Brexit and the European Commission European Policy Analysis JUNE . ISSUE 2017:5epa Michael Leigh* Brexit and the European Commission Abstract Brexit will lead to a reduction in the EU budget of up to fifteen per cent, depending on the withdrawal agreement, if any, and on the willingness of other member states to make up the shortfall. This could lead to a drop of around 2,000 commission employees in different categories. The number of commissioners will fall from 28 to 27; Commission representation offices in the U.K. will close. Brexit could add to the centralization of power in the commission, with the president and the president’s chief of staff, gaining further influence at the expense of the secretary-general and line departments. The absence of a British commissioner will make it harder to bridge the gap between commissioners from eurozone countries and those from counties not using the euro. The commission’s commitment to freer trade and to extending the single market into new areas may be less vigorous in Britain’s absence. Britain’s departure may also put the commission’s commitment to an open, accountable, transparent administrative culture under pressure. Brexit, together with other developments such as the possible appointment of a “Finance Minister” and accompanying bureaucracy, could accentuate inter-governmentalism in the EU, at the commission’s expense. This semantic nucleus is coupled with the mean- ing ‘a psychological type that combines such traits as hypersensitivity, intolerance and sense of entitlement’, which invests the lexeme with negative connotations. When used in an argument, the connotative meaning may supplant the denotation, turning snowflake into a pejorative label. Ahead of the European Parliament’s vote on the budget, Giacomo Benedetto takes an in-depth look at how spending has changed across policy areas, finding that the largest cuts have been made to policies aimed at enhancing growth, infrastructure and the knowledge economy. With fewer cuts due to be applied to controversial policy areas like cohesion and agricultural policy, the European Parliament may yet vote to reject the current budget proposal. On 8 February the European Council reached a unanimous agreement on the EU’s next multiannual f inancial f ramework (MFF) f or the years 2014-2020. The agreement will now go to the European Parliament f or approval. According to article 312 of the Lisbon Treaty, the MFF only comes into f orce f ollowing a decision by the governments af ter the Parliament has granted its consent. It seems that many MEPs take the view that this gives them a right of proposal. Recent reports have suggested that, f ollowing the rule book of the Parliament, one-f if th of its members may invoke the right f or the Parliament to take this vote in a secret ballot.     7 / 2019 & Sabine Riedel Deficiencies and Omissions in the Brexit Agreement The European Union's Shared Responsibility at the Failure of the UK Withdrawal Negotiations 1 With the election of Boris Johnson as Chairman of the British Conservatives and his appointment as Prime Minister of the United Kingdom, a narrative has emerged in the German media that discred- its his person and thus severely strains future relations. They call him a "swindler", "monster" and "political seducer" who came to power through anti-European positions and populism. The message behind it tells us that he has nothing serious to offer the European Union, so further negotiations on the Brexit Treaty would be out of the question. The disreputation of political personalities, however, is a rhetorical stylistic device and not an objective analysis of the interests at stake in the back- ground. Could it be that not only British, but also "pro-European" forces benefit from the Brexit? Anyone who pursues this question will quickly find what they are looking for. Their motives and goals should be disclosed and discussed, because only such transparency creates room for a with- drawal agreement that satisfies both sides. Those who oppose this expose the EU member states to conflicts that cannot only escalate violently in Northern Ireland. Europe has had more than enough of this in its recent history. A "hard Brexit" is today understood as a "No-Deal dure. Since then, this scenario has been called Brexit", i.e. an EU withdrawal of the United King- "hard Brexit" (SZ, 23.8.2018). Matthew Goodwin is professor of politics at the University of Kent and senior visiting fellow at Chatham House. They are coauthors of Revolt of the Right: Explaining Support for the Radical Right in Britain (2014). On 23 June 2016, the United Kingdom voted 52 to 48 percent to leave the European Union.1 The vote for “Brexit” sent shockwaves around the world, rocking financial markets and rekindling global debates about the power of populism and nationalism, as well as the long-term viability of the EU. Aside from calling attention to challenges to mainstream liberal democracy and international integration, the vote for Brexit also highlights the deepening political divides that cut across traditional party lines in Britain and now threaten to further destabilize an already crumbling two-party system. On one level, the shocking result served as a powerful reminder of the sheer force of Britain’s entrenched Euroskeptic tradition and of the acrimonious splits among the country’s political elite over Britain’s relationship with Europe. But on a deeper level, Brexit should also be seen as a symptom of longer-term social changes that have quietly been reshaping public opinion, political behavior, and party competition in Britain as well as in other Western democracies.
