1. Summary This is a Conservation Statement and Impact Assessment for the proposed scheme to construct a new outbuilding within the setting of Tadgells Barn.

The site is near the Grade II listed Tadgells and a number of listed buildings within the village.

This Heritage Statement has been written with the proposed scheme:

Aims and results The aim of this statement is to recognise the significance, setting and character of the area and to assess whether the proposed works will affect the significance, character or appearance of the designated heritage assets.

2. Planning Guidelines To comply with National Policy Planning Framework (2018) section 16 this statement provides:

• An understanding/describe the significance of the heritage asset • An understanding/contribution to the setting of heritage assets • An assessment of the impact of the proposed works on the heritage asset • An assessment of the impact of the proposed works on the setting of the heritage assets

This statement has been undertaken with the consideration of the level and extent of the proposed works and is not to be considered as a full historical report or conservation plan.

3. Description The proposed location for the outbuilding is within the curtilage of Tadgells Barn, within the village of Carters Green. 3.1. Development of Site The earliest OS map (1874) shows the farmstead ‘Taggles’ as a collection of buildings. This setting remains relatively unchanged until the 1970s where additional outbuildings are seen.

A comprehensive planning list shows the recent developments. 3.2. Setting of heritage assets Tadgells sits in its own grounds and shares a single storey barn with Tadgells Barn on the edge of the small collection of buildings forming Carters Green.

The setting is a rural setting surrounded by agricultural farmland. A number of the buildings within the area are listed, such as The Homestead, Rose Cottage, The Manor, Pond Cottage, The Old House, and Hoggs Farmstead. All of these are Grade II listed and set within their own grounds surrounded by established trees and hedges. 3.3. Significance The significance of the formation of the farmstead within a rural setting.

The historic interest is with the age of the farmstead. Tadgells is a C15 hall house, with later additions for the outbuildings and barn (now converted). The collection of buildings can still be read as a group setting due to the careful conversion of the barn.

The archaeological interest is due to ancient schedule monument moat. The proposed outbuilding sites of the outskirts of the moat.

Architecturally the site comprises of vernacular buildings, the main dominant buildings being the farm house (Tadgells) and the Barn. Traditionally these two buildings would have been the dominant buildings with the smaller farm / outbuildings within the vicinity. These were often ad-hoc smaller buildings in locations to suit the needs of the farmer.

4. Proposed Scheme 4.1. Requirements for Change The objective is to allow a small outbuilding to provide auxiliary space for gym, etc for the owners of Tadgells Barn. 4.2. Planning History Refer to Planning Documents.

5. Impact Assessment: In 2008, the then English Heritage (now Historic ) published their ‘Conservation Principles, Policies & Guidance’, which provided a framework and guidance on which to assess proposed works to historic buildings and other heritage assets.

Within this document, they defined ‘conservation’ as:

‘the process of managing change to a significant place in it setting in ways that will best sustain its heritage values, while recognising opportunities to reveal or reinforce those values for present and future generation’

It is this advice and ethos that the proposed impact of the works is assessed against the ‘special architectural and historic interest’ and significance of the building and its setting.

5.1. Impact on the setting of the Heritage Assets The proposed location of the outbuilding is set within the confines of the curtilage of the Barn, surrounded by established trees and hedgerows. A glimpse of the proposed building may be seen when approaching the village from the south, however, there is already the more dominant buildings (Barn and Tadgells) that can be seen. The proposed building is small and appropriately designed to work within the setting of these former farm building.

The proposed building is not considered to impact on the moat. The location sits on the ‘outside’ of the moated area. 5.2. Summary As Historic England clarify,

‘Listed buildings are to be enjoyed and used, like any other building. Listed buildings can be altered, extended and sometimes even demolished within government planning guidance. The local authority uses listed building consent to make decisions that balance the site's historic significance against other issues, such as its function, condition or viability.’

With this in mind, it is considered that the proposed scheme is considered not to have an impact on the character, appearance, significance to the surrounding heritage assets.

Around 6,000 moated sites are known in England. They consist of wide ditches, often or seasonally water-filled, partly or completely enclosing one or more islands of dry ground on which stood domestic or religious buildings. In some cases the islands were used for horticulture. The majority of moated sites served as prestigious aristocratic and seigneurial residences with the provision of a moat intended as a status symbol rather than a practical military defence. The peak period during which moated sites were built was between about 1250 and 1350 and by far the greatest concentration lies in central and eastern parts of England. However, moated sites were built throughout the medieval period, are widely scattered throughout England and exhibit a high level of diversity in their forms and sizes. They form a significant class of medieval monument and are important for the understanding of the distribution of wealth and status in the countryside. Many examples provide conditions favourable to the survival of organic remains.

Despite some infilling of the northern arm and part of the eastern arm of the moat the moated site known as Tadgells survives well. The island remains largely undisturbed and will retain buried evidence for structures and other features relating to the earlier periods of occupation. The buried silts in the base of the ditches will contain both artefacts relating to the period of occupation and environmental evidence for the appearance of the landscape in which the monument is set. In particular, the buried northern arm of the moat, infilled prior to 1896, may retain sealed deposits from still earlier periods.

Tadgells moat lies in an area where moated sites are fairly numerous, with further moated sites situated in the parish of Matching, in Matching Park, 600m to the ENE, at Matching Hall, 2km to the north east, and at Stocks Hall on , 3.3km to the ENE. Comparative studies between these sites and with further examples from other regions will provide significant insights into the developments of settlement and many other aspects of medieval society in England.

Details

The monument includes a medieval moated site known as Tadgells which is located on the eastern edge of the hamlet of Housham Tye and to the east of Carter's Green. The name `Tadgells' is first recorded as Taggles in 1327, after the family of John Tagel.

The moated site includes a rectangular island measuring approximately 30m east to west by at least 36m north to south. The island is contained by a water-filled moat or ditch on the east, south and west sides. This measures up to 10m wide and a maximum of 2m deep. The northern arm of the moat, which now survives as a buried feature, was infilled at some time prior to 1896, when the 2nd

A 6m section at the northern end of the eastern arm appears to have been infilled after 1896 when it was depicted on the 2nd edition Ordnance Survey map as open and water-filled. The remaining open section of the eastern moat ditch has also since been partly infilled and now can be seen to narrow towards the northern end.

There is some indication of a building platform marking the site of an earlier house towards the southern side of the island, perhaps a forerunner to the present Grade II Listed Building, which dates from the 15th century with 16th and 17th additions immediately to the north of the moated site. A post- medieval bakehouse/dairy stands partly on the northern side of the island and is connected to the house via a modern brick built passageway.

A rectangular water feature, immediately to the west of the moat which surrounds the adjacent plot of land and is linked to the southern end of the western arm of the moat, is thought to represent an enclosure defined by drains, of which there are many encompassing gardens and land plots in the immediate area.

The former bakehouse/dairy together with the glasshouse, fencing, gates and all other modern pathways and surfaces are excluded from the scheduling, although the ground beneath these features is included.

Matching is a parish and small village 3½ m. E. of Harlow. The Church is the principal monument and stands on a picturesque green. The marriage feast-room is an interesting survival.

Secular

Homestead Moats. a(2). In Matching Park, 1,600 yards S.W. of the church. a(3). At Housham Hall, 13/8 m. W. of the church. c(4). At Gunnets Green, ¾ m. N.E. of the church. c(5). At site of Burnt Hall, 1 m. E.N.E. of the church. a(6). Matching Hall, house, barn, dovecot and moat, S. of the church. The House is of two storeys, timber-framed and covered with plaster; the roofs are tiled. It was built probably early in the 17th century on an L-shaped plan with the wings extending towards the S. and W.; at the N.E. angle is an addition probably of the 18th century. On the W. front is a gable at each end, and on the E. elevation are three gables. The S. chimney-stack, now coated with cement, is probably original, and has

The early 17th-century Barn, W. of the house, is weather-boarded; the roofs are tiled. The bays are divided by queen-post trusses.

The Dovecot, S.W. of the house, is built of red and black bricks on a square plan. It is probably of late 17th-century date.

The Moat is incomplete.

Condition—Of buildings, good; house much altered. c(7). Kingstons, house and moat, 1,100 yards E. of the church. The House is of two storeys with attics; the walls are of plastered timber-framing largely refaced with modern brick; the roofs are tiled. It was built probably early in the 17th century on a half H-shaped plan with the wings extending towards the E. Inside the building one room is lined with original panelling and has over the fireplace three panels carved with lozenges.

The Moat is of irregular shape and fragmentary.

Condition—Of house, good; much altered. c(8). Upper Hall, house and moat, 1,600 yards E.S.E. of the church. The House is of two storeys; the walls are of plastered timber-framing, the roofs are tiled. It was built probably early in the 16th century on a rectangular plan; the two chimneystacks were added probably late in the 16th or in the 17th century. The E. chimney-stack has two square shafts on a stepped base. Inside the building the central room on the ground floor is lined with panelling of c. 1600 and has a wide open fireplace. In the E. room is an original window, now blocked, of four lights with diagonal mullions. In the roof is an original king-post truss.

The Moat is of irregular shape and incomplete.

Condition—Of house, fairly good. c(9). Moat House, house and moat, at Matching Green, 1,400 yards S.E. of the church. The House is of two storeys; the walls are of plastered timber-framing largely refaced with modern brick; the roofs are tiled. It was built probably in the 16th century on an L-shaped plan with the wings extending towards the N.W. and N.E.; a modern addition makes the present plan rectangular. At the S.E. end of the S.W. front the upper storey projects and is gabled. In the base of the original chimney-stack are two pointed recesses. Inside the building a moulded ceiling-beam runs the full length of the house, the wall-plates are elaborately moulded, and some of the ceiling-joists are hollow-chamfered. The central room contains some linen-fold panelling, now painted.

The Moat is fragmentary.

Condition—Of house, good; much altered. c(10). Stock Hall, house and moat, 1 m. S.E. of the church. The House is of two storeys, timber- framed and plastered; the roofs are tiled. It was built in the second half of the 16th century, probably on an H-shaped plan with the wings extending towards the S., and a small gabled staircase- wing at the back; the E. wing has been demolished, and there are modern additions at the back of the main block and W. wing. Inside the building is some panelling now covered with paper.

The Moat is double, and surrounds both house and outbuildings.

Condition—Of house and moat, good. b(11). Taggles, house and moat, at Housham Tye, 1¼ m. S.W. of the church. The House is of two storeys, timber-framed and plastered; the roofs are tiled. It was built in the 17th century. The original chimney-stack has a shaft of T-shaped plan.

The Moat is double and incomplete.

Condition—Of house, good. b(12). House, now smithy, and moat, 170 yards W. of (11). The House is similar to (11) in construction and date.

The Moat is almost complete.

Condition—Of house, good. a(13). House, still used occasionally as the "Marriage-Feast Room" (Plate p. 48), W. of the church, is of two storeys, timber-framed and plastered; the roofs are tiled. It was built in the 15th century on a rectangular plan.

It is noteworthy as one of the few surviving buildings of this class.

On the W. front the upper storey projects on the exposed main beams of the upper floor; these beams were formerly strengthened by curved braces. Inside the building the lower storey is partitioned into rooms; the upper storey forms a single long hall divided into four bays by rough cambered tie-beams with king-posts and curved braces. At the N. end is a little 17th-century panelling.

Condition—Good; much altered. d(14). House, now three tenements, at S.W. end of Matching Green, 1,400 yards S.S.E. of the church, is of two storeys, timber-framed and plastered; the roofs are tiled. It was built probably in the 15th century on a half H-shaped plan with the wings extending towards the W.; a later addition makes the present plan rectangular. On the W. elevation the upper storey projects at the ends of the former wings, and there are corresponding gabled projections at each end of the E. front. Inside the building an original doorway with two-centred oak head opens from the N. wing into the probable site of the 'screens.' The main block, formerly open to the roof, has an original truss with a king-post on a stepped base.

Condition—Fairly good. b(15). Cottage, at Carter's Green, 1¼ m. S.W. of the church, is of two storeys; the walls are of plastered and weather-boarded timber-framing; the roofs are tiled. It was built in the 17th century, but has modern additions at the back. The original central chimney-stack has a shaft of cruciform plan.

Condition—Fairly good. b(16). House, at Housham Tye, 600 yards W.N.W. of (15), is similar in construction and date to (15) but has been much altered and enlarged.

Condition—Good.
