Call to Order Rich Brierre called the meeting to order.

Approval of Minutes of Meeting dated May 1, 2020 A motion was made by Mr. Stephens and seconded by Ms. Ogez that the minutes from May 1, 2020 be approved. Motion carried by the following vote.

Tulsa Regional Chamber Report Connor Carroll reported that it was a busy week at the capitol. He stated that most of the big priority bills that the chamber is working will not see much progress this year. One bill that has been a late add is the Oklahoma Remote Quality Jobs Incentive Program that would provide a tax incentive for entities that encourage working remotely. Mr. Carroll answered questions from the members.

[Kaye Lynn joined the meeting remotely] OML Report Jed Cochran update the members on HB-1992 Public Safety Protection Districts and reported that it is not on the agenda at this time. He stated that SB 1102 passed the House yesterday regarding catastrophic health powers of the governor. There is some language in the bill that removes local control in certain aspects that can be very concerning and OML is working on that. He reported on SB1713 a residential design bill that is up for vote in the house, OML worked with Senator David and Martinez on language with this bill. Mr. Cochran answered questions from the members.

Discussion of 2020 Issues and possible changes to Slate Scott Adkins reported on the budget announcement and the historic veto and then override of that budget. The $7.7 billion budget agreement is a three percent total cut from the Fiscal Year 2020 budget and includes cuts to most state agencies, with an increase for some agencies over what they received the previous year. Most agencies received a 4% cut, education will receive a 2.5 percent cut from the FY-2020 budget, but with $200 million in federal COVID-19 relief funds available for common education, public schools are projected to see an increase over the previous year.

1. Bicycle Safety Improvements – HB 3030 – by Rep. Carol Bush, R – Tulsa and Rep. , R – Norman. PASSED OUT OF HOUSE PUBLIC SAFETY COMMITTEE. DID NOT RECEIVE FLOOR HEARING. Amends existing laws to provide for greater safety for people traveling by bicycle. No updates.

2. Clarify Scrap Metal Dealers Act – HB 3031 – by Rep. Carol Bush, R – Tulsa and Sen. Chuck Hall, R – Perry. PASSED OFF THE HOUSE FLOOR. AWAITING SENATE ACTION. Eliminate confusion regarding definitions and regulated metals to increase ease of enforcement.

Public Safety Protection Districts – HB 1992 – by Rep. Jadine Nollan R – Sand Springs and Sen. Darrell Weaver, R-Moore. PASSED HOUSE FLOOR 76-20. ASSIGNED TO SENATE GENERAL GOVERNMENT COMMITTEE. The votes are there if bill is heard.

Hazard Mitigation Assessment District – HB 2776 – by Rep. Lonnie Sims, R-Jenks and Sen. Dave Rader, R-Tulsa. ASSIGNED TO HOUSE COUNTY AND MUNICIPAL GOVERNMENT COMMITTEE. MEASURE DEFEATED ON HOUSE FLOOR. A lot of work left to be done.

C-PACE Program – SB 1592 – by Sen. , R-Bristow and Rep. Scott Fetgatter, R-Okmulgee. PASSED HOUSE 92-5. AWAITING SENATE ACTION. PACE bill passed last night.

WINNING Sale of Municipal Right of Way – SB 1206 – by Sen. , R – Broken Arrow. ASSIGNED TO SENATE GENERAL GOVERNMENT COMMITTEE. WITHDRAWN AT CTAG REQUEST.

The Senate and House are finishing up bills and have until the 29th at 5:00pm to adjourn. There is a special session running concurrently to do with the catastrophic health emergency.
