Opening of the sitting (first sitting of the newly-elected Parliament) The sitting opened at 10.00. Pursuant to the Act of 20 September 1976 concerning the election of the Members of the European Parliament by direct universal suffrage, Gianni Pittella (the Member provisionally in the chair under Rule 14(1)) declared open the first sitting of the European Parliament after the elections, and made a brief speech. 2. Composition of Parliament The following changes to the composition of Parliament since the last part-session of the previous parliamentary term, of 14 to 17 April 2014, were noted. Following the death of Charalampos Angourakis, Parliament, acting under Rule 4(1), established a vacancy with effect from 13 May 2014 and notified the Member State concerned. Following the death of Jean-Luc Dehaene, Parliament, acting under Rule 4(1), established a vacancy with effect from 16 May 2014 and notified the Member State concerned. The Greek authorities had given notice of the election of Georgios Ghikopoulos to replace Charalampos Angourakis as Member of Parliament with effect from 19 May 2014. * * * Maria Da Graça Carvalho had been appointed to a post incompatible with that of Member of the European Parliament and, under Rule 4(1) and (4), her seat had become vacant with effect from 1 May 2014. Since, pursuant to Article 7(1) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament, Parliament established under Rule 4(4) of its Rules of Procedure that the vacancy would take effect from 1 May 2014 and informed the Member State concerned thereof. The Portuguese authorities had given notice of the election of Joaquim Cruz to replace Maria Da Graça Carvalho as Member of Parliament with effect from 1 May 2014. Ovidiu Ioan Silaghi had been appointed to a post incompatible with that of Member of the European Parliament and, under Rule 4(1) and (4), his seat had become vacant with effect from 11 June 2014. C 151/4 EN Off icial Jour nal of the European Union 7.5.2015 Tuesday 1 July 2014 Since, pursuant to Article 7(1) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament, Parliament established under Rule 4(4) of its Rules of Procedure that the vacancy would take effect from 11 June 2014 and informed the Member State concerned thereof. The Romanian authorities had given notice of the election of Roberto Dietrich to replace Ovidiu Ioan Silaghi as Member of Parliament with effect from 11 June 2014. Erik Bánki had been appointed to a post incompatible with that of Member of the European Parliament and, under Rule 4(1) and (4), his seat had become vacant with effect from 5 May 2014. Since, pursuant to Article 7(1) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament, Parliament established under Rule 4(4) of its Rules of Procedure that the vacancy would take effect from 5 May 2014 and informed the Member State concerned thereof. The Hungarian authorities had given notice of the election of Balázs Idvéghi to replace Erik Bánki as Member of Parliament with effect from 15 May 2014. Frédéric Daerden had been appointed to a post incompatible with that of Member of the European Parliament and, under Rule 4(1) and (4), his seat had become vacant with effect from 11 June 2014. Since, pursuant to Article 7(1) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament, Parliament established under Rule 4(4) of its Rules of Procedure that the vacancy would take effect from 11 June 2014 and informed the Member State concerned thereof. The French authorities had given notice of the election of Pascal Canfin to replace Jean-Jacob Bicep as Member of Parliament with effect from 3 May 2014. The French authorities had given notice of the election of Vincent Peillon to replace Karim Zéribi as Member of Parliament with effect from 3 May 2014. 3. Verification of credentials Gianni Pittella (the Member provisionally in the chair) made reference to the provisions of Rule 14(2). He announced that all documents concerning the proclamation of election of Members would be forwarded to the committee responsible for verifying credentials, which would be set up pursuant to Rule 196. He reminded the House that, pursuant to Rule 3(2), until such time as Members' credentials had been verified or a ruling had been given on any dispute, Members would take their seats in Parliament and on its bodies and enjoy all the rights attaching thereto. He announced that, pursuant to Article 7 of the Act concerning the election of the members of the European Parliament by direct universal suffrage, Members performing duties incompatible with the office of a Member of the European Parliament would not be able to take up their seats. He asked the Members who had not yet signed the declaration of non-incompatibility to do so. 7.5.2015 EN Off icial Jour nal of the European Union C 151/5 Tuesday 1 July 2014 4. Election of the President of the European Parliament Gianni Pittella (the Member provisionally in the chair) announced that he had received, under Rule 145, the nominations of Pablo Iglesias Turrión, Sajjad Karim, Ulrike Lunacek and Martin Schulz. The following spoke to present their nominations: Pablo Iglesias Turrión, Sajjad Karim, Ulrike Lunacek and Martin Schulz. The following spoke: Beatrix von Storch to request that the President be elected by roll-call vote (Gianni Pittella pointed out that the Rules of Procedure stipulate that the election is to take place by secret ballot). After drawing attention to the provisions of Rule 16(1), Gianni Pittella drew lots to appoint eight tellers. The following were appointed: Julia Reda, Juan Carlos Giratua Vidal, Kostas Chrysogonos, Markus Ferber, Bodil Ceballos, Morten Helveg Petersen, Monika Flašíková-Beňová and Miltiadis Kyrkos. Gianni Pittella explained the voting procedure to the House. The vote was taken. (The sitting was suspended at 11.15 for the votes to be counted, and resumed at 12.05). Gianni Pittella read out the results of the ballot: — Members voting: 723 — Blank or void: 111 — Votes cast: 612 — Absolute majority: 307 The results were as follows: — Pablo Iglesias: 51 votes — Sajjad Karim: 101 votes — Ulrike Lunacek: 51 votes — Martin Schulz: 409 votes (The list of Members voting is annexed to these Minutes.) Martin Schulz had obtained an absolute majority of the votes cast. Gianni Pittella therefore proclaimed him President of the European Parliament and congratulated him on his election. The President announced that the deadline for submitting nominations for the election of the Vice-Presidents had been extended and would now be 13.30.     GREENRECOVERY REBOOT & REBOOST our economies for a sustainable future Call for mobilisation The coronavirus crisis is shaking the whole world, with devastating consequences across Europe. We are being put to the test. We are suffering and mourning our losses, and this crisis is testing the limits of our system. It is also a test of our great European solidarity and of our institutions, which acted fast at the start of the crisis to deploy measures to protect us. The crisis is still ongoing, but we will see the light at the end of the tunnel, and by fighting together, we will beat the virus. Never have we faced such a challenging situation in peacetime. The fight against the pandemic is our top priority and everything that is needed to stop it and eradicate the virus must be done. We welcome and strongly support all the actions developed by governments, EU institutions, local authorities, scientists, medical staff, volunteers, citizens and economic actors. In this tremendously difficult situation, we are also facing another crisis: a shock to our economy tougher than the 2008 crisis. The major shock to the economy and workers created by the pandemic calls for a strong coordinated economic response. We therefore welcome the declaration of European leaders stating that they will do “whatever it takes” to tackle the social and economic consequences of this crisis. However, what worked for the 2008 financial crisis may not be sufficient to overcome this one. The economic recovery will only come with massive investments to protect and create jobs and to support all the companies, regions and sectors that have suffered from the economy coming to a sudden halt.

    Launch of the European alliance for a Green Recovery Press Release Under embargo until 14/04 7:00am At the initiative of Pascal Canfin, Chair of the Environment Committee at the European Parliament, 180 political decision-makers, business leaders, trade unions, NGOs, and think tanks have come together to form a European alliance for a Green Recovery. In the face of the coronavirus crisis, the biggest challenge Europe has faced in peacetime, with devastating consequences and a shock to the economy tougher than the 2008 crisis, Ministers from 11 countries, 79 cross-party MEPs from 17 Member States, 37 CEOs, 28 business associations representing 10 different sectors, trade union confederation representing members from 90 national trade union organisations and 10 trade union federations, 7 NGOs and 6 think tanks, have committed to working together to create, support and implement solutions to prepare our economies for the world of tomorrow. This first pan-European call for mobilisation on post-crisis green investment packages will work to build the recovery and transformation plans which enshrine the fight against climate change and biodiversity as a key pillar of the economic strategy. Sharing the belief that the economic recovery will only come with massive investments to protect and create jobs and to support all companies, regions and sectors that have suffered from the economy coming to a sudden halt, the alliance commits to contribute to the post-crisis investment decisions needed to reboot and reboost our economy.     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

    THE PROGRESSIVE AGE OF GLOBALIZATION By Pascal Canfin J U N E 1 5 T H 2 0 2 1 7 44 The progressive age of globalization Synthesis Pascal Canfin, Chairman of the European Parliament Committee on the A new cycle is opening ahead of us after 30 years of liberal globalization of the Environment, Public Health and Food Safety economy (1979-2009) seeking to increase trade, to reduce government’s size and to give markets and multinational corporations pride of place. Without losing the benefits June 15th, 2021 of openness, it restores the conditions of public sovereignty and places climate issues in its core to invent a new model of prosperity: a carbon-free world. It is essential to consolidate this new age of globalization to escape the rise of authoritarian nationalism and profoundly negative consequences of non-cooperative deglobalization. History is made of phases. The elections of Margaret Thatcher in the United Kingdom in 1979 and Ronald Reagan in the United States in 1980 opened one based on the transfer of power from governments to markets, particularly financial markets, and to large companies that progressively became multinational corporations driving globalized value chains. This cycle came to an ideological end with the great financial crisis of 2008, which saw a strong comeback of governments to rescue economies that were on the verge of collapse. However, it did not lead to a new synthesis replacing the old one and giving a sense to this new cycle. It is this new synthesis that we see emerging today: the "globalization of progressivism."
