    HERMES Development of a Higher Education and Research Area between Europe and the Middle East The principle objective of HERMES project is to develop scientific mobility/exchanges of students at all levels and staff between the Higher Education institutions of Europe and the Higher Education institutions of the Middle East. This will lead to a “strong sustainable contribution” to the creation of a European– Mediterranean area of High- er Education and research. A total of 180 mobility is expected to be performed between the twenty universities of the HERMES consor- tium: 144 mobility from the Middle East to Europe and 36 Mobility from Europe to the Middle East. The dura- tion of the project is 4 years. The program has begun in July 2013 and it will end in June 2017. The Hermes program is funded by EU. Hassan Department of Mathematics & Computer Science, Faculty of Science, Alexandria University, Egypt ABSTRACT In the last few years, intelligent software applications are increased in complexity and in stakeholders' expectations, principally due to new internet-centric application areas with better performance. The modeled development process in this paper involves simulated processes of evolution, learning and self-organization. University portal provides a single point of access to university-based resources which are authorized to use. The research explores and adaptive portal website link-structure considering the website as interconnecting cells in cellular automata model browsed from the root domain. The potential of cellular automata model guides the factor adaptation and evaluated and emergent computation adequately extracts the main website profiles in terms of their internal structure.
