1 Executive Summary

The allocated A&E service timeline has been ended by 30 September 2016 as approved by USAID. However, we understand many of the activities particularly construction supervision and project management are yet to be continued/completed and in progress which would be continued under other Task Order scope of work.

We are pleased to acknowledge the award of the new Task Order “Architect‐Engineer Services for Construction of Schools in Sindh, Stage‐II” as continuity of this Task Order “Architect & Engineer Services for Sindh Basic Education Program” scope of work. We are also thankful on the trust extended by USIAD on the same.

This report is prepared in pursuance to Task Order (TO) deliverable requirement, Element 1 – General Management and Administrative Support. This has been compiled to cover the entire project duration activities summarizing with their reports & deliverables, milestone & achievements, task & targets, success & challenges, lesson learn & recommendation, branding & marking and much more

This report should be read in conjunction with Annual reports 2012‐2015, Annual Work Plans 2012‐2016, monthly progress reports, weekly emails and other relevant deliverables, which have already been submitted as part of task order, in order to clearly understand the history & program details for quick and easy reference wherever required.

Report has been divided into various chapters, statement of work, element activities – progress and risk & challenges to describe and elaborate overall A‐E services history during the project life. We have underlined couple of points which we understand may require to proceed by USAID for necessary compliance as per the case importance.

At the end note on continuity to new task order also pasted to reiterate and ensure the continuity and consistency in our professional services to complete the project and achieve the ultimate goal for the betterment and development of education for the people of Sindh and Pakistan.

2 Statement of Work

Program Brief

The natural catastrophe of flood 2010 hindered the education of thousands of children in Sindh especially in northern areas. In order to improve and resume education in flood affected districts and to restore public confidence in the public education system, USAID initiated Sindh Basic Education Program and signed an activity agreement on 21 September 2010 to support the GoS in the construction of child friendly new facilities to replace fully damaged schools in affected districts and implement GoS Reform Policy.

Project Brief

USAID under IQC agreement awarded a contract to Halcrow Pakistan through a Task Order for providing A&E services and construction management & supervision for the construction and reconstruction of schools under Sindh Basic Education Program in seven districts of Northern Sindh and five selected towns of Karachi City. The scope of project comprises the following six (6) elements of activities:

Element 1: General management and administrative support Element 2: Identification of candidate schools Element 3: Site assessments Element 4: Design and tendering Element 5: Construction management and supervision Element 6: Procurement of commodities and equipment

3 Element Activities - Progress Analysis

As per statement of work of TO, project is divided into six elements and are followed below to covers key targets set and results achieved during the project life. It also details report and deliverable status for each of the project activity elements.

Element‐1: General Management and Administrative Support

This is one of the core element covered overall project management and administration activities included but not limited to, planning, executing and controlling throughout the course of the services under this task order. It comprised a core team members from various field of expertise such as key personnel, managers, engineers, finance and administration, security and document controls etc. List of team members is given below:

Additional Scope of Services work

Task order remained the tool for defining all scope, role and responsibilities to be carried out for A&E services. However there have instants where additional efforts have been made under this TO in order to address the challenges and expedite the progress of program. The reason might be either:

 Addition input required due to on ground condition  Not in scope as mentioned in the TO  Delay in engagement of other implementing partners  Support PMIU due to unavailability of sufficient engineering staff  Support PMIU to facilitate with engineering and other local administrative input due to unavailability regional office at Larkana/Sukkur

Key input of additional services is summarized below for reference:

Element‐1:

a. Establishment of fourth staff house in b. Managed Five vehicles provided by USAID from other programs in order to save the budget. c. Support PMIU in various technical, administrative and other interactive activities due to unavailability of technical staff and regional office at Sukkur/Larkana

Element‐2&3:

a. Interaction with educational department officers to lower (district and schools) level d. Visit of additional sites to identify potential candidate schools e. Assessment of additional schools f. Assistance to PMIU in identifying additional/alternate land for school construction. g. Assistance to PMIU in acquiring land from potential private donor. The activities involved convincing for free donation, signing of MOU selection of suitable land parcel, assist government surveyor for land parcel etc. h. Interaction with community due to early absence of CMP partners. i. Additional reports for PSC review (Site Assessment Summary Report submitted to each district. A consolidated report on site identification and assessment of schools)

Element‐4:

a. Support PMIU in the preparation of PC‐I data to various packages for GoS approval to fulfil USAID PIL requirement b. Change of procurement process Pre‐Qualification to Post‐Qualification approach, for construction of schools, added extra effort for post qualification of potential bidders. c. Additional geotechnical investigation and topo survey d. Compilation of tender document for additional packages (08 packages to 15 packages) e. Preparation of bid evaluation report for additional construction packages (08 packages to 12 packages).

f. Assist PMIU for retendering and re‐award of construction work either terminated or cancelled due to reason..

Element‐5:

a. Extensive facilitation input/support to all the construction contractors in order to bring them up as per project quality compliance requirement. b. Additional resource inducted considering the package geographical distribution, Contractor’s capability c. Full time residence to assure the quality delivery d. Assistance and facilitation to officials visit conducted by GoS departments other than PMIU e. Community consultation activity to resolve the local social issues

Element‐6:

a. Scope of services added as per TO Modification‐06 November 2015 b. The procurement of good/furniture have been divided into lots instead of single procurement. This led to preparation of multiple tender documents and procurement process. c. Contracts’ management for procurement of furniture. d. Quality inspection for during production, delivery and after installation. Annual Audit

Following the IQC guidelines third party independent audit consultant M/S BDO Ebrahim & Co. as prequalified by USAID was engages by Halcrow as Recipient Contracted Auditor (RCA), who conducted the following annual financial audits of cost billed to USAID by Halcrow. The audits were conducted in accordance with applicable US Government standards and USAID “Guidelines for Financial Audits Contracted by Foreign Recipients”. There were no observation reported by the consultant during the audits.

• Audit 2012 & 2013 Jointly in September 2014 • Audit 2014 in September 2015

Further, following to IQC guideline again, we understand the third audit would be required through Agency Contracted Auditor (ACA) to be engaged by USAID directly. Also as the project has completed its project life the last year audit of 2016 is also due and would be merged within same audit (as confirmed by USAID during project close out meeting dated 28 September 2016).

• Audit 2015 and 2016 (up to 30 September 2016) to be conducted by ACA Performance Evaluation

As to date USIAD conducted two performance evaluation through an online Contractor Performance Assessment Reporting System (CPARS). A record summary is given in table‐02.

This section always remained on top most importance in order to effectively and efficiently plan, execute and expense the budget as minimum as possible. Every efforts have been made to substantiate level of efforts at each position and economize the other direct cost with the effective implementation of our procurement policy, procedures and USAID guidelines. During the entire period strict compliance on the developed job description, role and responsibilities, multipurpose utilization have been maintained in order to utilize the budgeted/adjusted Level of Efforts (LOE) effectively. A summary record is given in table‐05 and details are enclosed in Appendix‐B.

Tax Exemptions

Tax deduction and exemption remained a busy activity during the period USAID conducted various meetings and provided multiple guidelines related to tax in accordance with GoP rules and USAID procedure.

Technical Cooperation Treaty between Government of Pakistan and the United States refers that USAID assistance is exempted all over Pakistan from all taxes and custom duties, including GST. The exemption applies to all goods and services being purchased and procured to implement a USAID‐funded activities in Pakistan.

In July 2014, Government of Sindh has imposed General Sales Tax (Sindh Sales Tax – in Sindh) on services as well as on procurement of goods. Accordingly, Halcrow added applicable sales tax amount on services in the monthly invoices since July 2014. However, the amount of tax invoiced had been kept on hold as these are

supposed as allowable costs. Subsequently as per USAID advice, Tax exemption requests were also submitted to USAID as per various interim guidelines issued by USAID. However, we have not so far received any tax exemption confirmation against these submitted tax exemption requests.

Latest, instructions given in these guidelines and discussion during project close out meeting, We have submitted request to USAID (ref: 440836/295 Dated 4 October 2016) for approval of the payment of GST to tax authorities and allow for submission of reimbursement invoices for the same to USAID. The decision is under consideration with USID for appropriate action/decision. Resource Management

This is one of the important management tool for project control. Apart from general administration, management and design activities majority of the input is dependent upon the supervision of construction contractors’ activities, capability, capacity, quality compliance and pace of work. Supervision staff (LOE) allocation has been managed as per construction contractors’d scope an pace of work.

A Construction management office has been established at Sukkur after the start of construction activities in 2013‐2014. Staff houses have been established district wise based on geographical location and distribution of proposed schools for construction. Distribution of vehicles also arranged, considering the geographical and site distances.

A summary record of Construction Management office, Staff houses and Vehicle distribution is enclosed in Appendix‐C. Security

All the key and concerned staff were regularly briefed about on‐going security situation prevailing in the country. In this regard necessary training has been imparted to the concerned staff. Security plan procedures and precaution have been implemented in compliance with true spirit and is remained unchanged from threat assessment point of view. Halcrow staff attended multiple trainings organized by or on behalf of USAID. A summary record is given in table‐06

Reports & Deliverables

A detailed report and deliverable chart with element reference and submission frequency was developed as per TO section‐F requirement. A to date status sheet is enclosed in Appendix‐D for reference.

Work Plan Progress

This remained one of the active monitoring tool as a live documents throughout the project life. Considering the overall program strategy, pace & progress, change in planning. Stakeholders interaction, procurement of construction contractor & progress, extension of program duration and other related issues and as advised, we had updated/revised the baseline schedule three time during the period. This has been kept updated on monthly basis and submitted along with monthly progress report to USAID throughout the project time period. All the three version with updated progress are enclosed in Appendix‐E for reference.

Work plan was updated in July 2015 primarily with the understanding that G2G PC‐ I (USAID and GoS) has extend the program completion date by two (02) years to September 2018. Milestone & Achievements

Milestones had been set in the task order to assess the progress and performance in term of achievement made against each milestone. Below tables 07, 08 & 09 describes the Milestone & Achievement in term various parameters set herein.

• Community consultation and preconstruction community conferences for all construction of school packages. • A brochure leaflet for the construction of school was also distributed during the community ceremony and other events. • Three dimensional perspective models for two standard types (14 classroom and 12 classrooms) of schools were displayed for community presentation and understanding. • A 3D Architectural walk through animation was also presented during various implementing activities to elaborate finishing, furniture and other engineering planning.

There have been organized various supporting presentations, events and workshops as required for awareness, interaction and assistance for the better implementation of the program. Following are key events organized during reporting period:

Element‐2 and 3: Site Identification and Assessment of Schools Review Analysis

This is the first technical step comprised of two parts 1) Identification of potential Candidate school and 2) Site assessment. Refer to Task Order Section‐H‐10, USAID engaged a consultant iMMAP to develop a consolidate map regarding geographical survey and mapping of schools for entire region. iMMAP also identified a list of schools fulfilling the criteria as potential candidate school for this project. After PMIU/GoS review, the list was also verified by our team for confirming the technical criteria for SBEP schools. Due to the non‐conference and limited number of schools proposed by iMMAP, PMIU/GoS further added the list of schools for our review and identification of potential schools. However considering the overall project requirement and significant variation in fulfilling the identification criteria at various location and districts, a higher numbers of schools list was agreed with PMIU/GoS for detailed engineering evaluation/site assessment as part‐II of this element.

Comprehensive profarma were developed for identification of potential candidate school and site assessment. A detailed report on “Site Identification and Assessment Criteria” was develop for clear understanding on all steps to be carried out during the activities. Conforming the TO requirement various report were prepared and submitted. After the completion of Element’s activities a report “Site Identification and Assessment of Schools ‐ Consolidated Report” was also prepared and submitted for quick reference

Following reports were prepared and submitted under Element‐2 & 3 of TO:

Initially site identification and assessment activities under element 2 & 3 of task order were completed successfully in year 2013 well before the planned timelines of June 2014 (as per AWP 2012). Afterword, some additional work under element 2 & 3 were carried out later during the period 2014‐2016 due to unavailability of land, soil condition, water table, relocation of land and additional schools list as advised by PMIU/GoS. Major activities have been carried out in district Sukkur, Larkana, Dadu, Jacobabad, Kashmore and Karachi (Orangi, Kemari & Lyari towns). Some executive figures are given below:

Apart from concept and modular standard design, primarily this is dependent upon the approval of recommended schools under element‐3 for site adaptation and its progress is subjected to the approval of tender documents and procurement of construction contractors. preparation of all engineering activities. The utilized level of efforts summary is given above in Element‐1. Packages Distribution

Package distribution has been remained an important stage for managing the task and targets. Initial plan was that each district will approximately consist of 20 schools to form a package. Later on during the discussion it was agreed that each of the construction packages will be comprised 08 to 12 schools located in the same district and within reasonable catchment area in clusters. Distribution of packages are also dependent upon contractor’s capability, district boundary, clusters of schools and distances among the sites. To date the planned packages distribution is given below:

Element‐5: Construction Management and Supervision Scope of Work

Construction management and supervision is one of the key activities under the project scope of services. This involves not only the project management but also resident supervision of the contractor’s progress, quality, performance and interaction with other stakeholders as well.

Mainly this Element is divided into two components 1) Construction management and 2) Supervision. The first component comprises the team responsible to monitor and manage the overall activities. Whereas the supervision team is primarily responsible to supervise construction works, quality assurance and monitor the progress and performance.

Construction Management

Construction Manager is the in‐charge of the technical team with parallel support by the respective responsible personnel from project core team members based in Karachi. Project office is based at Sukkur a first point of contact place for the construction team. The component‐1 team is primarily based at Sukkur. They remain in close contact with project core team and the supervision team and frequently visit the sites to assist and monitor the activities as required and directed by management.

Following key personnel remained engaged during the period in project management:

The construction supervision has been organized for all packages. Each of the construction packages consists of different number of schools located in the same district but an spread out geographical area. Distribution of packages depends upon construction contractor’s capability, district boundary, clusters of schools and distances among the sites.

Each of the packages had a dedicated team to supervise the construction work. Each package team was led by a Resident Engineer support by site inspectors and lab technicians. Support staff varied depend upon the clusters of school distances and other technical requirements. Generally following distribution has been adapted:

1. Resident Engineer per package/district in case more than one package in the same district. 2. Site Inspector average per two schools 3. Lab Technician per package/district in case more than one package in the same district.

All the construction contracts have been awarded by PMIU through a competitive bidding process as per SPPRA rules.

Initially, Proposed and planned approach for construction management and supervision was to use a combination of ‘pre‐construction checks’, ‘periodic

inspections’, ‘resident inspections of critical activities’, ‘QA of contractor’s testing programme’, ‘squad checks’ and ‘final inspection as per scope of services. However, as the constructions contractors progressed it was clearly observed that more or less all were unfortunately very much behind, particularly in engineering approach, system (documentary) requirement, quality compliance and planning & management skills as per project need to progress the construction in a fast track. USAID and PMIU advised for an additional supervision input in order to facilitate the construction activities and increase monitoring surveillance to achieve the milestones and a quality work.

All site staff attended the orientation/induction training prior to starting any work on site. These trainings were organized at staff houses. Following sessions have been organized for the construction management and supervision team of all packages by the senior and expert in‐house staff.

Element‐6: Procurement of Commodities and Equipment

Review Analysis

This element activity scope of work involved the preparation of various reports/documents as was prescribed in the Task Order and provided necessary assistance to GoS PMIU as required for the procurement of commodities during the construction of schools. All the required report had been delivered as per timelines. Please refer Report and Deliverable Appendix‐D

At later stage USAID extended the scope of services and advised to prepare the tender document for various lots/numbers of schools for Procurement of Goods/Furniture as per PMIU procurement schedule. Also advised to provide contract management and quality inspection for satisfactory delivery and installation of furniture. The extended scope of work was notified under TO Modification‐06.

PMIU decided to procure the goods/furniture in multiple lots of different schools as construction of school proceeds. Following the advised tender document with comprehensive technical specifications for procurement of goods for two lots have been completed.

Procurement of furniture is in progress and multiple quality inspection visits have been made to the production work place to ensure the intermediate monitoring and quality of products. Summary of to date activity/progress is enclosed in Appendix‐G

4 Challenges & Lesson Learns

Function of PMIU

PMIU remained the focal representative of GoS as client. Primarily there were two offices to be established Karachi and Sukkur/Larkana but due to GoS planning only one office in Karachi established yet. Moreover, understanding the PMIU organogram following key positions to be acquired:

 Program Director  Deputy Program Director  Additional Program Director  Program Manager ‐ Construction  Program Manager ‐ Education & Community  Program Manager ‐ Support Services  Manager ‐ Design & Contracts  Manager ‐ Construction

The PD PMIU Mr Tamizuddin Khero has played vital role in bringing up the project pace. His leadership approach towards strict compliance on protocol and procedure gave courage to all the implementing partners to perform duties with true spirit.

A pert the above encouraged input various positions remained partially filled or even no appointment yet in couple of key positions during the course of project live. Particularly Program Manager – Construction one of the key requirement for such major construction activities still not able to plough in by GoS.

We understand deletion of Region office at Sukkur/Larkana, absence of Program Manager ‐ Construction and other sufficient engineering staff in PMIU, really led extra burden to PD, Senior Engineering Advisor PMIU and substantial additional services added in to our professional team as well, in office work and as well as on site activities to overcome this situation particularly to maintain the pace of construction contractor activities.

However, we understand yet PMIU Support is required to coordinate with relevant education department and community in respective district is of utmost importance to progress the construction activities progressively

List of Candidate Schools

List of potential candidate school were to be provided by iMMAP in concurrence with PMIU. Due to SBEP setup among various stakeholders it took time to get first data from iMMAP. After significant efforts from USAID first data from iMMAP was received in August, 2012 (as per AWP by 30 June s2012). Thi progress led delay in all engineering activities in Element‐2 to 4 of TO.

While reviewing and making field visits on the proposed list of schools it had been observed that majority of the candidates sites did not comply to the design parameters set out in concurrence with USAID for the construction/reconstruction of schools under Sindh Basic Education Program and as elaborate in TO. To overcome this situation additional efforts had been made in coordination with District Education Officer (DEO) of respective districts to identify more potential candidate schools for SBEP. To fulfil the design criteria for construction sites almost double sites were identified.

Acquisition of Land and Status Verification of Land of Candidate Schools

A number of schools had land that did not meet the proposed building requirements. Therefore unconditionally donated land with mutation in the name of Department of Education and Literacy GoS was required for new construction. Further, all schools plots needed status verification to carry out construction and reconstruction. We provided all technical, on ground and coordination assistance with GoS department to carry out the mutation of proposed land parcel for construction of schools.

Proposed Donor’s Land Ground Condition

Many of the schools were assessed subject to availability of land that might be acquired on adjacent or some alternate land near to potential candidate schools. It was encouraged through donation of the free of cost land parcel by local community to this noble cause. However during the geotechnical investigation it had been encountered that many of the offered lands did not have the suitable ground condition for construction of school building. These schools had been dropped with the PMIU approval which led an extra efforts to find out alternate option.

GoS Departments Interaction

Unexpectedly there had been seen some hamper from various GoS departments officials during the construction execution. These were included, M&E Department, Anticorruption, SEPA and others. Department official were required to be more interactive with PMIU in order to have much awareness with the program objective, goal, standards and protocols set by USAID and PMIU

GoS Reform Policy Notification

One of the program objectives was to support the GoS for implementation of Reform Policy under Component‐II of this program. PMIU made substantial efforts, conducted meeting and workshops toward this task in order to notify the school as per GoS reform policy. There were some of the notification issued but much to do still as this needs to be in line before the construction of school building completed and students move onto this new campus.

Implementing Partners Engagement

Preconstruction community ceremonies with MOU signing activity organized by IRD team to all the under construction schools.

SRP is as such not directly impacting the engineering activities. However a good interaction has been continued at various stakeholders meeting and other events.

NESPAK as third party construction monitoring consultant has been remained a close. Numerous milestone activities had been conducted in all under construction school to certify the set milestone targets.

Field Challenges

The northern part of Sindh was devastated by the rains and flood along with social and administrative issues, therefore during the field visits and construction supervision we

had to confront challenges which led extra/additional time. Some key challenges faced are described below: Destroyed Infrastructure:

Since this part suffered heavy rains and flooding the infrastructure was destroyed by this catastrophe. The access roads, culverts and other means connecting villages and small towns were destroyed. To reach these remote villages and towns was one the core challenge that Halcrow field teams overcame during the course of this task. Security

Law and order situation in this part of province of Sindh is distressing. The teams visiting these parts had to overwhelm this situation.

For this purpose an initial threat assessment was conducted by our Project Security Team and some security and safety guide lines were set. By following those guide lines and with the help of local administration (which acted as facilitators) this grave concern was aborted and as to‐date all activities has been successfully executed without any hostile incident. Land Availability / Compliance to Task Order Modules

It was agreed that the proposed schools were to be constructed as per the modules given in task order and approved during concept design stage by the Client, so that all schools have same architectural appearance and can be recognized easily.

To achieve this task one of the challenge was to find the school having an area conforming to area constraints of the modules. It was generally observed that existing schools have insufficient buildable area and in some cases whole plot of the school has smaller area as compare to required area for new construction.

This challenge was incapacitated by involving the local community as they came up with an offer to donate/gift their land parcel for this noble cause

Land acquisition was being involved during the site assessment and was one of the crucial decisions for recommendation of school site. Generally one of the following situations faced/recommended for necessary action by GoS:

 Additional/Adjacent Land owned by the GoS to be acquired for school construction  Additional/Adjacent Land owned by the Private Owner/Donor to be acquired for school construction  Alternate Locations Land owned by the GoS to be acquired for school construction  Alternate Location Land owned by the Private Owner/Donor to be acquired for school construction Cultural Limitations

Cultural limitation also remained one of the key factors to select a school as different kinds of cultural challenges were faced throughout the program locations. For instance at some locations of the candidate schools locals raised grave concerns over co‐ education system and double storey building in the vicinity of village. This issue is also being faced even during construction stage as local at many location observed to change their thought and come back creating hurdles in constructions activities where

they were satisfied at the time of assessment/selection. These issued are being facing and trying to resolve amicably with the support of CMP and respectable local personnel. Tribal Conflicts

The selected geographical locations have tribal system and the locals follow it strictly. It was reported that these tribes have conflicts on different issues and a person of one community or tribe is unable to visit the area controlled by their rival tribesmen. This challenge had affected the implementation of GoS reform policy as it did not allow consolidating schools in the area.

It had also observed that one person donated land but when this news spread in public, other also offers his land in order to keep his power in the area. This was a sensitive issue and USAID/PMIU was requested to be coordinate with the local administration as any incident may occur, as notice in couple of sites in district Dadu. Absence of Girls Schools

It was observed that the lists provided had very few girls schools as candidate schools. Moreover among those schools enlisted, the schools were found with following observations:

 Less enrolment  Closed/Occupied by locals  Very small area with no additional or alternate land available Ghost / Tempered Data

One of the challenges faced by the teams was tampered data as some of the data provided could not be verified at site and justified as local conditions. Population and other features of school were not vindicating that data.

For this, other sources were traced/approached (like RSU website) to authenticate the data. Political Influences

Most of the government owned projects and programs are ostensibly influenced by political personalities for their political goal scoring. Therefore one of the key challenges of the program was to keep it free from political interference in order to yield full advantage of the program for deserving pupils of this part of Sindh who were already less privileged and flooding had doubled their trauma.

For this Program Director (PD) of PMIU and USAID team may highly be appreciated as they supported out efforts at every level to carry out the activity in highly unbiased environment and away from any kind of political influences. Resource Availability

One of the issues faced during site visits was the resource availability in the area. There seem to be low literacy rate in the area and also that remote areas had difficult accessibility, therefore human resource required to carry out the function of proposed program is found to be virtually impossible as inadequate and untrained resources may not be able to administer the proposed program.

Skill resources availability from local market for construction and supervision was also critical as manpower was one of the essential requirement for construction contractor and for supervision team (Halcrow) as well. As the sites are opening for construction in new areas this is becoming more critical and impacting the pace of work

5 Continuity to New Task Order

The allocated A&E service timeline for this Task Order has been completed on 30 September 2016 as approved by USAID. However, we understand many of the activities particularly construction supervision and project management are yet to be completed and are in progress which would be continued under other Task Order scope of work.

We are pleased to acknowledge the award of the new Task Order “Architect‐Engineer Services for Construction of Schools in Sindh, Stage‐II” as continuity of this Task Order “Architect & Engineer Services for Sindh Basic Education Program” scope of work. We are also thankful on the trust extended by USIAD on the same. This completion report is a formal submission under this task order however, the remaining activities, submissions, progress, risk & challenger, lesson learns and other events will continue in order to achieve the overall goal and targets for Sindh Basic education Program. We assure and will continue our best professional services to complete the project and achieve the ultimate goal for the betterment and development of education for the people of Sindh and Pakistan.
