OFFICIAL INVITATION Dear Sirs/Misses/Madams, I have the honor of informing you that the 17th ITF Taekwon-Do World Championships will be held from September 6th to 12th, 2011 in Pyongyang, the Capital of the Democratic People’s Republic of Korea. The Korean Taekwon-Do Committee has the privilege to host the 17th ITF Taekwon-Do World Championships according to the decision of the 18th ITF Congress held on Sept. 18th, 2008, in Uzbekistan. I can assure you that the 17th ITF Taekwon-Do World Championships, which will be fully supported by the Government of the DPR Korea and the Municipal Government of Pyongyang, would be the most significant and unforgettable World Championships in the ITF history. I, on behalf of the Korean Taekwon-Do Committee and the Organizing Committee of the 17th ITF Taekwon-Do World Championships, would like to invite all the ITF NGBs and its members to the 17th ITF Taekwon-Do World Championships. The Organizing Committee and the Korean Taekwon-Do Committee will do their best to ensure the success of the Championships and to provide the participants with the utmost safety and convenience during the Championships. Dates The 17th ITF Taekwon-Do World Championships will be held from Sept. 6th (Tuesday) to 12th (Monday), 2011. 2. Venue Taekwon-Do Palace Pyongyang, the Capital of the Democratic People’s Republic of Korea. Address: P.O.Box 800 Chukjon-dong No.1, Mangyongdae dist., Pyongyang, DPR Korea The Taekwon-Do Palace is located in Angol Sports Village, Chukjon-dong No.1, Mangyongdae dist. Pyongyang, DPR Korea. The Taekwon-Do Palace is the largest Taekwon-Do stadium in the world, covering a total floor space of 18 000m². It is composed of main competition hall with over 2 400 spectator seats, 8 Dojangs and healthcare facilities including a swimming pool. 3. Participants All of the NGBs affiliated with the ITF and only the Black Belt holders registered with the ITF are entitled to participate in the 17th ITF Taekwon-Do World Championships. Those NGBs not affiliated with the ITF but willing to participate in the Championships should obtain the approval of the ITF HQ for their participation. It is the responsibility of the competitors and participants to cover their expenses Page 2 of 23 and insurance for any eventuality. 3.1 Competitor - The competitors should be ITF 1st, 2nd, 3rd and 4th Dan Certificate holders and must be 18 ~ 39 years old on the starting day of the Championships (i.e. September. 6th, 2011). - Competitors should bring their ITF Dan Certificates, national passports and medical certificates guaranteeing they are prepared both mentally and physically for the Championships. - Entry fee for a competitor is 90USD and it should be paid at the Registration desk. - Competitors should bring their own Red and Blue equipments officially endorsed by the ITF. Equipments of other colors are not allowed. 3.2 Coach One country may bring up to 4 coaches. During the individual competition, only one coach for a competitor may enter the ring. During the team competition, only one coach per team may enter the ring. Only the official coaches have the right to protest. Coaches should wear tracksuits and sports shoes. 3.3 Umpire As for the umpires participating in the Championships, the Organizing Committee follows the decision of the ITF Umpire Committee. The Organizing Committee will pay for the accommodation Package A of only the 60 umpires selected by the ITF Umpire Committee from Sept. 6th ~ 12th, 2011 (7nights and 8days) (alcoholic beverage and International Telephone Call excluded). The Umpires should stay at the hotel arranged by the Organizing Committee. The Umpires should participate in the Technical & Umpire Course organized by the ITF prior to the Championships and the umpires’ meeting to be held during the Championships. As for the umpire course to be organized by the ITF, the ITF will send out information thereof. If you need more details, please Page 3 of 23 contact the ITF HQ. The ITF Umpire Committee will dismiss any umpire who doesn’t observe the Championships schedule or does not fulfill his/her duties properly and the Organizing Committee will not bear the staying fees for such umpires. 3.4 Official Heads of Delegations (Team Managers) who are authorized by their NGB Presidents will represent their countries. The Head of Delegation only can represent his/her delegation during the registration, submit documents and cooperate with the Organizing Committee. The Head of Delegation is responsible for his/her delegation members, including all the activities such as arrival in & departure from Pyongyang, visa & staying period of visa, payment at registration and final payment before departure, etc. The heads of delegations have to participate in the ITF Congress and get to the venue to register at least 30 minutes before the Congress begins. In the ITF Congress, up to 3 people per country, including the Head of Delegation, can participate. 3.5 Sponsor Sponsors accompanying their country’s delegation (team) will pay the hotel accommodation package price equal to the one applied to the competitors. Any sightseeing or visits which are not included in the Championships schedule should be borne by themselves. 3.6 Visitor (Tourist) As for the Taekwon-Do people and Taekwon-Do enthusiasts who wish to visit the motherland of Taekwon-Do to enjoy the Championships, the hotel accommodation package price, equal to the one for the competitors, will be applied. 3.7 Others The Organizing Committee provides the competitors and coaches wishing to visit Pyongyang for TKD training and promotion test before and after the Championships with the hotel accommodation package price applied during Page 4 of 23 the Championships. As for the promotion test, they should pay the fees stipulated in the ITF Constitution. They must send their visa applications and photos (3cm×4cm) to the Korean Taekwon-Do Committee by e-mail at least 1 month prior to their arrival. 4 Participation Fee - Entry fee per competitor is 90USD and should be paid at the Registration desk. - All the foreigners (including the competitors) should pay 7 USD per person for registration of stay in Pyongyang. It is not included in the Hotel Package Price. 5 Tournament Regulations The ITF Tournament & Umpire Rules will be applied at the Championships. The ITF Tournament & Umpire Rules are available on the ITF Website (www.itftkd.org). Male and female individual & team competitions will be conducted for 5 events such as Pattern, Sparring, Self-defense Routine, Special techniques and Power-breaking. Only 1 competitor per country competes in each category of the individual events. The competitors’ Dan should be correspondent to their Dan Certificates. Only 1 team per country competes in team events. The team should be composed of 5 competitors and 1 reserve. All the competitors competing in sparring have to wear the official ITF-approved Doboks and Red & Blue safety equipments. 6 Award All participants will be given the Certificate of Participation signed by the ITF President and the President of the Organizing Committee. The winners will be awarded medals and trophies. The members who rendered special merits will be presented a special award. 7 Entry Forms/ deadline for submission of Entry Forms 7.1 All the NGBs and members to participate in the Championships have to submit their preliminary entry forms until April 30th, 2011 and the Final Entry Forms and visa information will be accepted until July 20th, 2011. The filled-in entry forms and visa details should be sent to the Organizing Committee by e-mail or fax, while the originals be sent to the Organizing Page 5 of 23 Committee by mail until July 20th, 2011. 7.2 Deadline for submission of Entry Forms All the NGBs and members to participate in the Championships should send to the Organizing Committee all the entry forms and th photos necessary for their participation before or until July 20 , 2011, by e-mail/fax and the originals by mail. Box 800 Chukjon-dong No.1, Pyongyang, DPR Korea Tel: +85 02 18111 (ext. 8809) Fax: +85 02 3814410 E-mail: [email protected] 8 Fine - The NGBs who fail to send their final entry forms by mail to the Organizing Committee until July 20th, 2011 should pay a fine of 250€ to the Organizing Committee. - Any NGB that has not submitted its entry forms at all until 3 days before the Championships will pay a penalty of 400€ to the Organizing Committee. - Any NGB wishing to make any changes in their entry forms with a valid reason shall pay a penalty of 120€ to the Organizing Committee. 9 Staying Fees 9.1 Accommodation 9.1.1 Accommodation for participants The Organizing Committee provides the participants with 2 kinds of price packages for their accommodation. Package “A”: Koryo Hotel, Yanggakdo Hotel (15 minutes away from the competition venue by car) Package “B”: Chongnyon Hotel, Ryanggang Hotel (Sosan Hotel-additional) (3 minutes away from the competition venue by car/ 5 or 10 minutes respectively on foot) The participants and competitors are kindly requested to pay in cash in Euro Page 6 of 23 at Registration desk.
