District +91-9177000056 www.hprc.in INTRODUCTION AND GENERAL RULES Hyderabad Polo & Riding Club (HPRC) presents the HPRC Arena Polo Tournament 2016. It will be held from 10th April, 2016 to 17th April, 2016, at Hyderabad Polo & Riding Club, Aziz Nagar, Moinabad Mandal, Hyderabad - 500075, R.R. District, Telangana. All matches commence from 7 p.m. onwards on all days. 1. Tentative Schedule of Tournaments/Matches: The schedule is tentative. Within the Schedule of the Season, the Dates/Time of Mathes / Tournaments / may be rearranged by the Tournament Committee if necessary. i) Inaugural Exhibition Match On Sunday, the 10th April, 2016. ii) HPRC Rolling Trophy (4 Goal Tournament) From 11th April, 2016 to 13th April, 2016 Finals: On 13th April, 2016. Prize Money: Winners: Rs.30,000/- & Runners Up: Rs.15,000/- iii) Telangana Cup (6 Goal Tournament) From 14th April, 2016 to 17th April, 2016 and Finals: On 17th April, 2016. Prize Money: Winners: Rs.30,000/- & Runners Up: Rs.15,000/- iv) Sponsor's Exhibition Match On 17th April, 2016 after the Finals of Telangana Cup. 2. Rules for the Tournaments/Matches: All tournaments will be played under the rules and guidelines of the Indian Polo Association (IPA). All Polo players are therefore advised to go through the latest rules issued by the Indian Polo Association (IPA). Note: Tournament Committee's decision will be final for the matters that are not covered under the rules & guidelines of Indian Polo Association (IPA). 3. Foreign Players Handicap /Membership of IPA: The above tournaments/matches are open to teams whose players are members of a club or association affiliated to IPA. Foreign players will have to be enrolled with the IPA. Handicaps of foreign players should be verified by the team and their passport details alongwith personal particulars of the foreign players and companions if any as per the format Appendix ‘A’ at least 15 days in advance to be sent to Secretary, Hyderabad Polo & Riding Club for obtaining necessary permission Military Intelligence (MI) clearance from the concerned authorities. Foreign players need to carry their proof of handicap / umpiring grade from the respective Clubs / Associations. All foreign players participating in the HPRC Arena Polo Tournament will be charged Rs.2000/- towards playing membership subscription as per the IPA letter No IPA/32 dated 6th May 2013. The same will have to be paid in advance by the fielding team with whom the foreign players are playing for or the players themselves before playing in any tournaments. 4. Acceptance of Entries / Submission of Entries / Nomination of Umpires: All entries should to be sent to HPRC at-least 7 days prior to the starting date. The team entries should name the captain giving the name of the team, names of atleast a couple of players with their handicaps and colors of the team. In case the captain’s name is not specified the person signing the entry will be deemed to be the Captain of the team. In case of common colors or confusing colors IPA rules will apply and accordingly whichever team needs to change their colors will have to do so. For entry to be valid / accepted by the HPRC the names of at least two members of the team will have to be mentioned in the entry and total handicap of those two members must make the team eligible. Once entered the name of the team cannot be changed without the permission of the Tournament Committee/ Tournament Coordinators. 5. Draws: Draws normally will be held at least 24 hours prior to the commencement of each tournament or as informed by the Tournament Committee. All team captains are requested to be present. The Tournament Committee may seed the teams at the time of the draw. If an institution fields more than one team in a tournament and gives a request for placing the teams in two different halves, the same will be considered. 6. FINAL DECISION: In all matters of dispute either technical or another nature, the decision of the Tournament Committee will be final and binding on all players. 7. Officials (Umpires & Referees) & Players: As per IPA Rules, no team can dispute the nomination of umpires / referees as done by the Tournament Committee IPA Rule G (c) & (e). (a) Nomination of Umpires: All the team captains are requested to nominate few graded umpires from their teams to be detailed for umpiring at the time of entry / draw itself, who should be ready for umpiring 10 minutes prior to schedule start of every game. (b) Dress Code: As per IPA rule (G 11.2) both umpires detailed for the games must wear knee length brown boots and white breaches / Jeans, helmets while umpiring and defaulters will be fined by the Tournament Committee. Players will be required to strictly adhere to the dress code on the field and at the time of prize distribution. Sponsors may require participating teams in any Tournament / match to wear T Shirts and use Saddle cloth, bearing the sponsors logo. Teams not prepared to do so may please indicate this at the time of submitting their entries. Any disputes will be adjudicated upon by the Tournament Committee. (c) Provision of mounts for Umpires: It will be the duty and the responsibility of the teams playing the match to provide horses for the Umpires. All playing teams will therefore ensure to bring extra horses and those horses be kept ready in time and will have boots / bandages on all four legs for safety, and our trained ponies who would be safe and well behaved to allow the umpires to concentrate on the game in accordance with IPA field Rules F-4. (d) Referee: Coordinators of the Tournament will detail suitable Referee for all matches who have adequate knowledge of the game. As the task of the Referee in the game is very important, he is at liberty to brief the umpires before the start of the match so as to ensure smooth conduct of the match, and should a occasion arise when he feels that umpiring is not up to the mark, call and brief the umpires any time, during the match. (e) Start of Match / Interval between Chukkers: Umpires /Referee / Teams will ensure to be at the ground well before time of the polo match so that games can be started on time. A team is liable to be scratched if it is not ready to start within prescribed time from the time of scheduled start of the game. Duration of intervals allowed under IPA Rule G9(a) must be strictly adhered to (i.e. 3 minutes between chukkers and 5 minutes at half time) Umpires must start the game immediately after the interval, notwithstanding the fact whether all players are present on the field or not. (f) Exhibition Match: HPRC will consider recommendations of the sponsors for nominations of players and officials for exhibition matches but the final decision with regards to this will be of the Club. HPRC in this regard would like to encourage many of its members and will reserve the right to nominate players. 8. Objections: All Objections or any point not covered by the above Rules, can be lodged /refereed by team captains to the Tournament Committee within 2 hours before the commencement of the match and within half an hour of the announcement of results/ end of play along with a fee of Rs.3000/- will also be have to given to the Secretary (HPRC) alongwith the objection. The fee of Rs. 3000/- will be refunded if the objection is upheld. The decision of the Tournament Committee will be final. 9. Holding and return of Cups / Trophies: Trophies/ Cups won by the teams are “Heritage Property of HPRC” thereby not permitted to go beyond club’s custody. 10. Polo Etiquette & Decorum: Players are requested to behave appropriately with the other players/ umpires on the field. The Stewards of the IPA have taken this with a serious view. We would like to advice all players to display true spirit of sportsmanship and ensure gentlemanly conduct on the ground. Stern action will be taken against defaulters including recommending to the IPA/Stewards for a complete ban from all polo activity for up to one year. 11. Opening & Closing of the Camp: The camp will open from 5th April, 2016 for all contingents and all contingents are requested that they should enter HPRC well in advance of the inaugural day, and plan their return latest by 20th April, 2016 that would be the last day the camp and the facilities would be available. 12. Camping Facility for Horses: HPRC has designated an area for stabling of visiting contingents ARMY & CIVIL near the premises of the club. All teams Civil players / contingents and Army contingents coming to participate in the Arena Polo Season must be self contained in every respect i.e., they should bring / arrange themselves for tentage for stabling their horses, equipment for camping of staff, storage of feed etc. The area where the camp can be set up and the space that will be allocated to set up the camp to each player / contingent / Army team will depend on the no. of horses and will be allocated by HPRC or its representative and no camping can be done without approval. All teams are therefore requested to inform the club by 25th March, 2016 as to how many horses they intend to bring well in time and allotment of space will be given accordingly to all contingents.
