Most recent book you’ve read? “Ego is the Enemy” by Ryan Holiday. Best lesson you learned from your first job? I was a busboy when I was 15. You can either complain about the mess or just get after it. If you could travel back in time, what would you tell your high school-age self? Don’t sweat the small stuff. Stay humble. Treat people with respect. ABOUT TOM Birthplace: Philadelphia, Pennsylvania Parents: My father Tom was an immigrant from Ireland, and my mother Mildred (Mennine) was a first-generation immigrant from Italy. Both are now deceased. Spouse: My wife is Jodi, and she’s from Maxwell, Iowa. She is an account executive for iHeart Media. Children: Three sons. Kevin is 34, lives in Waukee, and works for Target Corporation as a project manager and executive team lead. Tim is 31, lives in Cedar Rapids, and is a partner with GK Sports, a company that runs volleyball tournaments across the country. And Ryan is 19 and attends Loras College in Dubuque. He’s majoring in business analytics and is on the Loras men’s golf team.

After all, you can be the greatest leader or coach on the planet but if your team lacks character you will fail to reach your potential.” Not surprising, and yet, as much as it gets talked about, written about, and analyzed, what is the real impact of character on an organization, school, or team? So often, leaders and coaches attempt to build a team or organization by focusing on talent rather than character and it leads to trouble. We see the effects of this decision-making flaw all the time in business and sports. Talent without a good moral compass or intuition creates undesirable issues for the entire team or organization. Embedded within quality of good character is a desire to do what is right and not compromise the integrity of the team or organization. Too often, organizational struggles are created by divisiveness over who is right and focus is lost on egos and personalities. If character really counts, then it should supercede the politics, the powerplays, the personal motivations, and allow for the truth to prevail — yielding the outcome of what is right. Character cultivates talent and moves an organization or team from average to greatness. A leader that is humble, hard-working, honest, decisive, dedicated, selfless, loyal, and accountable will be the kind of person who develops the orga- nizational talent and makes the right decisions to benefit the team. Character education doesn’t begin nor end with initiatives in schools or businesses. All of the seminars, retreats, and conferences in the world will not invoke a difference in organizational or team culture unless the leadership and talent are grounded in the components of solid character. It is obvious that character education is something we can all use. But with- out practical application on a daily basis, it is useless. As a service organization to our member schools, it is our hope that good character is what we stand for and also what we expect of the schools, communities, and officials we serve.

CLASS 4A Cedar Falls 44, Dubuque, Senior 41 Cedar Falls repeated as Class 4A state champion after a hard fought 44-41 win over Dubuque, Senior in Friday night’s title game. The Tigers (21-3) didn’t meet their Mississippi Valley Con- ference foe in the regular season, saving their lone matchup for Wells Fargo Arena with trophies on the line. All-Tourna- ment Team captain Logan Wolf led Cedar Falls with 15 points, six rebounds, and five assists as his team couldn’t truly se- cure the win until Senior’s final half-court heave bounced off the backboard. Wolf was Senior (19-4) by as many as eight in a physical second half, named All-Tournament Team captain after leading the Tigers to its second straight championship.

Boyden-Hull (24-3) was playing in its eighth title game and held the speedy Lynx to just 21 points in the first half. The Comet defense eventually couldn’t keep North Linn out, and the Siouxland Conference squad struggled to keep up, despite getting points from eight different players. Spencer Te Slaa had a team-high 10 points. North Linn is 2A’s first unbeaten state champion since 2014.

The Board of Control of the Iowa High School Athletic Association (IHSAA) met November 16, 2018, at the Hilton Garden Inn in Cedar Falls, Iowa, pursuant to notice. Board of Control members present were Chairperson Greg Darling, Vice Chairperson Rollie Wiebers, Treasurer Tom Keating, Russ Reiter, Rod Earleywine, Barb Schwamman, Brent Cook, Greg Dockum and Ryan Wise (non-voting). PRAIRIE, CEDAR RAPIDS COMMENTS ON OFFICIATING & CORRECTIVE ACTION – Executive Director Beste presented correspondence from and response to Prairie High School regarding the officiating in a regular season football game.

DAVENPORT, NORTH USE OF UNREGISTERED OFFICIAL – Executive Director Beste provided information regarding Dav- enport, North using an unlicensed football official during contests this fall. Correspondence sent to both schools, the official and the assignor was shared.

CENTRAL DEWITT APPEAL DECISION CORRESPONDANCE – Executive Director Beste shared the letter regarding the board’s decision from its October appeal hearing.

IHSAA BASEBALL ADVISORY COMMITTEE MINUTES & RECOMMENDATIONS – Assistant Directors Tharp and Chizek presented the minutes from the Baseball Advisory Committee and the committee's three recommendations. The committee recommended 1) To modify the current pitch count policy by requiring underclassmen (grades 8-9) to sit four days, rather than three days, if they exceed the 90-pitch daily limit. 2) To allow three scrimmages per school after the first practice date. 3) To change the dead period for pitchers and catchers to October 1 through December 31. (MM-S) Kibby-Earleywine to accept the minutes and to approve the three recommendations. Motion carried unanimously.

BASKETBALL HOST CONTRACT – Executive Director Beste presented new language for the postseason basketball host contract. (MM-S) Schwamman-Wright to approve the basketball host contract as presented. Motion carried unanimously.

BOARD OF CONTROL ASCENDING ORDER OF TERMS AND COMMITTEE APPOINTMENTS – Executive Director Beste conducted a random draw for the ascending order of board members Wiebers, Kibby and Wright. IHSAA TENNIS ADVISORY COMMITTEE MINUTES & RECOMMENDATIONS – Executive Director Beste presented the minutes from the Tennis Advisory Committee and its one recommendation. The committee recommended to allow a district runner-up (singles or doubles) be allowed to be submitted for seeding placement at the state tournament if the singles player or doubles team was a state champion or runner-up in either class the previous year. JOINT CROSS COUNTRY ADVISORY COMMITTEE MINUTES – Assistant Director Chizek presented the minutes from the Joint Cross Country Advisory Committee. The committee did not make any recommendations. (MM-S) Wright-Schwamman to receive the minutes. Motion carried unanimously.

BERNIE SAGGAU LETTER TO BOARD OF CONTROL – Executive Director Beste shared a letter from former executive di- rector Bernie Saggau asking to relinquish his fundraising role with the Iowa Hall of Pride effective December 31, 2018. (MM-S) Earleywine-Cook to accept the resignation of Bernie Saggau. Motion carried unanimously.

EMPLOYEE RETIREMENT – Executive Director Beste shared a letter of retirement from Director of Finance Anderson effec- tive January 31, 2019. (MM-S) Earleywine-Schwamman to accept the resignation of Sandra Anderson with much apprecia- tion. Motion carried unanimously.

REPORTS

D.O.E. REPORT – Board member Wise and Executive Director Beste discussed the school safety webinars and the ineligibil- ity period of all activities under the Scholarship Rule.

I.A.S.B. REPORT – Board member Dockum shared the four legislative priorities set by the IASB priorities for the 2019 session: to invest in mental healthcare, to create a school funding foundation formula, to set supplemental state aid in a timely manner, and to repeal the December 31, 2029, sunset on the statewide penny sales tax for school infrastructure.

I.H.S.A.D.A. REPORT – Board member Cook presented on the NIAAA National Athletic Director Conference being held in San Antonio, Texas and expanded student scholarship opportunities.

DIRECTOR OF OFFICIALS REPORT – Director of Officials Curtis presented the most recent official registration numbers and reported on the ejections in the fall sports.

EDUCATIONAL SERVICES REPORT – Assistant Director Elsberry provided information on the upcoming IASC regional conferences, the IASC fall state leadership conference, Coaching Boys into Men local conferences, and the Pride Challenge.

Spring 2019 45 board minutes Board of Control ELIGIBILITY RULING – (1) Iowa City, City – Cian M. – Scholarship Rule 36.15(2). Pursuant to a letter received from Patrick M. and Cian M. Patrick M. and Cian M., appellants, participated in the hearing. The participants were informed Board Member Wise had recused himself from the hearing and had not received any materials pertaining to the hearing. BELLEVUE INELIGIBLE ATHLETE PARTICIPATION & CORRECTIVE ACTION – Executive Director Beste presented cor- respondence from and response to Bellevue High School regarding the participation of an ineligible athlete in a high school wrestling event.

SIOUX CITY, WEST USE OF UNREGISTERED OFFICIAL – Executive Director Beste provided information regarding Sioux City, West using an unlicensed basketball official during a contest this winter.

NO TRESPASS LETTER – Executive Director shared the letter sent to an individual, who had threatened an advisory com- mittee member, indicating that he is no longer welcome at any IHSAA sponsored event.

2019 WRESTLING TOURNAMENT MANUALS – Director of Officials Curtis presented the 2019 postseason wrestling tour- nament manuals to be used for both the individual and dual team tournaments.

2019 BASKETBALL TOURNAMENT MANUAL – Associate Director Nanninga presented the 2019 postseason basketball tournament manual.

APPROVAL OF CONSENT ITEMS – (MM-S) Wiebers-Dockum to approve all consent items as presented and reviewed. Motion carried unanimously.

ACTION ITEMS

FINANCIAL REPORT – Director of Finance Anderson presented December 31, 2018, financial statements including the De- tailed Statement of Financial Position, Statement of Budgetary Activities and Quarterly Investment Report. (MM-S) Schwam- man-Cook to approve the financial report as presented and reviewed. Motion carried unanimously.

INVESTMENT COMMITTEE MEETING MINUTES AND RECOMMENDATION – Director of Finance Anderson presented the minutes from the investment committee on December 13, 2018. The committee recommended to sell one investment and to reinvest the proceeds. (MM-S) Earleywine-Dockum to approve the committee’s recommendation. Motion carried unani- mously.

UPDATED INVESTMENT POLICY– Director of Finance Anderson and Executive Director Beste presented a revised copy of the investment policy. The revised policy changes who has the authority to make investment decisions, removes the limits on the percentage of the total portfolio that may be invested in any classification and requires an investment report be presented to the Board of Control on a quarterly basis. (MM-S) Earleywine-Wiebers to approve the revised investment policy. Motion carried unanimously.

2019 CLASS 1A AND 2A REGIONAL DUAL TEAM WRESTLING SITES – Director of Officials Curtis presented the Class 1A and 2A regional dual team sites. Class 1A and 2A assignments will be made following the sectional tournament on February 2. (MM-S) Cook-Schwamman to approve the sites as presented. Motion carried unanimously.

2019 STATE QUALIFYING BOWLING SITES AND ASSIGNMENTS – Assistant Director Tharp presented the state qualifying bowling meet sites and assignments. (MM-S) Dockum-Wright to approve the sites and assignments as presented. Motion carried unanimously.

2019 BASKETBALL DISTRICT AND SUBSTATE ASSIGNMENTS – Associate Director Nanninga presented the basketball district and substate assignments. (MM-S) Cook-Wright to approve the sites and assignments as presented. Motion carried unanimously.

2019 SPRING GOLF CLASSIFICATIONS – Assistant Director Elsberry presented the classifications to be used for the 2019 spring golf postseason. (MM-S) Wiebers-Schwamman to approve the classifications as presented. Motion carried unani- mously.

2019 TENNIS CLASSIFICATIONS – Executive Director Beste presented the classifications to be used for the 2019 tennis season. (MM-S) Earleywine-Cook to approve the classifications as presented. Motion carried unanimously.

SOCCER ADVISORY COMMITTEE MINUTES & RECOMMENDATIONS – Assistant Director Tharp presented the minutes and recommendations from the Soccer Advisory Committee. The committee made four recommendations. 1) To move the Jamboree start date to Week 38. 2) To use the following classifications beginning with the 2019-20 school year: largest 48 schools in Class 3A, the next 56 schools in Class 2A and the remainder in Class 1A. 3) To increase the size of the traveling party from 27 to 33. The IHSAA Administrative Staff amends this recommendation to 31 individuals in the traveling party. 4) To change the postseason schedule of the 2019-20 postseason to allow for a day off between matches in the state tournament. (MM-S) Earleywine-Wiebers to receive the minutes and to approve the four recommendations as amended to the board. Motion carried unanimously.

GOLF ADVISORY COMMITTEE MINUTES & RECOMMENDATIONS – Assistant Director Elsberry presented the minutes and recommendations from the Golf Advisory Committee. The committee made three recommendations. 1) To amend the personal code of conduct to include a three-step process: verbal warning, two-stroke penalty, and disqualification. 2) To ex- pand its local rule banning cell phones to include restrictions on all portable audio/video devices. 3) To establish guidelines if a host school would like to utilize a maximum stroke format. (MM-S) Earleywine-Dockum to receive the minutes and to approve the three recommendations as presented to the board. Motion carried unanimously.

CLASS 2A STATE SINGLES AND DOUBLES TENNIS SITE AGREEMENT – Executive Director Beste presented information regarding the city of Cedar Rapids continuing to host the Class 2A singles and doubles tennis tournament through 2022. (MM-S) Schwamman-Wiebers to renew the contract with the city of Cedar Rapids for the 2021 and 2022 Class 2A state sin- gles and doubles tennis tournament. Motion carried unanimously.

SOCCER HOST CONTRACT – Executive Director Beste presented new language for the postseason soccer host contract. (MM-S) Wright-Earleywine to approve the postseason soccer host contract as presented. Motion carried unanimously.

BASEBALL HOST CONTRACT – Executive Director Beste presented new language for the postseason baseball host con- tract. (MM-S) Dockum-Earleywine to approve the postseason baseball host contract as presented. Motion carried unani- mously.

2019 SPIRIT OF SPORT NOMINATION – Executive Director Beste shared the IHSAA’s intent to nominate Bob Baxter, wres- tling official, as Iowa’s nominee for the NFHS Spirit of Sport Award. (MM-S) Schwamman-Cook to approve the nomination. Motion carried unanimously.

LEGAL FEES – Executive Director Beste shared a request from Legal Counsel Humke to increase his hourly rate effective February 1, 2019, to keep pace with other increases in fees at Nyemaster Goode. (MM-S) Earleywine-Wiebers to approve the rate increase for legal counsel Humke as presented. Motion carried.

2018-19 BEDS DOCUMENT – Assistant Director Tharp presented the BEDS Document that will be used for classification for the 2019-20 school year. In case of ties in enrollment, the last alphabetical school goes into the larger classification. (MM-S) Earleywine-Cook to approve the BEDS Document to be used for 2019-20 classifications. Motion carried unanimously.

I.A.S.B. REPORT – Board member Dockum shared IASB’s Day at the Hill is February 5th.

I.H.S.A.D.A. REPORT – Board member Cook shared the state athletic directors conference will be held in Coralville March 23-26.

LET’S CONNECT CONFERENCE – Assistant Directors Elsberry and Chizek shared about their experience at the recent Let’s Connect Conference in Chicago.

INFORMATION AND DISCUSSION ITEMS

1) The board discussed a proposal to update the IHSAA web site and database. 2) Director of Officials Curtis provided an updated list of 2018-19 winter sports ejections. 3) Assistant Director Chizek presented information from the IHSBCA Convention he was a part of earlier in the month. 4) Executive Director Beste provided a preliminary schedule for the 2019 NFHS Summer Meeting. 5) Executive Director Beste shared information about a meeting he and Jean Berger, Alan Greiner and Craig Ihnen had with a legislative committee in Des Moines. 6) Executive Director Beste provided information regarding Iowa Christian Academy sharing with Grand View Christian for the remainder of the 2018-19 school year. 7) Executive Director Beste provided information regarding the number of insurance claims filed under the Head Strong Insurance program as of January 1.

NEXT MEETING DATE - The next regularly scheduled meeting will be held March 7, 2019 at Hy-Vee Hall in Des Moines, held in conjunction with the state basketball tournament.
