Hanworth Road, Hounslow and adjacent side roads - Experimental Parking Restrictions

A. The London Borough of Hounslow (No.10) Experimental Order 2020

1. The London Borough of Hounslow hereby gives Notice that on 19 October 2020 it made the above Order under Section 9 of the Road Traffic Regulation Act 1984.

2. The general effect of the Order, which comes into effect on 2 November 2020, will be to amend waiting and loading restrictions in Hanworth Road, Hounslow to prohibit obstructive parking and provide a safer road environment for pedestrians and cyclists.

3. Documents giving further information of the Order can be viewed online at hounslow.gov.uk by typing in the term “traffic notices” in the search bar. Documents will be available for viewing until the end of eighteen months from the date on which this Notice is published.

4. The Order provides for the Assistant Director for Transport, Parking and Environmental Strategy, or any person authorised by him to modify or suspend the Order or any provision of it, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order runs.

5. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.

6. If the provisions of the Order continue in operation for a period of at least six months, the Council will consider in due course whether the provisions of the experimental Order should be continued in force indefinitely by means of a permanent Order. Any person desiring to object to the making of an Order for the purpose of such indefinite continuation may, within six months of the experimental Order coming into operation, send a statement in writing of the objection and the grounds on which it is made to the Assistant Director for Transport, Parking and Environmental Strategy, Hounslow House, 7 Bath Road, Hounslow TW3 3EB or by email to [email protected] quoting the reference TMO/E010/20.

Traffic Management Order

2020 No.44 The London Borough of Hounslow (No.10) Experimental Order 2020

Made on 19 October 2020 Coming into operation on 2 November 2020

The Council of the London Borough of Hounslow, after consulting the Commissioner of Police of the Metropolis, in exercise of the powers conferred by section 9 of the Road Traffic Regulation Act 19841, as amended, and of all other enabling powers hereby makes the following Order:

1. This Order shall come into operation on 2 November 2020 may be cited as the London Borough of Hounslow (No.10) Experimental Order 2020.

2. Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into operation of this Order, the London Borough of Hounslow (Waiting and Loading Restriction) (Civil Enforcement Area) Order 20082, as amended, shall have affect as though: a) the item numbered 262 in Schedule 1 to that Order were substituted for the item similarly numbered and set out in Schedule 1 to this Order; and b) the item numbered 42 in Schedule 2 to that Order was substituted with the item similarly numbered and set out in Schedule 2 to this Order.

3. In pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the Assistant Director Transport, Parking & Environmental Strategy, or a person authorised by him, may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or any provision thereof.

This Order amends waiting and loading restrictions in part of Hanworth Road, Hounslow to prohibit obstructive parking and provide access for pedestrians, cyclists and vehicle users.

Statement of Reasons

In response to the vying demands for highway use amongst pedestrians, cyclists and vehicle users, and in light of the ongoing informal footway parking occurring, the council are proposing the introduction of waiting and loading restrictions to prohibit obstructive parking.

These restrictions will include no waiting and no loading ‘at any time’ restrictions along with daytime waiting (Monday-Sunday, 7am-7pm) and peak-hour loading restrictions (Monday-Friday, 7am-10am & 4-7pm).

In addition to the proposed waiting and loading restrictions, the council are also proposing to formalise footway parking where there is sufficient footway space to do so. This manner of parking will be all 4 wheels on the pavement and will solely be confined to the north-west side of the road. The footway parking currently occurring on the south-east side of the road will be prohibited due to the narrowness of the existing footway and the inevitable difficulties this causes pedestrians.

The proposed waiting and loading restrictions, along with the formalisation of footway parking, is also anticipated to increase accessibility to the existing informal cycle lanes.

These measures are initially being introduced experimentally in order to assess their effectiveness before a decision is taken whether to make them permanent or not.
