1. Context

Buxton with Lamas is a in Broadland. It comprises the villages of Buxton lying to the west of the and Lamas on the eastern side of the river. At this point the River Bure is crossed by the . Buxton has a halt on the railway. Other, smaller settlements in the parish include Little Hautbois, to the south east, and part of the Badersfield, to the north east.

The civil parish had a population (including Little Hautbois) of 1,685 at the 2001 census, falling marginally to 1,684 at the 2011 census.

3. Current Local Plan

Buxton is described in Broadland District Council’s Site Allocations Development Plan Document (adopted 2016) as being a Service Village which the Joint Core Strategy (JCS) states should accommodate between 10-20 new dwellings up to 2026. There is one site allocation in Buxton, to the east of Lion Road, which covers an area of 0.7 hectares and is expected to provide 20 homes.

4. Emerging Local Plan

The Greater Local Plan (GLNP) ‘Growth Options’ shows four sites that have been promoted for consideration as allocations within the new Local Plan. These proposals are as follows:

The following quote has been taken from the GNLP website:

‘A large proportion of the land around the village is high quality agricultural land, grade 1 and 2 affecting sites 0297 and 0294 which if developed would reduce the best and most versatile agricultural land. In terms of utilities capacity sewerage infrastructure upgrades may be required to serve all of the proposed sites. Sites 0297 and 0387 are adjacent to the settlement limit and relate reasonably well to the form and character of the village, and have access to its services. Site 0294 is located to the east of Lamas on the other side of the River Bure. It has access to some services in Badersfield and the scale of development proposed (720 dwellings) could support additional services. Site 0601 is south of Buxton and has some access to services, though footpath improvements would be required. In conclusion, if Buxton with Lamas is identified for further growth, a choice of sites is available for small scale growth, provided that on site constraints can be addressed. If the strategy identifies the need for strategic scales of growth in the area, possibly in conjunction with growth in neighbouring Scottow parish, site GNLP0294 offers a potential site. However, a number of on-site constraints would need to be addressed.’

5. Natural Environment

International, national and local designated sites

There are no internationally or nationally designated sites of environmental importance in the parish. In terms of local designations, there is a County Wildlife Site located to the west. Buxton parish also has a designated Historic Park and public green spaces, as set out within the Local Plan. These locations are shown in the map below.

Landscape

Buxton with Lamas parish falls within the Landscape Character Areas of the Bure River Valley and the Marsham & Wooded Estatelands, as defined by the 2013 Broadland Landscape Character Assessment Supplementary Planning Document. The particular landscape sensitivities that have been identified for these areas are as follows:

Bure River Valley:

• Natural meandering course of the River Bure and associated floodplain habitats provide a valuable biodiversity resource; downstream of , the River catchment is part of the Bure Broads and Marshes SSSI/SAC. • Diverse, mature landscape structure including blocks of wet woodland, mature trees and intact hedgerows; • Mosaic of grassland and grazing marsh with blocks of wet woodland that punctuate valley floor, contribute to a generally unified corridor of open space that leads to the north western part of Broads Authority Area; • Sense of intimacy and enclosure in central and southern parts; • Sense of openness in northern parts; • Distinctive character of small villages, comprising buildings that reflect use of locally sourced materials; • Landscape setting of village churches, mills and historic manors; • Traditionally managed grassland on the valley floor and related strong pastoral and historic character, contributes to an overwhelming sense of place; • Strong sense of peace and tranquillity along the river valley floor; • Its strength of character and diversity.

Marsham & Hainford Wooded Estatelands:

• Pockets of pasture, open grassland, patterns of semi-natural vegetation lining tributaries, create interest and diversity in an otherwise arable landscape. • Generally unified, rural character and recognisable landscape structure with fields defined by hedgerows in many areas. • Landscape setting of historic halls, manors and churches. • Landscape setting of villages. • Characteristic westerly views across the farmland to distinct wooded horizons.
