The form of the Report is the sanie as that submitted last year, and, lit view *of the need for economy, the appendix to the Report has again been confined to the usual statistics. SECTION 1—GENERAL REVIEW •Amendnients to the Royal Canadian Mounted Police Act - No amendments to the Royal Canadian Mounted Police Act Were made during the past year, but it is• considered that a few will be necessary in th è near future. 2. Agreements With the Provinces - During the year tinder review, the. following new agreements were entered into:— • (1) New Brunswick; seven years from April lst, 1942. • (2) Nova Scotia, seven years from June lst, 1942'. • (3) Prince Edward Island, seven years from June lst, 1942. and at the time of writing, it is quite possible that a long-term agreement will soon be concluded with the Province of Saskatchewan, probably for a period of ten years.

    ARCTIC VOL. 40, NO. 1 (MARCH 1987) P. 66-77 My Dear Beaufort: A Personal Letter from John Ross’s Arctic Expedition of 1829-33 CLIVE HOLLAND’ and JAMES M. SAVELLE2 (Received 30 January 1986; accepted in revised form 6 October 1986) ABSTRACT. During his four years’ residence in the Canadian Arctic in search of a Northwest Passage in 1829-33, John Ross wrote a private letter to Francis Beaufort, Hydrographer of the Navy. The letter, reproduced here, provides valuable historical insights into many aspects of Ross’s character and of the expedition generally. His feelings of bitterness toward several of his contemporaries, especially John Barrow and William E. Parry, due to the ridicule suffered as a result of the failure of his first arctic voyage in 1818, are especially revealing, as is his apparently uneasy relationship with his nephew and second-in-command, James Clark Ross. Ross’s increasing despair andpessimism with each succeeding enforced wintering and, eventually, the abandonment of the expedition ship Victory are also clearly evident. Finally,the understandable problems of maintaining crew discipline during the final year of the expedition, though downplayed, begin to emerge.     Seasonal Movement and Habitat Use of Beluga Whales in the Canadian Beaufort Sea by Claire Alexandra Hornby A Thesis submitted to the Faculty of Graduate Studies of The University of Manitoba In partial fulfilment of the requirements of the degree of MASTERS OF SCIENCE Department of Environment and Geography University of Manitoba Winnipeg, Manitoba, Canada DECEMBER, 2015 © C.A.H, December 2015 Abstract To enhance knowledge of beluga whale (Delphinapterus leucas) movement and habitat use in the southeast Beaufort Sea, we examined aerial survey data from two critical seasons: spring (2012-2013) and late-summer (2007-2009). In the spring, belugas were associated to variables of sea ice, bathymetry, and turbidity (chi-square), and a combination of classes within these variables (multiple correspondence analysis). In the late-summer, a resource selection function (RSF) evaluated the influence of sea surface temperature, chlorophyll a, bathymetry, and distance to shore on beluga habitat selection. In the spring, belugas primarily occurred in open water and close to fast-ice edges (<50 m), where increased freshwater was present. In the late- summer, prey aggregations likely influenced beluga selection of warmer waters (>0°C) found along the Mackenzie Shelf (<500 m), offshore of the Mackenzie Estuary and Tuktoyaktuk Peninsula. In the Canaeh Arctic, the largest and best known polynya is the North Water. There are also several similar, but smaller, recurring polynyas and shore lead systems. Polynyas appear tobe of critical importance to arcticmarine birds and mammalsfor feeding, reproduction’itnd migration. Despite their obvious biological importance, mostpolynya areas.are threatened by extensive disturbance and possible pollution as a result of propesed offshore petrochemical exploration and year-round shippingwith ice-brewg capability. However, we cannot evaluate what the effects of such disruptions mi&t be becauseto date we have conducted insufficient researchto enable us to haye: a quantitative understanding of the critical ecological processes and balances that magl,k unique to polynya areas.
