6. MOTIONS ON NOTICE

6.1 Composition of Governing Council Moved: Carole Galli, Seconded Linda Horton that the Constitution be amended as fol- lows: Part A Clause 17 (1)(e) be amended, effective for the 2014 elections, to read: six(6) other persons. Clause 22(5) be amended, effective 2014, to read: At a Governing Council meeting six (6) Members will constitute a Quorum and Part B Clause 17(1)(e) be amended, effective for the 2015 elections, to read: four(4) other per- sons. Clause 22(5) be amended, effective 2015, to read: At a Governing Council meet- ing five (5) Members will constitute a Quorum.

Rationale: The number of members of FCCWA has reduced over time and the current requirement for 12 represents 12% of members. This has resulted in casual vacancies occurring over several years. By making a transitional change over the next two years, Council will better reflect our membership.

Cat agility

FCCWA’s inaugural Cat Agility event was held at the Burmese Cat Club/FCCWA show on 21st October, 2012. The course consisted of padded poles to weave through, a jump and a tunnel. A variety of cats tried the course with mixed success. Carole Carrol’s Somali “Teddy” set the pace early with a great performance, but a suc- cession of Burmillas, Burmese and even a Brit- ish Short Hair showed much more reluctance to perform in an event they considered was more worthy of a dog and therefore beneath them. An unconfirmed source suggests that there may be future legal action from a consortium of Aus- tralia Mist and Burmese cats to try and prevent such indignity in the future. Bengal and Abyssin- ian entrants were less concerned and showed that they were more than ready to compete, leading experts to believe that with a bit of training, they would soon be very competitive with the Somalis. A late entry from a Russian shocked onlookers with a surprise fast run and there were murmurings amongst some people that perhaps a steward should be called to check for higher that usual levels of . Any thoughts of a protest were dashed though when it was noted that the handler of the Russian in question was in fact a steward.

About the British Shorthair

The British Shorthair has come to be known as the teddy bear of the cat world. With a cobby body and wide Cheshire grin they are hard to resist and popular the world over.

Despite the rolly, polly look of these gorgeous cats, British Short- hairs are not a super cuddly breed. They don't like too much handling and are known as a "four paws on the floor" cat. This being said, that make exceptionally good companions and will sit with you, rather than on you. They are affectionate and loving cats but not in a demanding way. They will let you know when they are in the mood for smooching.

British Shorthairs are heavily boned, thick limbed and well mus- cled. This makes them surprisingly heavy for a reasonably com- pact cat. They have beautiful, wide, round eyes that together with full cheeks give them an irresistible face. Their coat is thick and dense with a bouncy, crisp feel. Most have deep orange eyes. Tabbies can have green eyes and Colourpoints have blue eyes but with all colours the deeper and richer the eye colour the better.

British Shorthairs originated from farm and street cats in the 1800's in Britain. Harrison Weir, the in- ventor of the Cat Fancy, bred British Shorthairs and they were one of the most shown breeds at the very first cat shows in Britain. Unfortunately, during the World Wars the British Shorthairs, like many other breeds, suffered greatly in lost numbers, perhaps more than any other breed. With few stud males available breeders had to resort to out crossing to keep the breed alive.

This started to see the decline of the cobby body until, in the 1950's breeders began to use big boned Persian cats to bring back the solid frame. This caused problems in itself as the Persian has a snub face and a soft, long coat. Selective breeding plans have managed to reduce and remove these traits and we have the British Shorthair of today.

BOOK REVIEWS

A Street Cat named Bob—James Bowen

James Bowen’s life has not been easy. After a childhood split between Australia and the UK, he spent several years estranged from his family and living on the streets in London. He had been a heroin addict but by 2007 he had found sheltered accommodation in Tottenham and was on a methadone program to try and wean him off the drug. His income was from busking in Covent Garden so when he found an injured ginger cat, he probably could have been excused if he thought that his life was complicated enough already. However, he was fond of cats and real- ised that this particular cat needed his help.

Initially, James just intended to nurse the cat back to health and then send him back on the streets but “Bob” as he was soon named, had other ideas and started to follow James as he headed off to Covent Garden to busk. People were captivated by Bob and the calm way that he just sat with James and he soon became a favourite with tourists and commuters. James switched from busking to selling the “Big Issue” while Bob became a local celebrity and youtube phenomenon. Having Bob as a companion gave James a sense of responsibility and helped him to start to put some order in his life and eventually make the final push to end his drug dependency and to get off the heroin sub- stitutes. He also managed to reconnect with his family.

This true story is a quick and easy read but shows what an important role can play in our lives. It’s a great story and is inspiring to see the journey that one person goes through to lift himself out of a difficult situation; with the help of a very cute ginger cat!

The Dalai Lama’s Cat— David Michie

The book, The Dalai Lama’s Cat was inspired by the author’s own and features many spiritual lessons from the per- spective of the Dalai Lama’s cat. HHC (His Holiness’s Cat) is res- cued as a tiny kitten and taken to live with the Dalai Lama in his home in the Himalayas. Her close proximity to the Dalai Lama al- lows her access to all sorts of secrets and she has several adven- tures at the residence of the Dalai Lama itself and also at a nearby restaurant where she is a frequent visitor. Her observations on the people around her help her to gradually understand the nature of happiness from a Buddhist perspective - what HHC calls the "purring within." Some of her observations are really insightful and the characters that surround her are lovely.

In the May edition of Cat Call we featured the real-life story of Mr Catty, who is a red Burmese bred by Carole Galli’s cats who now lives with a Lama in a Monastery in Kathmandu. One can only won- der what Mr Catty would think of HHC!

Both books are new releases for 2012 and are available in Kindle and from several online sites.

Cat Act 2011 Update

The Minister for Local Government has issued a circular to Local Government regarding the regulations that will be supporting the cat laws. It starts :

"As you will be aware, Phase 1 of the Cat Act 2011 commences on 1 November 2012. The in- tention of staging the introduction of the Act is to enable local governments to prepare their administrative systems in anticipation of the entire Act taking effect from 1 November 2013. There is no requirement for local governments to take any action on 1 November 2012 unless they choose to."

It goes on to say that the regulations will now be dealt with in two parts. The first part will deal with the majority of issues relating directly to clauses in the Cat Act 2011 and should be re- leased by the end of November. Issues to do with definitions of who can be approved as breed- ers will be included in part 1 and I am pleased to say that FCCWA, COAWA and ANCATS are all listed at prescribed organisations for the purposes of the Act. The second part relates to fees and will be reviewed in the first quarter of next year along with an assessment of fees for the dog act.

The question of cat numbers will not be covered by either part of the regulations and will be dealt with in a separate document. According to what I have been told, this will not be before the release of the first part of the regulations at the end of November 2012 and is likely to be some time next year.

FCCWA Governing Council has endorsed a committee consisting of Mark Garden, Kirsty Connell and Linda Horton. The committee has met with representatives from COAWA and ANCATS and will continue to monitor the situation and provide updates via Facebook or in Cat Call as infor- mation comes to hand. The committee has recently written to the Minister for Local Govern- ment outlining concerns with the progress of the regulations. If you wish to know more or want some input into the process, please speak to members of your Governing Council or the com- mittee.

Linda Horton

Some of the features of the Cat Bill that will directly impact FCCWA members were listed in the previ- ous Cat Calls, but it is worth just highlighting some of them again: You can find a copy of the Act at http://www.parliament.wa.gov.au

 All cats over the age of 6 months must be registered with the Local Government in the area that they live.

 All cats must wear registration tags in a public place unless they belong to a class of cats who are exempt.

 All cats over the age of 6 months old must be microchipped

 All cats over the age of 6 months old must be sterilised unless they are exempt. A cat that is kept for the purposes of breeding is exempt

 A person is not permitted to transfer ownership of a cat that is not sterilised unless the pur- chaser is an approved breeder. The cat must also be microchipped. If the cat is less than 6 months old, it may be transferred unsterilised provided that a voucher for sterilisation is part of the transfer. 23

Puss Cat Poisons

There are many substances that can be toxic to cats, with a large number of them found in and around the home. Cats being fairly fussy creatures (most of the time) don’t often eat noxious substances, but may ingest them because of their fastidious groom- ing habits. Contaminants on their coat or paws may be licked off, and can cause seri- ous toxicity. Young and inquisitive cats will often play with and chew on plants or other new and interesting objects, so care must be taken to keep them away from potential dangers. Outlined below are some of the more common poisons encountered by cats, and things that can be done to reduce toxicity.

Flea control products and Insecticides Compounds such as pyrethrins and permethrins can be found in some canine flea con- trol spot-on products, flea shampoos, flea powders and also insecticide products such as flea bombs, rinses and outdoor sprays. Toxicities commonly observed in small ani- mal practice often involve the application of supermarket brand canine flea ‘spot-ons’ and flea powders. Caution should be taken if using insecticides in and around the home, and cats should be removed from the environment until the substances have air dried, and the environment has been adequately ventilated. Allow 24-48 hours before returning cats to the environment.

Signs of toxicity in the cat may begin as salivation (particularly if the cat has ingested the compound via grooming), paw flicking and ear twitching, potentially progressing to vomiting, diarrhea, poor balance and worsening tremours and can ultimately lead to se- vere muscle tremours, seizures and death within hours. If canine flea control products have accidentally been applied to a cat, it should be washed off with cool water and a mild detergent. Mild signs of toxicity such as salivation and ear flicking may last for 24- 72 hours. If clinical signs progress, the cat should be taken to a veterinarian immedi- ately, and may require anti-convulsant drugs and fluid therapy.

Lilies Plants of the Lilium species, such as Easter lilies, Tiger lilies, Stargazer lilies, Asiatic lil- ies, Lilium hybrids and Day lilies are highly toxic to cats. All parts of the plant are toxic, even the pollen (which can be groomed off the coat if the cat was to brush past the plant). Eating as few as 2-3 leaves has been reported to being lethal, causing acute and potentially irreversible kidney failure.

Signs of toxicity include the sudden onset of vomiting, depression and inappetance. Cats will often be observed drinking excessively, how- ever become more dehydrated as time progresses. Cats become weaker and weaker, and will often die within 4-7 days of ingestion of plant parts. If cats are observed to ingest plant material, urgent vet- erinary attention is required. Intravenous fluid therapy, to maintain hydration and protect the kidneys, is required immediately to give the cat the best chance of survival.

Puss Cat Poisons (Cont’d)

Anti-inflammatory drugs Cats are highly sensitive to non-steroidal anti-inflammatory drugs such as aspirin and ibuprofen. These drugs are often given by misguided owners hoping to help relieve pain, however even small amounts can be toxic. Gastrointestinal upset may occur initially, within a few hours of ingestion. This includes vomiting (that may or may not be bloody), diarrhea and abdominal pain. Acute kidney failure can also result. Treatment is based on protection of the gastrointestinal tract and kidneys, and supportive fluid therapy.

Paracetomol (Acetaminophen) Only tiny volumes of paracetomol can be lethal to cats, often given by well meaning owners hoping to control pain and fever. Initial symptoms of paracetomol overdose can arise within 4 hours of dosing, and include salivation, vomiting, swelling of the paws and face and bluish discolouration of the tongue and gums. This occurs due to damage to the red blood cells, inhibiting their ability to carry oxygen in the blood. Urine becomes chocolate coloured due to breakdown of the red blood cells. Breathing difficulties, suf- focation and death can occur soon after.

Veterinary treatment should be sought after immediately. Gastric lavage (flushing the gut with fluid to remove ingested toxin) may be required, in addition to intravenous fluid therapy. Treatment can be prolonged and very costly, and toxicity is often fatal. Cats should never be given paracetomol for pain relief.

Petroleum product poisoning Cats can be poisoned by petrol, diesel fuel, kerosene or motor oil, either by direct con- tact with the skin, by ingestion of the substance as a result of grooming contaminated fur or by inhalation of noxious vapours. Cats that sit under cars will often be seen with dark greasy patches in their coat. The signs of toxicity are varied, but include excitabil- ity, depression, shivering, head tremours, visual dysfunction or blindness and incoordi- nation. Pneumonia (coughing, difficulties breathing, weakness and reluctance to move) may be seen in some animals that inhale highly volatile substances. Death can result within days.

If a cat has been contaminated with fuel or motor oil, it should be washed immediately in soapy water or dishwashing detergent with copious amounts of cool water. The skin should not be brushed or treated roughly to avoid absorption of toxins through the skin. If the cat shows clinical signs of toxicity, it will need to be seen by a Veterinarian, and may require hospitalization and intravenous fluid therapy.
