In this report, the British Council demonstrates its recognition of the importance that the Government of Pakistan attaches to English, as a tool for individual and national development, and its wishes to support the government in its desire to address the significant challenges that the country faces in the area of English language teaching and learning. To this end, in early 2010, the British Council commissioned a consultant, Hywel Coleman, to undertake a review of the country’s ELT policies and practices.
