FDOT Palm Beach County Traffic Report September 13 through September 20, 2019

Palm Beach County, FL – Palm Beach County traffic will be affected this week by ongoing construction projects and maintenance work, Florida Department of Transportation (FDOT) officials report. Weather permitting; closures will be in effect on I-95 and in other areas throughout Palm Beach County for construction activities.

CONSTRUCTION PROJECTS

INTERSTATE 95

1. I-95 from south of SW 10th Street to south of Glades Road (95 Express Phase 3B-1) Description: Work on this 4.8-mile 95 Express project includes widening and converting the existing I-95 HOV Lanes to Managed Lanes which will result in two tolled Express Lanes in each direction; the number of General Use lanes will remain the same. Other project improvements include bridge widenings at Palmetto Park Road and Camino Real, complete bridge replacement at the Hillsboro Canal, noise wall construction, portable traffic monitoring sites, toll gantry installation, Intelligent Transportation System (ITS) installation, ramp signaling at the I-95 entrance ramps from Palmetto Park Road, Express Lane markers and landscape relocation. Traffic Impact: I-95 will have three lanes closed in each direction nightly, as needed, Sunday through Thursday, between SW 10th Street and Glades Road, with the first lane closing at 9:30 p.m., the second lane closing at 10:30 p.m., and the third lane closing at 11:30 p.m. until 5:30 a.m. Palmetto Park Road at I-95 will have two lanes closed in each direction nightly, as needed, Sunday through Thursday. The first lane will close at 9 p.m., and the second lane will close at 10:30 p.m. All lanes will be opened by 5:30 a.m. Palmetto Park Road at I-95 will have one lane closed in each direction daily, as needed, 9:30 a.m. until 3:30 p.m., Monday through Friday. Camino Real at I-95 will have one lane closed in each direction daily, as needed, 9:30 a.m. until 4 p.m., Monday through Friday. Ramp Impact: The I-95 northbound exit ramp to Palmetto Park Road will be closed nightly, 11 p.m. until 5 a.m., Sunday through Thursday. Motorists will be detoured via I-95 northbound, Hillsboro Boulevard, and . FHP will be on site to assist motorists. Motorists will be detoured via Military Trail and SW 10thStreet. FHP will be on site to assist motorists. The I-95 northbound exit ramp to eastbound Hillsboro Boulevard will be closed nightly, 11 p.m. until 5 a.m., Sunday through Thursday. Motorists will be detoured via Palmetto Park Road and South . FHP will be on site to assist motorists. Please note that ramp closures will be performed as needed per nighttime construction operations; consecutive ramps will not be closed at the same time.

2. I-95 Interchange Improvements at Atlantic Avenue Description: Work includes widening the I-95 northbound entrance ramp from Atlantic Avenue, creating a dedicated lane for I-95 northbound and southbound access from westbound Atlantic Avenue, construction of two turn lanes from westbound Atlantic Avenue; one to northbound Congress Avenue and one to southbound Congress Avenue, milling, resurfacing, pavement markings for improved safety and visibility, realigned crosswalks for improved pedestrian safety, internally illuminated and electronic display signs, signalization, pedestrian detectors, and traffic monitoring sites. Pavement markings for bike lanes will be included throughout the project. Cost/Completion: $5.2 million. Completion is expected in spring 2020. Traffic Impact: Atlantic Avenue from 13th Avenue to NW 23rd Avenue will have two through lanes closed daily, as needed, 10 a.m. until 2:30 p.m. and nightly, as needed, 9 p.m. until 5 a.m., Sunday through Thursday. The Atlantic Avenue north sidewalk from 12th Avenue to NW 23 Avenue is closed completely for roadway reconstruction. Pedestrians will be detoured to the south sidewalk via existing crosswalks. Congress Avenue from NW 1st Street to Atlantic Avenue may have one lane closed in either directionnightly, as needed, 9 p.m. until 5 a.m., Sunday through Thursday. The I-95 northbound entrance ramp from Atlantic Avenue will have the inside lane closed nightly, as needed, 9 p.m. until 5 a.m., Sunday through Thursday. 3. I-95 Milling & Resurfacing from north of Atlantic Avenue to north of Gateway Boulevard Description: This 7.66-mile milling and resurfacing project includes drainage improvements, new guardrail installation, rumble strips, signing and pavement markings and traffic monitoring site installation along I-95. Other improvements at select ramps along the corridor include: curb and gutter, sidewalks, and detectable warnings. Cost/Completion: $15 million. Completion is expected in spring 2020. Traffic Impact: I-95 between Atlantic Avenue and Gateway Boulevard will have up to three lanes closed in each direction nightly, as needed, Sunday through Thursday, up to 3 lanes will be close at 9 p.m., the fourth lane, if needed will close at 11:30 p.m., until 5 a.m. The I-95 northbound entrance ramp from Boynton Beach Boulevard will be closed nightly, 11:30 p.m. until 5 a.m., Sunday through Thursday. Eastbound traffic will be detoured via US-1 to Gateway Boulevard and west to I-95. Westbound traffic will be detoured via Congress Avenue north to Gateway Boulevard and east to I-95. The I-95 southbound entrance ramp from Boynton Beach Boulevard will be closed nightly, 11:30 p.m. until 5 a.m., Sunday through Thursday. Eastbound traffic will be detoured via US-1, south to Woolbright Road and west to I-95. Westbound traffic will be detoured via Congress Avenue, south to Woolbright Road, and east to I-95. The I-95 southbound exit ramp to Boynton Beach Boulevard will be closed nightly, 11:30 p.m. until 5:00 a.m., Sunday through Thursday. Southbound traffic will be detoured via Woolbright Road to Congress Avenue or via US-1 and Boynton Beach Boulevard. The I-95 northbound exit ramp to Boynton Beach Boulevard will be closed nightly, 11:30 p.m. until 5:00 a.m., Sunday through Thursday. I-95 northbound traffic will be detoured via Gateway Boulevard to Congress Avenue or via US-1 and Boynton Beach Boulevard. The I-95 northbound exit ramp to Woolbright Road will be closed nightly, 11:30 p.m. until 5:00 a.m., Sunday through Thursday. The I-95 southbound entrance ramp from Gateway Boulevard will be closed nightly, as needed, 11:30 p.m. until 5 a.m., Sunday through Thursday. Eastbound traffic will be detoured via US-1, Woolbright Road and I-95. Westbound traffic will be detoured via Congress Avenue, Woolbright Road and I-95. The I-95 southbound exit ramp to Gateway Boulevard will be closed nightly, as needed, 11:30 p.m. until 5:00 a.m., Sunday through Thursday. Southbound traffic will be detoured via Hypoluxo Road to Congress Avenue or via US-1 and Gateway Boulevard. The I-95 northbound exit ramp to Gateway Boulevard will be closed nightly, as needed, 11:30 p.m. until 5:00 a.m., Sunday through Thursday morning. I-95 northbound traffic will be detoured via Hypoluxo Road to Congress Avenue or via US-1 and Gateway Boulevard. Please note that consecutive ramps will not be closed at the same time. SOUTHERN PALM BEACH COUNTY PROJECTS

4. Spanish River Boulevard Bridge Painting over the Intracoastal Waterway Description: This 0.2-mile bridge painting project began Monday, Aug. 12, 2019, between State Road A1A and US 1 over the Intracoastal waterway in Boca Raton. Work includes sandblasting the existing paint and repainting the steel bridge structure, repairing and rehabilitating the bridge span locks, and replacing the bridge piling jackets. Cost/Completion: $2.4 million. Completion is expected in early 2020. Traffic Impact: One westbound lane may be closed, 9 a.m. until 5 p.m., with one eastbound lane closed, 7 a.m. until 2:30 p.m., Monday through Sunday, through October. Please note, one lane will remain open in each direction during this time. Lane closures may be needed on the access road under the bridge, 7 a.m. until 5 p.m., Monday through Sunday, through October. Flaggers will be on-site to direct traffic during this time. Advanced notice, four (4) weekends of full closures in October: The Spanish River Boulevard Bridge will undergo four (4) weekends of full closures in October to conduct lock repair and maintenance work. Only one (1) of two (2) bridge spans will be closed in each direction each weekend, to allow for pedestrian and first responder access at all times. The closure will begin at 5 a.m. Saturday morning, ending at 5 a.m. the following Monday morning. At this time, the eastbound lanes are expected to be closed from Oct. 5 to Oct. 7, and Oct. 12 to Oct. 14. The westbound lanes are expected to be closed from Oct. 19 to Oct. 21, and Oct. 26 to Oct. 28. Motorists may detour northbound to Linton Boulevard, or southbound to Palmetto Park Road. Should inclement weather affect operations, the closure will be rescheduled for the following weekend until completed. Please see detour flyer attached. 5. US 1 Improvements Project from George Bush Boulevard to Murano Bay Drive Description: This 4.3-mile roadway improvements project will begin in October 2019, in the cities of Delray Beach and Boynton Beach. Work includes milling and resurfacing, roadway reconstruction, concrete curb and gutter, driveway, sidewalk, bridge railing, and bike lane installation. Cost/Completion: $5.4 million. 6. State Road 7 Resurfacing Improvements Project from Atlantic Avenue to Boynton Beach Boulevard Description: This 5.09-mile roadway improvements project began Monday, June 24, 2019, in Delray Beach and Boynton Beach. Work includes milling and resurfacing with minor shoulder widening, drainage improvements and lighting upgrades, installation of gravity wall, guardrail, signing and pavement markings, and intersection improvements at Atlantic Avenue and Boynton Beach Boulevard, including traffic monitoring systems and pedestrian detection/signals. Cost/Completion: $7.9 million. Completion is expected in late winter 2020. Traffic Impacts: One outside lane may be closed in each direction, 9 a.m. until 4 p.m., Monday through Friday. 7. Boynton Beach Boulevard Improvements Project from Congress Avenue to west of Jog Road Description: This 3.7-mile roadway improvements project began Thursday, Aug. 8, 2019, in Boynton Beach. Work includes milling and resurfacing, minor widening for bike lane installation, sidewalk, curb and gutter reconstruction, median safety improvements (including partially closing the median opening at Pear Tree Circle), installing directional turn lanes into Lime Tree Condominiums and Bent Tree Villas East, extending the existing turn lane at Bent Tree Drive, drainage, signage, and pavement marking upgrades, minor signalization and lighting improvements, and limited tree removal to allow for median and bike lane safety enhancements. Cost/Completion: $8.3 million. Completion is expected in early 2021. Traffic Impacts: The eastbound and westbound inside lane, from Military Trail to Hagen Ranch Road, may undergo an around-the-clock full closure, beginning at 7 a.m. Monday, reopening by 5:30 p.m. Friday, weekly, through October. Please note all lanes will be open Saturday and Sunday. The eastbound inside turn lane of Boynton Beach Boulevard to northbound Jog Road, and the northbound inside turn lane from Jog Road to westbound Boynton Beach Boulevard, will be closed, around-the-clock, through October. Motorists will still be able to access the outside turn lanes during this time. Advanced notice, full median closure: Beginning at 7 a.m. Monday, Sept. 30, the median opening and turn lanes at Platina Avenue (Platina Country Club Trail) and Cedar Point Boulevard (Cedar Point North) will undergo a full around-the-clock closure until 5 p.m. Friday, Oct. 4, for median and curb replacement operations. Motorists may detour at the next immediate median opening to the east and west. In preparation for the median closure Sept. 30 through Oct. 4, the eastbound inside lane and a portion of the turn at the median opening at Platina Avenue (Platina Country Club Trail) and Cedar Point Boulevard (Cedar Point North) will be closed, around-the-clock, beginning at 7 a.m. Wednesday, Sept. 26, opening at 5 p.m. Friday, Sept. 27. Utility Work Unrelated to the Construction Project Boynton Beach Boulevard, between Military Trail and Congress Avenue, in Boynton Beach, may have one lane closed in each direction, 9 a.m. until 3:30 p.m., Monday through Friday, through Friday, Oct. 25, for installation of conduit and underground directional bore. 8. US 1 Improvements Project from Hypoluxo Road to Waterway Drive Description: This 1.4-mile roadway improvements project began Tuesday, June 11, 2019, in the Town of Lantana. Work includes milling and resurfacing with minor widening, concrete curb and gutter, driveway, and sidewalk installation. Cost/Completion: $1.9 million. Completion is expected in spring 2020. Traffic Impacts: One outside northbound lane may be closed, around-the-clock, in a 600-foot section only, beginning at 3 a.m. Monday, ending by 7 a.m. Saturday, for curb and sidewalk replacement operations as needed through September. One outside southbound lane may be closed, in a 600-foot section only, 10 p.m. nightly, through 1 p.m. the following day, Sunday night through Friday, for curb and sidewalk replacement operations as needed through October. CENTRAL PALM BEACH COUNTY PROJECTS

9. Forest Hill Boulevard at 16th Place South Description: This 0.5-mile signalization project will begin Friday, Sept. 20, 2019, in West Palm Beach and the City of Greenacres. Work includes installing a mast arm traffic signal and vehicle detection system with minor widening, milling and resurfacing at Forest Hill Boulevard and 16th Place South; installing traffic monitoring sites along Forest Hill Boulevard, and signage and pavement marking upgrades. Cost/Completion: $755,190. Completion is expected in summer 2020. Traffic Impacts: Beginning Friday, Sept. 20, one lane may be closed in each direction, 10 a.m. until 4 p.m., Monday through Friday, through December. 10. Southern Boulevard (SR 80) Bridges Replacement Project Description This 0.76-mile project includes replacing the existing bascule (draw) bridge and tide relief bridge over the Intracoastal Waterway (ICWW) and Lake Worth Lagoon between the Town of Palm Beach and the City of West Palm Beach. The project limits are between Washington Road in West Palm Beach and State Road A1A/South Ocean Boulevard in Palm Beach. New decorative lighting, pedestrian features, traffic signals, signage and drainage are included. A temporary bridge has been built north of the existing bridge to maintain traffic while the replacement bascule bridge is under construction. Cost/Completion: $93 million. Completion is expected in spring 2021. Traffic Impact: The east and west sidewalks on Flagler Drive, from Southern Boulevard to Worth Court North, and the south sidewalk on Southern Boulevard, from Washington Road to Flagler Drive, will be closed through summer 2020 for drainage installation and reconstruction of the roadways. In addition, the dedicated left- turn lane from northbound Flagler Drive to westbound Southern Boulevard will be eliminated until further notice. Flagler Drive from Southern Boulevard to Worth Court North is anticipated to close beginning Oct. 7 and will remain closed through summer 2020 as the roadway is reconstructed. Access will be maintained for local traffic only. Traffic will be detoured as follows: Traffic going north on Flagler Drive should: Go west on Worth Court North to Washington Road; go north on Washington Road to Southern Boulevard; go east on Southern Boulevard to Flagler Drive. Traffic going south on Flagler Drive should: Go west on Southern Boulevard to Washington Road; go south on Washington Road to Worth Court North; go east on Worth Court North to Flagler Drive. Marine Impact: There will be half-channel closures from 6 a.m. to 6 p.m. Monday through Saturday. A full channel opening may be requested at other times if four-hour notice is provided by calling Project Superintendent Clay Bores at (407) 488-0738. During half-channel closures, the horizontal clearance through the bridge is 40 feet. The schedule of channel restrictions is published in the U.S. Coast Guard’s Local Notice to Mariners atwww.navcen.uscg.gov. The Southern Boulevard Bridge opens for marine traffic twice per hour at 15 minutes and 45 minutes past the hour. 11. State Road 80/Southern Boulevard and Lyons Road/Sansbury’s Way Description: This 1-mile intersection improvement project, located in unincorporated Palm Beach County, began active construction on October 18, 2018. Work consists of adding eastbound right-turn lane and a second westbound left-turn lane from Southern Boulevard to southbound Lyons Road; adding a second right-turn lane from northbound Lyons Road to eastbound Southern Boulevard; and adding a second northbound lane on Lyons Road and Sansbury’s Way. Other improvements include minor roadway widening, widening the Lyons Road bridge over the C-51 Canal, milling and resurfacing, drainage improvements, curb and gutter, lighting, guardrails, signalization, sidewalk, signage and pavement markings. Cost/Completion: $7.5 million. The project is expected to be completed in summer 2020. Traffic Impact: The east sidewalk on Sansbury’s Way/Lyons Road is closed until further notice. The northbound right-turn lane from Southern Boulevard to the Shoppes at Southern Palms is closed until further notice. The dual left-turn lanes from eastbound Southern Boulevard to northbound Sansbury’s Way have been reduced to one lane until further notice. NORTHERN PALM BEACH COUNTY PROJECTS

12. Blue Heron and Military Trail Lighting Improvements Project Description: This 1.2-mile (Blue Heron Boulevard) and 5.2-mile (Military Trail) lighting project began Monday, Dec. 3, 2018 in the City of Palm Beach Gardens, the City of Riviera Beach, and unincorporated Palm Beach County. Work included lighting retrofitting at three (3) intersections on Blue Heron Boulevard, and 11 sections on Military Trail. Cost/Completion: $398,299. This project was completed on Wednesday, Sept. 11, 2019. Traffic Impact: This project was final accepted by the Florida Department of Transportation on Wednesday, Sept. 11, 2019. 13. Blue Heron Boulevard Bridge Fender Replacement Project Description: This 0.2-mile bridge fender replacement project began Friday, July 12, 2019, in the City of Riviera Beach. Work includes removing and replacing the bridge fender system and navigational lighting system and removing all platforms and ladders from the bridge. Cost/Completion: $1,592,830. 14. Indiantown Road Intersection Improvements, from Island Way to US 1 Description: This 3.7-mile intersection improvements project began Wednesday, May 8, 2019, in Jupiter. Work includes include installing new light poles at 11 intersections, installing vehicle detection cameras, microwave detectors, and Bluetooth devices at 14 intersections, and installing asphalt pavement, patterned pavement, signage, and pavement markings at 10 intersections. Cost/Completion: $3.3 million. Completion is expected in spring 2020. Traffic Impact: One lane may be closed in each direction, daily, 9 a.m. until 3 p.m., Monday through Friday, with up to two lanes closed in each direction, nightly, 9 p.m. until 6 a.m., Sunday night through Friday morning. Crews will be working at various signalized intersections as needed throughout the project corridor. Portions of the sidewalk may be closed day and night for underground activities, as needed, with pedestrian detours in place. WESTERN PALM BEACH COUNTY PROJECTS

15. State Road 80/Southern Boulevard, from west of Lion Country Safari Road to Forest Hill Boulevard/Crestwood Boulevard Description: Construction on this 7.2-mile widening project began Tuesday, July 31, 2018, in the Village of Royal Palm Beach, Village of Wellington and the Town of Loxahatchee Groves. Work includes widening the existing roadway from four to six lanes, adding a 12-foot shared-use pathway on the north side of the roadway, adding bike lanes, milling and resurfacing, drainage improvements, adding lighting and signalization, installing curb and gutter, guardrails, minor median modifications and signage and pavement markings. Cost/Completion: $33 million. Completion is expected in summer 2021. Traffic Impact: Southern Boulevard from west of Arden Lake Way to Lion Country Safari Road will have one lane closed in each direction from 9 a.m. to 3:30 p.m. Monday through Friday for median work and drainage installation. Southern Boulevard from D Road to F Road/Big Blue Trace Boulevard will have one westbound lane closed from 9 a.m. to 3:30 p.m. Monday through Friday for road widening work. One lane may be closed periodically in each direction of Southern Boulevard from Palms West Parkway to Cane Field Trace from 9 a.m. to 3:30 p.m. daily Monday through Friday. 16. Belle Glade Sidewalk Improvements Project Description: Construction on this 2.4-mile sidewalk improvement project will begin Saturday, Sept. 14, 2019, in the City of Belle Glade. Work includes sidewalk replacement, pavement widening and restoration, driveway reconstruction, drainage structure and pipe replacement, signage and pavement marking upgrades, and installation of detectable warning systems at 13 different locations. MAINTENANCE, UTILITY, PERMIT & ADDITIONAL AGENCY PROJECTS

Traffic Impact: I-95 over Depot Avenue, north of Atlantic Avenue in Delray Beach, will have up to four southbound lanes closed, 9 p.m. until 5 a.m., Monday night, Sept. 16, through Thursday night, Sept. 19, for bridge repairs. For more information, please contact Paul Watt at 954-380-0895.
