P2019/001 Apologies for absence Apologies for absence were received and accepted from Councillor Finlay.

P2019/002 Disclosures of interest Councillor Moore disclosed his membership of the Action Group in relation to any discussions about the proposed developments on Derry Hill and Road.

P2019/003 Public consultation Nine members of the public were present and there were representations from three local residents about the application at 15 Wentworth Close.

A local resident commented on an application 18/05292/HOU - Lanshaw, Clarence Drive and Councillor Metcalfe agreed consider this application under delegated powers and contact the Planning Department if there are any issues with this application.

Concerns were also raised about a field on the left-hand side of Clarence Drive being used as a dog walking area. Councillor Metcalfe agreed to send a response to Council about this.

P2019/004 Minutes of the previous meeting and progress report RESOLVED that the minutes of Menston Parish Council’s Planning Committee meeting held on 30th November 2018 be agreed and accepted and signed by the Chairman of the meeting. Proposed: Councillor Metcalfe

Planning ref Site location Brief description Outcome no of proposal 18/05304/FUL 2 Park Dale Construction of one See below: Menston and half storey detached dwelling to existing garden plot The siting of the house is adjacent to "The Memorial Cottage" which is a bungalow built soon after the First World War to commemorate the local contribution of those that fought in it and to provide accommodation for those affected. The house is administered by Menston and Burley Charites and income is generated to local causes. The Cottage, although not listed or within the conservation area, is of significant value to the heritage of the village and as such its historical presence within the street scene and surroundings should be protected. The Parish Council consider that the development will severely impact on this by way of its immediate adjacent siting.

The proposed house is less than 1 metre away from the boundary and is planned with habitable rooms less than 3 metres away from habitable rooms of the cottage. This is totally in contravention of the Councils Planning Policy dimension of min 17metres. The proposed house will therefore overlook and overshadow the Cottage.

The Parish Council assume that when the Park Road development was first planned (circa 1970) that this area of land was discussed with the relevant Planning Authority and a decision at that time would have been taken to protect the open status of the Memorial Cottage and the land included within the plot of No.2 and designated as garden.

The Parish Council ask that the Planning Dept. research to see if such records exist. The site area is extremely small and unsuitable for development and totally out of proportion to those of neighbouring properties. The house is positioned out of line with properties on Park Dale and out of line with properties on Park Road and as such will be very incongruous within the street scene.

The Parish Council therefore consider this application should be refused but should the Planning Department differ then this application should be referred to the Planning Panel.

P2019/009 Proposed Derry Hill/Moor Lane and Bingley Road developments It was agreed that, following some minor amendments, the Clerk would forward the report produced by JBA to Bradford Council as the Parish Council’s representation to the Regulatory and Appeals Committee. It was also agreed that a meeting would be arranged to discuss the village representation at the Regulatory and Appeals Committee meeting.

P2019/010 To report any progress on Bradford Council’s Local Plan Alan Elsegood had attended one of the consultation events at Ilkley and felt that the event had been poorly organised with no information available to be taken away and inexperienced staff representing the Planning Department.

It was agreed that the Parish Council need to move forward on the discussion to produce a Neighbourhood Development Plan. Jamie Needle agreed to forward the details of one of the Parish Councillors from Wilsden Parish Council who could be invited attend the next meeting and advise the Parish Council.

P2019/011 Westbourne Drive It was agreed to carry this forward to the next meeting.

P2019/012 Chairman’s remarks and correspondence None.

P2019/013 Date of next meeting It was agreed that the meeting will take place on Thursday 28th February 2019 following the Parish Council meeting which starts at 7.00pm in Room 17 at Kirklands.
