plans to discontinue

offering this service to new customers. In addition. effective July 31, 2018, AT&T will

no longer renew service agreements associated with existing c ustomers. Further. AT&T will no longer accept orders that physically change existing services. i.e. move, add or change orders, after July 31 , 2018. After July 3 1, 2018. AT&T will only accept orders to disconnect service. AT&T will continue to provide existing services to existing customers until their existing term agreements expire or until the service is discontinued, which is currently planned for September 30, 2019, whichever is later. Following the expiration of existing term agreements, AT&T will provide these services on a month-to­ month basis until the services are discontinued, which is currently planned for September

30,2019.

Points of Geographic Areas of Service Affected:

AT&T wi ll discontinue this service throughout the lower 48 states of the United

States, including the District of Columbia.

Brief Description of Type of Service Affected:

ACCU-Ring Network Access service provides access systems within a LATA or between LA T As for the transmission of multiple DS-n speeds of 1.544 Mbps (OS-I), 45

Mbps (DS-3), SONET speeds of 155 Mbps (OC-3/0C-3c), 622 Mbps (OC-12c), 2.5

Gbps (OC-48) and Ethernet speeds of 50 Mbps, 150 Mbps, 300 Mbps, 600 Mbps and 1.0

Gbps digital signals equipped with automatic restoration capability to provide a back-up signal path in the event of a single facility break or an electronic failure.

AT&T is discontinuing this service because the underlying technology is outdated and has been replaced by Ethernet services. The public convenience and necessity will not be impaired by this service discontinuance because customer demand for this service has s igni ftcantly declined in recent years. Further. there are other service options

states, and to the Special Assistant for Telecommunications to the Secretary of Defense as required by 63.71 (a) of the Commiss ion ·s rules.

Regulatory Classification of Carrier (47 C.F.R. § 63.71(c)(4)):

AT&T is considered non-dominant with respect to the services to be discontinued.
