OVERVIEW Alaska’s anti-discrimination statute provides no protection against employment discrimination based on sexual orientation or gender identity. The state university system has rebuffed repeated attempts to add sexual orientation to the list of protected characteristics in its anti-discrimination policy. In addition, there are currently no municipal laws offering protection for local government workers (a 1993 Anchorage law was enacted and then repealed in the same year). In 2002, the governor issued an administrative order declaring that the “goal” of state officials is to prohibit and prevent job discrimination against state employees based on, inter alia, sexual orientation; gender identity is not included in the administrative order. However, there appear to be no remedies available under the order, beyond the possibility of filing a complaint. Documented examples of employment discrimination on the basis of sexual orientation and gender identity by state and local government employers in Alaska include: • At public hearing in Anchorage in June 2009, a letter was submitted by a transgender woman who had been denied multiple state jobs because of her gender identity. In 2008, he won the Howard Rock Tom Snapp First Amendment Award from the Alaska Press Club. Scope and Content Description: The collection contains the original artwork for Peter Dunlap-Shohl’s editorial cartoons, published in the Anchorage Daily News (ADN) circa 1982-2008, as well as unfinished and unpublished cartoons. The original strips from the first year of Dunlap-Shohl’s comic, Muskeg Heights, are also included; the strip ran in the ADN from April 23, 1990 to October 16, 2004. The majority of works are pen-and-ink drawings, with a smaller number of pencil sketches, watercolors, scratchboard engravings, and computer-generated art. Cartoons created after about 2004 were born digital; the collection includes digital files of cartoons dated from February 1, 2005-October 5, 2008. Some born-digital cartoons are only available in paper copies. The collection also includes some examples of original graphic art created by Dunlap- Shohl for specific projects; these are generally undated and oversized.

    Journal of Ecocriticism 3(2) July 2011 Atavism, Elementalism, and the Water / Culture Wars: Competing Solutions for Water Scarcity in Vandana Shiva and Jack London Daniel Spoth (Vanderbilt University)1 Abstract As the world’s fresh water supply grows increasingly threatened and access to that supply is mediated more and more by private organizations, multiple attempts have been made to establish permanent trade links between water- rich and water-poor regions, though these attempts have thus far been defeated by environmental, economic, or nationalistic factors. Corporate control of water, as a basic element of human life, holds menacing consequences in terms of humanitarianism and ecological stability. This intent of this article is to investigate several recent corporate successes in the arena of bulK water export from various locations in AlasKa, beginning with EKlutna LaKe outside of Anchorage and proceeding to current trade contracts in SitKa and future contracts on Adak Island. Alaska holds, by some estimates, 40% of the United States’, and 20% of the world’s, water supply, and it is thus far the only governed entity that has successfully sold water in bulk. Following Vandana Shiva’s advocacy of a “culture” of water in Water Wars (2002), this article suggests that the criteria enabling the recent, troubling boom in Alaskan water sales may be cultural as well as practical or economic. A close reading of Jack London’s “A Relic of the Pliocene” (1901) concludes that London, liKe Shiva, endorses a culture of unmediated contact and elemental interdependence between man and nature. However, while Shiva’s elementalism leads to a new culture of respect and reverence for water resources, London’s elementalism acts as a shield and justification for exploitation of natural resources, an attitude that speaks strongly to Alaska’s interest in privatizing its water supply.

Their eyes say, “What if that were me?” The director of disability services for the Washington State Department of Social & Health Services oversees a $53 million budget and 325 employees. In one sense he is uniquely qualified for his job. Duane French is a quadriplegic. In 1968, he was a happy-go-lucky 14-year-old who dove into a river of despair. There were times, doped up on Demerol, feeling use- less, when he just wanted to die. And without his family and the intervention of other caring people he might have. They brought him out of his shell, convinced him he could go to college and goosed him to think big: Why not set his sights on becoming the director of a vocational-rehab program?
