1 I. About Saudi-Japan Vision 2030 2.0 Updated

1. Overview of Saudi-Japan Vision 2030 2.0 and Japan have developed a strong partnership since 1955, when both countries first estab- lished diplomatic ties.

The two countries have mutually benefitted as Saudi Arabia has been the largest and most stable oil sup- plier for Japan, and Japan has been one of the largest customers for Saudi Arabia. Japan has imported 19 billion barrels of oil, worth JPY100 trillion or USD924 billion in value since 1950 (using an approximate ex- change rate as of June 6th 2019). Similarly, strong mutual ties were developed through trade and transfer of high quality products and tech- nologies. For instance, the share of recent Japanese automobile sales in Saudi Arabia exceeded 50%. Suc- cessful investments in mega projects in the refinery and petrochemical sectors stand out as critical mile- stone in Saudi Arabia.

Saudi Arabia is going through the very dynamic socio economic changes under“”, as is the bilateral relationship between Saudi Arabia and Japan. On September 1st 2016, His Royal Highness current Crown Prince and Prime Minister Shinzo Abe decided to set up the“Joint Group for Saudi-Japan Vision 2030”, heralding a new era of partnership between the two countries.

“Saudi-Japan Vision 2030”was launched by Prime Minister Abe and His Majesty King Salman bin Ab- dulaziz in March 2017, as a“Compass of new strategic partnership”. In June 2019,“Saudi-Japan Vision 2030 2.0” was announced which summarized the progressed and expanded cooperation project, and“Saudi-Japan Vision 2030 2.0 Updated” was announced in October 2019. The number of the projects that started from 31 has increased 69, and the number of ministries and institutions participation has increased from 41 to 65.

I. About Saudi-Japan Vision 2030 2.0 Updated “Saudi-Japan Vision 2030” is a comprehensive vision to develop a strategic partnership which will serve our economy and our future prosperity by creating a synergy of our two strategies. The“Saudi Vision 2030” sets clear goals for a vibrant society, a thriving economy and an ambitious nation. Japan has set a new growth strategy to realize Society 5.0 with connected industries. In addition, Japan’s growth strategy in- cludes promoting women’s empowerment to develop a diversified and vibrant work force. The Cool Japan policy adds cultural value to the economy. The government of Japan is fully committed to support Saudi Arabia’s effort to realize its socio-economic reform. The governments of Saudi Arabia and Japan has jointly set the“Saudi-Japan Vision 2030” as a new compass for strategic partnership, and will jointly implement possible opportunities and projects in the Vi- sion.

(2) Public and private partnership As of today, 65 ministries and relevant entities from both countries are involved under Saudi-Japan Vision 2030. Intensive and speedy interaction between counterpart offices and project managers of both countries are also taking place every day. In addition to 69 projects and other opportunities with government involve- ment, business entities from diverse areas have been actively seeking business opportunities in and outside of Saudi Arabia.

(3) Commitment for human resource development Both Saudi Vision 2030 and Japan’s growth strategy put high priority on human resource development. Japanese public and private sectors have supported capacity building in Saudi Arabia, resulting in training more than 10,000 Saudi workers.

(4) Strong enablers for Saudi-Japan Vision 2030 2.0 In parallel to conducting cooperation projects, both countries identify challenges in regulations, incentives, organizational support and human capital, and make joint effort to improve them.“Vision Offices” in both countries will serve as front office to support businesses and other projects.

3. History of Saudi-Japan Vision 2030 2.0 Updated When His Royal Highness the current Crown Prince visited Japan in September 2016, our two countries agreed to establish the comprehensive framework at ministerial level, titled:“Joint Group for Saudi-Japan Vision 2030.”

At the first Ministerial Joint Group held in October, 2016, five ministers set up five expert level sub-groups (Sixth subgroup was added in March 2017) under the Joint Group to cover a wide range of areas. By October 2019, Ministerial Meetings have been held four times and ten rounds of sub-group meetings at an expert level have been held, in which fruitful discussions were made. In October 2019,“Saudi-Japan Vision 2030 2.0 Updated” was announced which summarized the cooperation projects. I. About Saudi-Japan Vision 2030 2.0 Updated

4 II. Saudi-Japan Vision 2030 2.0 Updated Projects

1. Enablers (1) Vision Office While the Japanese government opened the“Vision Office Ri- yadh” in January 2018, the Saudi Arabian government an- nounced the opening of“Vision Office Tokyo” in the first quarter of 2020 at the 3rd Saudi-Japan Vision 2030 Ministerial Meeting in June 2019.“Vision Office” functions as the front office that will facilitate implementation of projects related to Saudi-Japan Vi- sion 2030, and aims to find potential cooperation opportunities. JETRO will provide necessary support for the establishment of the Office in Tokyo. The establishment of both offices is expected to further promote Saudi-Japan Vision 2030 and expand business opportunities be- tween the two countries.

(2) SAGIA Office in Tokyo SAGIA (Saudi Arabian General Investment Authority) will open SAGIA Office in Tokyo in the Saudi embas- sy in Japan by the end of 2019 to promote Japanese investments in Saudi Arabia. SAGIA provides more than 20 services for investors, ranging from providing market data, to assisting in the development of the business case, to customizing incentives, to ensuring a smooth and seamless experience for the investor in setting up their business. SAGIA Office in Tokyo will be a focal point in Japan to provide a wide range of services to Japanese companies that are interested in promoting their business with Saudi Arabia.

(3) Cooperation Program between NIDLP and Saudi-Japan Vision Office in II. Saudi-Japan Vision 2030 2.0 Updated Projects National Industrial Development and Logistics Program (NIDLP) and Saudi-Japan Vision Office in Riyadh will initiate a cooperation program in October 2019.

5 (4) Toho Titanium’s Sponge Titanium Factory Toho Ttanium and Tasnee’s JV Yanbu factory began operations on September 18th 2019. Since the establishment of JV in Febru- ary 2016, it took about 3 years to start operation. The factory, taking advantage of the low energy cost of Saudi Arabia, has a production capacity of 15,600 tons of titanium sponge per year. Titanium, one of the focused materials under National Industrial Development and Logistics Program (NIDLP), is very important material for Saudi Arabia. This project aims to supply materials to advanced industries such as aircraft in Saudi Arabia in the fu- ture. It will eventually lead to the development of the whole in- dustry of Saudi Arabia. For the preparation of this factory, 65 Saudi engineers took production training as trainees at Toho’s Wakamatsu Factory in Japan for about 2 years, which contribute to the employment of Saudi engineers and human resource devel- opment as well. Following the start of production, the opening ceremony of the Yanbu factory is planned to be held in November 2019.

(5) Dispatch a Japanese business mission to Special Economic Zone in KSA Saudi-Japan Vision Office in Riyadh (VOR) and JETRO plan to dispatch a Japanese business mission to Special Economic Zone (SEZ) in Saudi Arabia in December 2019. To improve the ease of doing business of Japanese companies under Saudi-Ja- pan Vision 2030, VOR and JETRO submitted a special report to Saudi authorities, which included a concrete proposal from Japanese companies for new designs of SEZs, and have been discussing with related Saudi authorities to make Saudi SEZs more attractive for Japanese companies. National Industrial Development and Logistics Program (NIDLP) is currently planning to announce five brand new SEZs in 2019. By dis- patching a Japanese business mission to the candidate loca- tions of SEZs, VOR and JETRO create new concrete invest- ment projects of Japanese companies, and contribute to increasing investment in Saudi Arabia.

This program is established by the governments of both sides to develop youth who will build a bridge between Saudi Arabia and Japan to shape a better future. Students will mu- tually visit Saudi Arabia and Japan, not only study their history and culture, but also have a chance to see how new businesses are being developed in both countries. This will help students to get a better idea on how to make the economic relationship between both countries stronger. Based on what students learn through, they will make policy recommendations to the governments of both countries with fresh idea.

6 (7) International Agreement for Cost-Sharing Technical Cooperation In December 2018, diplomatic notes on Cost-Sharing of Technical Cooperation were exchanged between Saudi Arabia and Japan, and this enables Saudi Arabian officials to participate in the training courses in Japan implemented by the Japan International Cooperation Agency (JICA). Following the participation of officials from the Ministry of Environment, Water and Agriculture (MEWA) in JICA’s training program early this year, officials from other Saudi ministries are expected to participate in the program in the latter half of 2019 and later on, in coordination with Ministry of Economy and Planning (MEP).

(8) Cooperation on Intellectual Property Since the ratification to the Patent Cooperation Treaty (PCT) by Saudi Authority for Intellectual Property (SAIP), the number of patent applications filed with SAIP from Japan has increased, and is expected to grow more. Therefore, SAIP and the Japan Patent Office (JPO) signed a Memorandum of Cooperation and coop- erate in October 2019 to jointly improve the environment that allows easier utilization of intellectual prop- erty. (3)Energy and Environment 3. Energy & Environment (1) Joint Crude Oil Storage Project in Okinawa Joint crude oil storage project, to store the crude oil of in oil tanks of the Okinawa CTS Cor- poration in Okinawa Prefecture, was inaugurated in 2010. The oil tanks are utilized commercially by Saudi Aramco as their supply base to any market where the crude oil supply from Okinawa is required. In addi- tion, this project contributes to the energy security of Japan through the supply of stored crude oil to the Japanese market in case of emergency. This project continue to be mutually beneficial for both countries by renewing its contract in October 2019.

(2) Stable and optimal“Hybrid Renewable Energy Supply Infrastructure” by using IoT Since July 2019, Saudi Electricity Company (SEC), Ministry of Economy, Trade and Industry of Japan (METI) and selected Japanese companies have been jointly carrying out a feasibility study to introduce in- frastructure in Saudi Arabia which supply renewable energy stably and in the most suitable form by using IoT. In this project, solar power, energy storage system, energy management system (EMS), and cleaning robot of PV panel are made into one hybrid package. Japan aims to introduce this package to wind power site called Huraymila as“Hybrid Renewable Energy Supply Infrastructure” connected by network including IoT. The hybrid package using Japanese technology is not only expected to be a milestone for Japanese companies to start business in Saudi Arabia but also contribute to the energy policy of Saudi Arabia which actively plan to introduce renewable energy under“Saudi Vision 2030”. (3) Collaboration on studies in Technologies towards Low Carbon Energy Systems Saudi Arabia intends to establish a system of Carbon Capture, Utilization and Storage (CCUS) in order to

reduce CO2 emission while diversifying its economy. The Institute of Energy Economics (IEEJ) and Saudi

Aramco is currently conducting a feasibility study on establishing Carbon-free Ammonia (NH3) production and supply. Based on the feasibility study, both sides are planning to hold a workshop in December 2019 and

8 January 2020 to discuss initial results and the way forward. The project aims to produce Carbon-free NH3 production in Saudi Arabia from different feedstock and supply to Japan to be utilized in different applica- tions such as combustion fuel thermal power plants.

(4) Dispatch a Japanese business mission in energy efficiency and renewable energy fields Saudi Arabia, whose energy demand has been expanding, is putting a priority on energy efficiency and making efforts to introduce renewable energy to overcome its oil dependency. The Energy Conservation Center, Japan (ECCJ), Japanese Business Alliance for Smart Energy Worldwide (JASE-World), and Japan Cooperation Center for the Middle East (JCCME) are planning to dispatch a business mission of about 10 Japanese companies in the fields of energy efficiency and renewable energy. The mission will support -pro moting energy efficiency and renewable energy with Japanese companies’ know-how and technologies, while Japanese companies exploring their business opportunities in the energy service in Saudi Arabia.

(5) Cooperation on Waste Management Ministry of Environment Water and Agriculture (MEWA) and

Ministry of the Environment, Japan (MOEJ) are cooperating in II. Saudi-Japan Vision 2030 2.0 Updated Projects the field of waste management. In January 2019, the waste man- agement workshop was held in Riyadh. In March 2019, a study tour on waste management to Japan was organized for Saudi authorities and they visited waste management facilities. For further cooperation, MEWA and MOEJ are going to sign a MOC in the field of environment. In addition, a study tour on waste management to Japan and the 2nd waste management workshop in Saudi Arabia are currently planned. Japan contributes to im- prove the waste management of Saudi Arabia through these knowledge sharing activities.

9 4. Quality Infrastructure (1) The joint project of pilot test on Brine Concentration membrane technology for brine man- agement of seawater desalination Toyobo and Saline Water Conversion Corporation (SWCC) signed the Memorandum of Understanding on the joint pilot test of Brine Concentration (BC) membrane technology for brine management of seawater desalination in October 2019. This BC membrane technology is a brand new technology which dilutes brine for the reuse and increases water production of seawater desalination plant This technology can also achieve high concen- tration rate with less energy compared to the existing technolo- gy, which makes possible the recovery of valuable materials. It is expected to be applied commercially in the future. Arabian Jap- anese Membrane Company, Toyobo’s subsidiary in Saudi Arabia, also participates in this pilot test and contributes to the develop- ment of new membrane technology and technology transfer.

(2) Cooperation in the Transport Sector Based on MOC signed in 2018 with the Saudi Ministry of Transport (MoT), the Ministry of Land, Infrastruc- ture, Transport and Tourism of Japan (MLIT) has been conducting a study on the transport sector of Saudi Arabia. MoT Minister’s visit to Japan is under arrangement in 2019. MoT will exchange information with MLIT and other related Japanese companies and take a tour to see Japanese transport infrastructures. The interactions between Saudi Arabia and Japan in the field of transportation will continue, so that the trans- port sector in Saudi Arabia will improve through utilization of Japan’s knowledge and participation of Jap- anese companies.

(3) Technical Cooperation in Housing Sector Given the Saudi target to develop an ideal number of housing units in the near future, Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT) is cooperating with the Saudi Ministry of Housing

MoHo and MLIT jointly hosted workshops in Riyadh in October 2018 with 28 participants from Japanese housing industry. In the workshop, participants exchanged infor- mation and opinions with MoHo, SAGIA and so forth. MLIT also makes effort to provide Saudi housing market information to Japanese industry. MLIT is ready to further exchange information with MoHo on technical support for assurance of a minimum level of quality of housing in Saudi Arabia. MLIT is planning to hold a training program on that theme in Japan.

10 (4) Cooperation in the field of ICT In June 2019, Ministry of Internal Affairs and Communication of Japan (MIC) and Ministry of Communica- tions and Information Technology of Saudi Arabia (MCIT) signed a MOC to further strengthen bilateral cooperation in the field of ICT. Based on the MOC, MIC will dispatch public/private mission and hold pub- lic/private workshops in Saudi Arabia in March 2020 to promote collaboration between companies through knowledge sharing and business matching. MIC will conduct surveys in the field of ICT in Saudi Arabia and provide the outcome to Japanese companies so that business opportunity for Japanese companies will ex- pand and ICT services provided by these companies will be widely used in Saudi Arabia. 5. Entertainment (1) Human Resource Development in Entertainment Sector Japan Cooperation Center for the Middle East (JCCME) and General Commission for Audiovisual and Media (GCAM) have been conducting joint activities to promote human resource development in entertainment sector including game, animation, manga and computer graphics.“Saudi Vision 2030” encourages the enter- tainment and recreation in the national transformation. The demand for human resource development in the entertainment sector is greatly increasing in Saudi Arabia, In September 2019, the 2nd training program of game development for 9 Saudi game creators was held, which included 2-day visit to Tokyo Game Show 2019 and 4-day exclusive training program in Tokyo. Another program to develop game creators will be organized in Riyadh, and in December 2019 as a seminar on game development and busi- ness opportunities by professor at Tokyo University of Technology (TuT) .

(2) STAR ISLAND - Celebrating Saudi National Day In September 23rd 2019, the national day of Saudi Arabia, AVEX performed futuristic fireworks entertain- ment show“STAR ISLAND” in Jeddah. The main story of“STAR ISLAND” was huge adventure of a little boy from Saudi Arabia. 12,000 fireworks were set off from the sea with performance of 118 dancers includ- ing Saudi Arabian dancers and music, which celebrated the beautiful night of the national day. The number of audience was about 300,000, and one of the audience expressed her surprise in the TV interview that the show was just magical.“STAR ISLAND”, which was the first performance by Japan for the national day, ended with the huge success. It is expected that Japanese entertainment will catch more attention in Saudi Arabia and enrich the life of people in Saudi Arabia.

11 (3) Business Matching in Entertainment Sector KADOKAWA and Manga Productions started collaborative projects including production of Manga on Saudi history. KADOKAWA Malaysia and Manga Production carried out the internship program for Saudi creators to produce manga in 2019. 14 Saudi creators joined 8 weeks program from June 24th to August 15th in order to acquire a project management skills for manga production. Within the program, trainees created 2 new original manga products under the guidance of professional manga artists and visited animation stu- dios and schools. Saudi Anime Expo 2019, organized by DENTSU and SELA SPORT which is under GEA, will be held in Riyadh in November 2019. This event is expected to be a showcase of various Japanese ani- mation and manga, and JETRO will organize a seminar and site tour for Japanese companies participating in this event to have their deeper understanding on Saudi market.

(4) Takeshi’s Castel Saudi Arabia - Joint Production of Entertainment Program On September 25th 2019, as the regular broadcast,“Al Hosn - Takeshi’s Castle Saudi Arabia” was started with the prime time of MBC, the largest broadcasting station in the Middle East. TBS has signed a license agreement with Banader Gulf Media Production Co. to produce a Saudi version of the Japanese TV program “SASUKE (Ninja Warrior) ” and has already been broadcasted. II. Saudi-Japan Vision 2030 2.0 Updated Projects 6. Healthcare & Medicals (1) Cooperation in Endoscopic Treatment Ministry of Health (MoH) of Saudi Arabia and Ministry of Health, Labour and Welfare of Japan (MHLW) of Japan are conducting one year training program for Saudi Arabian doctors on endoscopic treatment in Ja- pan. One Saudi doctor started the training in July 2019 at Oita University and other doctors will start the training in December 2019 at Kitasato University. This training program is special in that Saudi doctors not only take class room lectures or see demonstration but are allowed to provide medical service to patients, which make it possible for them to actually improve their skills. This project is expected to contribute to the improvement of medical level in Saudi Arabia.

Agriculture & Food (1) Agriculture & Food Cooperation for Business Promotion in KSA Ministry of Agriculture, Forestry and Fisheries (MAFF) carried out a study on agriculture and food sectors in Saudi Arabia with support by Ministry of Environment - Water and Agriculture (MEWA). The study identified promising business areas such as the restaurant industry, healthy foods, and water-saving facility horticulture, and also the effective role of“influencers” through SNS. Based on the result of the survey, MAFF dispatched a public-private mission to Saudi Arabia in 2018 to gather information on the business environment and provided a business matching opportunity with possible partner companies. At a next step, MAFF plans to carry out a project in December 2019 to enhance the recognition of Japanese food and to further promote business partnerships by inviting Saudi influencers and possible Saudi partner compa- nies to Japan. Matsutani Chemical Industry and Al Yemni have collaborated on marketing“Rare Sugar Sweet”, syrup containing rare sugar, which can effectively control the level of blood sugar. 8. Investment & Finance (1) Collaboration on Investment & Finance Japanese banks have contributed to the development of wide range of projects in Saudi Arabia. Three major Japanese banks are ranked among the top four in the Book runner Ranking for Saudi Arabia in 2018. They participated in the USD11 billion syndicated bank loan to the (PIF). In addition to Mizuho Bank’s 10 years operation in Saudi Arabia, Sumitomo Mitsui Banking Corporation and MUFG Bank started local operation in 2018. In addition, the PIF has committed to invest up to USD45 billion in Softbank Vision Fund together with Japanese Partners to invest in the technology sector of Japan and the world. Japanese banks and Saudi Arabian financial institutions signed various MOUs with the objective of promot- ing Japan-Saudi Arabia investments and developing the Saudi economy. The MOUs will see Japanese com- panies and investors introduced to Saudi Arabian financial institutions. Over the past five years, Japan Bank for International Cooperation (JBIC) has provided approximately $2.5 billion finance for Saudi Arabia-Japan cooperation projects in Saudi Arabia. Recently, JBIC has invited offi- cials from Saudi Arabian governmental agencies and governmental financial institutions to partici- pate in the“JBIC Seminars”, which is held with the aim of promoting mutual understanding between JBIC and important overseas partners, as well as has shared its knowledge of public-private partner- ships and project finance through a seminar held in Saudi Arabia. Those contribute to further strength- en cooperative relations between Saudi Arabia and Japan.

SMEs & Capacity Building (1) The training for Productive Maintenance(PM) and Quality Control(QC) In order to promote industrial diversification and youth employment creation in Saudi Arabia, the training for Productive Maintenance (PM) and Quality Control (QC) has been conducted for the development of Sau- di SMEs. In 2014, the first training was held and a total of five training sessions has been held for Saudi Arabians. Next training is scheduled for January in 2020.

(2) Cooperation to the Saudi Japanese Automobile High Institute (SJAHI) in the car maintenance technology sector Saudi Arabia and Japan are cooperating on the activities of Saudi Japanese Automobile High Institute (SJA- HI), training center in the car maintenance technology sector. The SJAHI project which targets are to master technical skills and car maintenance and to ensure Saudi youth jobs in one of the distributors of Japanese cars in Saudi Arabia is contributing to . The SJAHI project has been supported by National Industrial Clusters Development Program (NICDP) and Technical and Vocational Training Corpo- ration (TVTC), Saudi Arabia. More than 3000 people has studied in SJAHI and many of them are working in the related sector in Saudi Arabia. Through the cooperation of human resource development to Middle East, it is expected that the SJAHI project will strengthen bilateral relations and secure stable supply of energy to Japan. II. (3) Cooperation to the Saudi Electronics & Home Appliances Institute (SEHAI) in the electronics and home appliances maintenance technology sector Saudi Arabia and Japan are cooperating on the activities of Saudi Electronics and Home Appliances Institute (SEHAI), training center in the electronics and home appliances maintenance technology sector. The SEHAI project which targets are to master technical skills and electronics and home appliances maintenance and to ensure Saudi youth jobs in one of the distributors of Japanese electronics and home appliances in Saudi is contributing to Saudization. The SEHAI project has been supported by College of Excellence and TVTC, Saudi Arabia. More than 800 people has studied in SEHAI and many of them are working in the related

14 sector in Saudi Arabia. Through the cooperation of human resource development to Middle East, it is ex- pected that the SEHAI project will strengthen bilateral relations and secure stable supply of energy to Ja- pan.

10. Culture Sports & Education (1) Cultural and Sports Exchange To the greatest extent of its capacity, Japan has supported the goals of“Encouraging cultural events” and “Increasing the number of Saudi people who do exercise” as written in“Saudi Vision 2030”. As a good example of cooperation in the cultural field, a full orchestra concert was performed by Japanese male and female musicians in April 2017 for the first time in the . In the sports field, mutual visits among Judo and Karate athletes/coaches of the two countries continue, with looking forward the Tokyo Olympic and Paralympic Games in 2020. Japan is determined to continuously contribute to these fields including through dispatching a Japanese female Judo coach to Saudi Arabia from June 2019 and

holding“Japanese cultural week” and the exhibition“Beautiful handcraft of Tohoku, Japan” in Saudi Arabia II. Saudi-Japan Vision 2030 2.0 Updated Projects in February 2020.

(2) Cooperation Framework in the field of culture between the Ministry of Culture of the Kingdom of Saudi Arabia and the Ministry of Education, Culture, Sports, Science and Technology of Japan Ministry of and the Ministry of Education, Culture, Sports, Science and Technology of Japan are to sign MOC in order to enhance cooperation in various segments of the arts and culture. Un- der this MOC, both sides are expected to promote the exchange of officials and experts, capacity develop- ment programs, and reciprocally holding cultural performances in the fields of animation, preservation of tangible cultural heritage and other cultural segments. Both sides will develop concrete cooperative pro- grams and projects in the field of arts and culture based on the MOC after signing it.

(3) Issuance of Saudi tourist visa In September 2019, the Saudi government an- nounced the start of issuance of tourist visa that can be obtained on-arrival or via Internet for tourists from 49 countries including Japan. Saudi Arabia has abundant tourist resources such as vast nature and five UNESCO World Heritages. With the start of issuance of tourist visa, the increase of Japanese visitors to Saudi Arabia and the promotion of mutu- al understanding between the two countries are expected.
