On behalf of the race committee, welcome to the 39th annual Joe Martin Stage Race. For those who are first time participants, we want to thank you for making the trip.
We’re excited that this is our 14th consecutive year to be part of the USA Cycling Professional Race Tour (PRT) and our second year on the UCI America Tour calendar. The Joe Martin Stage Race has been and continues to be successful because of your support as teams and individuals. We feel very fortunate to once again have some of the top cyclists not only from across the USA, but from around the world competing in Northwest Arkansas.
The goal of the Joe Martin Stage Race is to bring a nationally and internationally competitive field of cyclists to our area and to expose our community to an exciting, colorful sport. I encourage you to enjoy some of the local flavor, get to know our residents, and take in some of the beautiful countryside as you’re rolling past.
It continues to be an honor and a privilege to have each of you at our race, and we hope and pray that you will have a safe, successful weekend. Please feel free to give the volunteers, our race committee or me feedback on how we can continue to make the race even better in the years to come.

Please note that some of the following information which applies to UCI Pro Men and Pro Women 1, 2 might not apply to Men 1, 2. Organizational Information: Organization Joe Martin Stage Race - is a UCI 2.2 stage race held under USAC permit # 2016-45. The event is owned and promoted by All Sports Productions, Inc., Fayetteville, Arkansas 72701. The UCI rules and scale of penalties are solely applicable to UCI categories. This race is open to Men and Women’ Elite categories and is held on the UCI America Tour calendar. For Men 1, 2, the USAC rules and scale of penalties are in effect.

Participation The number of riders per team is a maximum of eight, minimum of five for UCI Men and UCI Women. The UCI Pro Men race is open to UCI pro continental teams, UCI continental teams, national teams, regional and club teams. The Women Elite race is open to UCI women’s teams, National teams, regional and club teams, and mixed teams. Licenses: Active participants in Category A races, including officials, riders, team managers, drivers, and mechanics, must hold a Federation license or a license from a governing body that is a member of UCI and must show such license at registration. Manager’s meetings — MANDATORY The mandatory manager’s meeting is Wednesday evening, April 20, in the Bella Vista room located on the second floor of The Chancellor Hotel. • 6:00 pm UCI Men • 6:30 pm UCI Women • 7:00 - 8:00 pm Caravan Drivers’ Meeting (mandatory for all cars in the caravan) All UCI Men and Women teams must have a manager/representative present. Vital information will be discussed and materials distributed. Men 1, 2 teams are not required, but are encouraged, to attend. 7 UCI / PRT / Elite Race Rules & Information
General Regulations: Support All stages will have officials on the race courses, in the caravans and at the finish lines. Motor officials will support each road stage. State, county and city law enforcement will provide support on all stages. See specific sections concerning neutral support which will be provided by Shimano Neutral Support. Medical Services Central EMS, advanced medical personnel and team doctors will follow both UCI road races and be staged at the finish lines. Trained personnel will staff the medical tent at each staging area and the Vendor Expo area on Sunday during the Criterium. Washington Regional Hospital is located at 3215 N. Hills Blvd., Fayetteville, AR, 72703 and phone number is 479-463-1000. MediServe is located on 117 Sycamore, Fayetteville, AR, 72703 and phone number is 479-521-0200. Radio Tour The frequency for radio tour will be announced at the manager’s meetings. Summit Finishes No stages are summit finishes for purposes of applying UCI regulation 2.6.027 Sign-in & Bib Numbers Rider sign-in is mandatory at the start line of each stage. Exception: Time Trial. • Racers must successfully complete each stage within the time limit, in order to be eligible to continue to the next stage. • All numbers supplied by the organizer must be used. One frame and two jersey bib numbers will be provided. One bib number will be placed on the RIGHT side of jersey American style (bottom edge aligned with the side jersey seam above pocket). Second bib number will be placed on the Left side of jersey European style (on jersey pocket with bottom of number facing down). Frame number on bike for all stages. NOTE: Number, epaulet, cycle plate or frame plate changed (cut, folded) or badly positioned may result in a progressive fine starting at $30. Please help the officials do their job by correctly placing numbers and ensuring they are visible. Finishes After completing your races, please do not congregate at the finish line. Never cross the finish line in the opposite direction or a second time in the same direction. Be sensitive to the photo finish cameras!
Thursday, Friday and Saturday results will be posted at The Chancellor Hotel (70 East Ave., Fayetteville, AR 72701) the start area of each stage near sign-in, and immediately adjacent to the podium at the criterium on Sunday. UCI team managers will receive a hard copy of results each day plus unofficial results will be sent by email. Results will also be posted on the event web site - www.joemartinstagerace.com under Results. Anti-doping Anti-doping inspections may be carried out by the UCI and/or USADA. Moreover, and in conformity with the law of the USA, the USA antidoping legislation is applicable in addition to the UCI antidoping regulations. The UCI antidoping regulations are entirely applicable to the event. After each race, the bib numbers of the riders required to present themselves for anti-doping will be posted in the Results area, and at the doping control station. It is the rider’s responsibility to check this list and present himself/herself when called upon. Failure to appear when selected results in a positive test. Juniors Information (Men 1, 2 only) All juniors must use junior gearing. Blocked gears are permitted. Roll outs will be performed for all junior riders prior to the start of some stages. Additionally, the top 3 junior finishers of these stages are subject to verification after the stage finish. • Thursday Time Trial – roll out for all juniors will occur approximately 15 minutes before the rider’s appointed time in the start area. Please allow sufficient time before the start. • Friday and Saturday Road Races – roll out for all juniors will occur 1 hour before the start of their race, near sign-in. • Sunday Criterium – roll outs occur 15 minutes before the races in which any junior is participating behind the start/finish announcer’s stage and for the top 5 juniors at the finish of the race. Timing & Classifications: Finishing Time Limits • Time Trial - None • Road Races - must finish each road stage within 15% of the winner’s time. • Criterium – calculated or actual times must be within 15% of the winner’s time. Time Bonuses Finishing Time bonuses will be awarded in both Road Races and Criterium. No bonus times will be awarded in the Time Trial. • Road stages: Top 3 finishers: 10, 6 and 4 seconds, respectively. • Criterium: Top 3 finishers: 10, 6 and 4 seconds, respectively. • Intermediate sprints: 3, 2, and 1 seconds at Points intermediate sprint lines. Individual General Classification (GC) 1. Individual rider’s general classifications will be calculated by summing that rider’s time in all individual stages, taking into account any time bonuses and/or penalties. 2. In cases where two or more riders are tied in their final general classifications, their order will be determined by adding the fractions of a second from the individual Time Trial back into the total time. If this does not resolve the tie, the next method is adding their places obtained in each stage. If this does not suffice to break the tie, their placing in the last stage ridden will break ties. Points Classification – UCI Races Only Points will be awarded at intermediate locations and at the finish, except during the Time Trial, where no points are awarded. The 2nd place finisher in the Time Trial will be obligated to wear the jersey during the next stage. Intermediate Sprints – 5, 3 and 1 points Stage 2 Road Race: 1 sprint (Men/Women) Stage 3 Road Race: Men – 3 sprints Women – 2 sprints Stage 4 Criterium: Men – 3 sprints (every 20’) Women – 3 sprints (every 10’) Stage Finishes – 15, 12, 10, 7, 6, 5, 4, 3, 2, and 1 point
Signage: Green 1K and 200M signs, and a green background with “Sprint” will mark the line. In the event of a tie in the general individual classification by points, the following criteria shall be applied in order until the riders are separated: 1. number of stage wins 2. number of wins in intermediate sprints counting for the classification on points 3. General Individual Classification by Time.

Under 23 General Classification (U23) The U23 classification is open to riders of racing age 22 or under, as indicated on the license. This classification applies only to Men Pro 1 and Women Pro 1, 2. Team General Classification Team GC calculations (only for Pro Men 1 and Pro Women) will be made by adding the time of the top 3 riders within each team by stage, without figuring into it any individual time bonuses or penalties. In certain cases it is possible to have penalty time applied to the stage. Teams with fewer than 3 riders will be eliminated from the team classification. See UCI rulebook for more details and tie break procedures. Leaders’ Jerseys – sponsored by Champion System Leaders of the classifications are required to wear the designating leader’s jersey. If a rider is leading in more than one classification, the next eligible rider in that classification may be required to wear the leader’s jersey. The order of priority and designations are as follows: 1. General Classification (GC): Yellow (men). Pink (women) 2. Points Classification: Green 3. Under 23 (U23): White GC time Awards Protocol The following riders are required to present themselves for the awards ceremonies. See each stage for specific times. Full team uniform is required. 1. Jersey Leaders will immediately follow stage winners at each ceremony except the time trial which will be performed as described below. 2. Time Trial: Will be performed prior to Friday RR in the Wal-Mart Parking lot. Top 3 from the stage (UCI races only) 3. Road Race 1: Top 3 from the stage, Points Leader, U23 Leader, GC Leader (UCI races only) 4. Road Race 2: Top 3 from the stage, Points Leader, U23 Leader, GC Leader (UCI races only) 5. Criterium: • Pro Men 1: Top 3 for the stage, Points winner, U23 Winner, Top 8 in individual GC, Top Team on GC • Pro Women 1, 2: Top 3 for the stage, Points winner, U23 Winner, Top 5 in individual GC, Top Team on GC • Men 1, 2: Top 3 for the stage, Top 5 in individual GC Road Stages: Road Closure: UCI Men and Women racers only will have full rolling enclosures at all times, and can use the full width of the road. Whenever the road is more than two lanes wide, officials will direct riders to use only the right two lanes. Note that Men 1, 2 racers will have a rolling enclosure based upon road conditions; otherwise, standard USAC center line rules will be in effect at all times!
Marshals: There will be corner marshals at all intersections on the courses. Ultimately, it is the riders’ responsibility to know each course!
Neutral Support: Provided by Shimano Neutral Race Support for the UCI Men and Women 1, 2 by means of a minimum of 2 cars and 1 motorcycle.
Men 1, 2: Limited neutral support is available for the Men 1, 2 race. There will also be wheels in, wheels out options. Wheels can be picked up at the finish area after the race. The Joe Martin Stage Race is not responsible for wheels and equipment left at the drop-off area 30 minutes after they are deposited. Wheels and equipment that have not been collected will be moved to The Chancellor Hotel (70 East Ave, Fayetteville, AR 72701) once finish line teardown is complete.
Feed Zones: All feed zones will have neutral hand ups with PowerGels and water.
