YOUNGER Pursuant to my responsibilities under the Constitution as chief law officer of California and my statutory responsibility to control and eradicate organized crime by conducting continuing analyses, research and the publication of reports on organized crime, on July 28, 1977, I established the Organized Crime Control Commission. I directed the Commission to report to me on the nature and scope of organized crime in California, the current efforts by local and state agencies to combat organ- ized crime, and, if appropriate propose recommendations to improve California's capability in combating organized crime. -

Préface Depuis presque quatre générations, le patronyme de Cotroni fait partie de l’histoire du Québec. Déjà, alors que je sortais à peine de l’adolescence, le nom de cette famille de criminels était connu du grand public, même si, officiellement, ni la police ni les autorités n’en faisaient mention. Pour les journaux, Vincent Cotroni était un homme d’affaires bien connu. C’était vrai. Mais il faudra attendre les années 1960 avant que l’on commence à décrire véritablement son style de vie et à préciser la nature de son véritable travail. En ce temps-là, les Cotroni étaient liés à la politique, non pas aux grands débats de société mais à la politique comme elle se pratiquait alors au Québec. Ils étaient des travailleurs d’élections. C’est en aidant les partis politiques que les gens de la pègre obtenaient des faveurs des gouvernements au pouvoir. Impliqués dans le jeu, la prostitution et les cabarets, les personnages liés au milieu criminel avaient besoin des faveurs des élus. C’était donnant, donnant. Lorsque la Mafia américaine s’installe à Montréal au début des années 1950, les Cotroni occupent une place de choix dans le milieu local. Vincent Cotroni ne tarde pas à se faire connaître et à établir des alliances avec Carmine Galante, le rude patron américain envoyé au Canada par Joe Bonanno pour mettre de l’ordre chez les malfrats. 3 Cabaretier, Cotroni était aussi l’un des pionniers de la popularisation de la chanson française au Québec, alors que les spectacles des établissements montréalais étaient uniquement américains et évidemment de langue anglaise. -

I’m Kathleen Butz, an associate justice at the Third Appellate District, and I’m honored to participate in this interview. So, Fred, I’d like to start at the beginning.
