D. Status of Lifelines 1. Power 5 Northern part of Isabela is still experiencing power outage 5 NGCP has advised NDRRMC-OPCEN that all transmission facilities in the affected areas are operating at full capacity and that power outages are due to issues at the distribution/cooperative level 2. Communications and Water 5 Communication lines: (SMART, GLOBE and DIGITEL) and water facilities are operational 5 Internet//MyDSL (PLDT) connection is not yet restored since October 18 in Region II 3. Roads/Bridges Conditions (Tab C) 5 Seventeen (17) roads and five (5) bridges in Cagayan, Isabela, Quirino, Aurora and Apayao are not passable due to flooding, landslides and washed-out approach 4. Incidents Monitored 5 Region III - Flood water in the fifteen (15) barangays in Casiguran, Aurora (Esperanza, Culas, Calantas, Lual, Marikit, Calaqcuasan, Tinib, Dibacong, Bianuan, Esteves, Calabagan, Ditinagyan, Tabas, Poblacion and Dibet) had subsided. 5 CAR - Four (4) barangays in Rizal, Kalinga (San Quintin, San Isidro, Balabag East and San Pascual were flooded - Landslide occurred at Brookside, Bulanao, Tabuk. Two (2) houses were covered by mudslides - Flooding occurred at Laya East, Dagupan, Tabuk caused the evacuation of 8 families 5 Region II - Landslides occurred in Purok 4 Brgy Libertad and Brgy Dipuso all in San Mariano, Isabela wherein five (5) persons were reported dead E. Dam Monitoring/Water Level Monitoring 5 Magat Dam (as of 05 Nov, 06:00 AM) – water level:193.2 m (spilling level (193 m); with 2 gates opened @ 3 m height) Water Level Monitoring 5 Buntun Bridge Gauging Station in Tuguegarao, Cagayan (as of 05 Nov 04:00 AM) – water level: 12.7 m (alarm: 9.0 m; and critical: 14.0 m) 5 Gamu Gauging Station in Isabela (as of 05 Nov 04:00 AM) – water level: 7.83 m III. ACTIONS TAKEN: NDRRMC-OPCEN 5 Prepared and disseminated NDRRMC Flood Advisories to the Chairpersons of RDRRMCs Regions II, CAR and CARAGA for further dissemination to the local DRRMCs; Declared partial activation of NDRRMC –OPCEN into an emergency operations center In view of the continuous rains that triggered flooding/flashfloods in northern and Central Luzon, with implementing member agencies such as: AFPDRTF, BFP, PNP, PCG, DOH, DSWD and PAGASA to report at NDRRMC OPCEN.; and Requested from PNP and BFP for an augmentation of SAR teams with rubber boats in flood-stricken areas of Cagayan and Isabela Province. In response to said request, PNP and BFP informed that they have already directed 2 their respective SAR units in Regions II and III to assist in the SAR operations in Cagayan and Isabela PCG-HQ 5 The Commander Coast Guard District Northern Luzon (CGDNLZ) has deployed two (2) teams of Deployable Response Group (DRG) to support SAR operations initiated by local government units and authorities in the area; Instructed two (2) DRG teams deployed in Matnog, Bicol during Undas, to divert to Puerto Real through Coast Guard District Southern Tagalog to augment SAR and evacuation operations in flooded areas; Placed the two (2) PCG Islanders on alert status to conduct air reconnaissance and assess the extent of flooded areas and locate persons in distress; and Directed Coast Guard Districts Northern Luzon and Southern Tagalog together with their Coast Guard Stations and Detachments to be on heightened alert and to render necessary assistance to local populace who are affected by flood 5 PCG DRG teams arrived at Casiguran, Aurora; Tuguegarao City; and, Gattaran, Cagayan and have so far rescued 33 people in said areas 5 Two (2) DRG personnel were deployed at Cabagan, Isabela to assist local PNP units in rescue/assistance operations 5 PCG Islander 251 is at Casiguran, Aurora conducting air surveillance 5 Assets Deployed by PCG: three (3) teams of Deployable Response Group (DRG) on 04 Nov 2010: two (2) teams in Gattaran, Cagayan; and one (1) team in Casiguran, Aurora two (2) rubber boats one (1) M35 truck one (1) pick-up vehicle 5 Assets Alerted/Stand-by SARV -002 – Mission ready (CGDNCRCL); SARV -3502 - mission ready (CGDSTL); AE-891 – mission ready (CGDNCRCL); TB 271 – mission ready (CGDNCRCL); RHIBs, RBs, Fast Boats/Interceptors – mission ready; two (2) PCG islanders DOH-HEMS 5 Prepared and augmented assorted drugs, medicine and medical supplies worth PhP 1,231,922 for delivery to affected areas (Cagayan, Quirino, Aurora) in Centers for Health Development (CHD) II and III. 5 Deployed one (1) PNART team from San Vicente Naval Operating Base (SVNOB) from Sta Ana, Cagayan composed of 1 Officer and 10 EPs with one (1) rubber boat aboard M 35 truck to augment disaster relief operation/search and rescue (DRO/SAR) efforts of 17 Infantry Batallion in the flooded areas in Alcala, Cagayan AFP-DRTF 5 Deployed one (1) PNART team from San Vicente Naval Operating Base (SVNOB) from Sta Ana, Cagayan composed of 1 Officer and 10 EPs with one (1) rubber boat aboard M 35 truck to augment disaster relief operation/search and rescue (DRO/SAR) efforts of 17 Infantry Batallion in the flooded areas in Alcala, Cagayan 5 Also deployed one (1) RHIB of PG372 with five (5) personnel led by one (1) Officer to Brgy Esperanza, Casiguran, Aurora for disaster rescue operations DSWD 5 DSWD standby funds, family food packs and stockpile of relief commodities composed of food and non-food are prepositioned by the DSWD Field Offices, ready for additional augmentation/assistance to all type of disasters, whenever necessary 3 5 500 bxs noodles, 2,000 clothing packs and 2,000 family packs will be transported/hauled at 7:00 AM, today, 05 Nov, by the DSWD trucks from National Resource Operation Center as augmentation support to the flood victims in Cagayan and Isabela Field Standby Family Food Food Non-Food Total (PhP) Office Funds Packs II 6,759,792.60 150,000.00 848,239.00 70,000.00 1,068,239.00 III 260,041.30 44,919.28 85,676.80 4,658,495.25 4,789,091.33 Total 7,019,833.90 194,919.28 933,915.80 4,728,495.25 5,857,330.33 Region II 5 RDRRMC II disseminated weather and flood bulletins to the PCG, member- agencies, Local Disaster Risk Reduction and Management Councils (LDRRMCs) and local media (radio stations) thru SMS and facsimile; Coordinated with PAGASA and National Irrigation Administration-Magat River Integrated Irrigation System (NIA-MARIIS) on the status of water level at Buntun Bridge Gauging Station and Magat Dam, respectively; and Coordinated with LDRRMCs on the situation in their AOR and preparedness activities such as pre-emptive evacuation 5 BFP and Philippine Army alerted their stations and field disaster response teams, respectively for possible rescue operations 5 RDRRMC and PNP OPCENs are continuously monitoring the regional situation 5 PCG and PN mobilized their respective field disaster response teams for possible SAR and evacuation 5 The PA is conducting search, and rescue (SAR) and evacuation in flooded municipalities 5 DSWD Field Office 2 and Social Welfare and Development (SWAD) Teams in Cagayan, Isabela, Nueva Vizcaya and Quirino are on 24 hour duty since 03 November 2010 to monitor the effects of the continuous rains 5 DSWD distributed food packs and used clothing to affected families: Cagayan Province - 1,000 food packs, Tuguegarao City - 500 food packs, Tuguegarao City – 200 packs of used clothing; 5 MMDA has three (3) teams (16 persons; with one rubber boat with outboard motor each team; 1 wooden flood boat; and chainsaws) on stand-by, pending availability of transport, to assist in rescue operations in Tuguegarao City Region III 5 OCD Region III coordinated with 7th ID and Coast Guard for possible evacuation of stranded residents 5 PA is conducting clearing operations along the roads going to Casiguran 5 PNP Aurora is assisting the MDRRMC of Casiguran in evacuating families from heavily flooded barangays 5 Bulldozers of DPWH Aurora are placed on standby in areas with impassable roads 5 MDRRMC Casiguran provided relief assistance to the flood victims worth PhP120,000 CAR 5 PDRRMC Kalinga mobilized emergency responders from PNP, AFP, BFP and PDRRMC with 4 fire trucks, 8 ambulance, 1 rescue van, and 1 rubber boat; mobilized KREMS, DCC Rescue teams, 501st BDE, PNP Rescue Team; provide relief goods to families affected; 21 Infantry Batallion and 77th IB-PA; and nine (9) hospitals are on red alert status 5 PDRRMC Apayao is now conducting sand bagging operations in Poblacion Luna, Apayao; mobilized 7 groups of emergency responders with 5 rubber boats, 12 ambulances and 4 trucks 5 OCD – CAR staff assisted the PDRRMC Rapid Assessment Team in the conduct of rapid assessment and needs analysis (RDANA) 4 PDRRMC and MDRRMCs 5 PDRRMC Cagayan convened the council and discussed preparedness measures; and prepositioned 300 packs of relief goods to Sub-Capitol at Brgy.
