Humanitarian Logistics is the “process of planning, implementing and controlling the efficient, cost-effective flow and storage of goods and materials, as well as related information, from the point of origin to the point of consumption for the purpose of alleviating the suffering of vulnerable people.” (Fritz Institute, 2005)

1. International Workshop on Humanitarian Logistics Essen, Oktober 11 © Noche/Robles 11 von 22 The Role of Humanitarian Logistics – Status Quo Humanitarian Logistic in Focus

The increase in number and grade of devastation of disasters in the last years, bring into focus the importance that logistics has in the alleviation of suffering and reconstruction of societies.

For the next 50 years natural and man-made disasters will increase five-fold (Thomas and Kopzak, 2007)

World-wide estimated costs of $ 64 tr . Germany: $ 800 bn (Kemfert, 2005)

World-wide as decade’s average per year . More than 255 million people affected 224 million in 2008 . More than 110 thousand fatalities (242 thousand on 2008) (IFRC, 2010)

Megacities and World Population Growth per Hour

. Most of the largest cities are now in low- and middle-income nations with a very large deficit in provision for infrastructure and services for reducing disaster risk.

Source: Global Humanitarian Assistance, 2011 . Since 2007 the amount spent on disaster prevention and preparedness (emergency contingency stocks, contingency planning, preparations for forced displacement) had increased.

1. International Workshop on Humanitarian Logistics Essen, Oktober 11 © Noche/Robles 15 von 22 The Role of Humanitarian Logistics – Status Quo Importance of Humanitarian Logistics

. Humanitarian Logistics rates are evaluated in terms of saved life rather than reduced profits. . The logistic costs of relief operations are estimated to be as high as 80 % of the total costs of disaster relief. (Van Wassenhove, 2006) . Natural disasters degrade social systems and leads to social disasters. . Increasingly demand of donors with respect to performance and impact. . HL generates information that helps to better prepare for future disasters.

Pre-positioned stocks of United Nations Humanitarian Response Depots make possible: . First need items are delivered to affected areas within 24/48 hours . Significant transport cost reduction because of proximity to crisis potential areas . Significant procurement cost reduction thanks to agreement with suppliers to access „virtual“ and „white“ stocks at competitive prices . Increase of coordination between aid agencies that have stocks in UNHRD . Facilitates a pull rather than push system in the delivery of aid supplies
