AFTER proper posting of public notice, a copy of which is attached hereto, on this the 28th day of June, 2010, the County Commissioners Court of Bell County, Texas, met in the Commissioners’ Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit: JUDGE JON H. Agenda #1 – Minutes MINUTE ORDER #229/10: County Judge Jon Burrows called to the Courts attention that the minutes of June 21st, 2010, 9:00 a.m. session had been received. After due discussion, these minutes were approved as presented. Agenda #2 -- County Engineer MINUTE ORDER #230/10: No action taken. Agenda #3 - Personnel MINUTE ORDER #231/10: Upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court approved all employee status report forms, the same being attached hereto and made a part of these minutes. Agenda #4 –2010 Bell County Youth Fair Scholarship Recipients MINUTE ORDER #232/10: County Judge Jon Burrows recognized Lindsey Strait, Chair of the Bell County youth Fair Scholarship Program, to introduce the 2010 Bell County Youth Fair Scholarship recipients, who are receiving a total of $30,000.00 in scholarships. Those recipients are Ashley Arnold, ; Casey Cox, ; Kyle Dykes, ; Kevin Edwards, ; Brittney Ellis, Troy High School; Dakota Fleming, Troy High School; Kaitlyn Morgan, Rogers High School; Elizabeth Wood, Home School Graduate. No action taken by the Court. Agenda #5 –Appointment to Bell County Child Welfare Board MINUTE ORDER #233/10: After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved the appointment of Martha French of Killeen and Teresa Torres- Johnson of Harker Heights to the Bell County Child Welfare Board. Agenda #6–Right of Entry for Miller Heights Trunk Sewer Extension Project MINUTE ORDER #234/10: County Judge Jon Burrows presented for approval the Right of Entry for representatives of the City of Belton and KPA Engineers on and across Bell County property for survey work for the Miller Heights Trunk Sewer Extension project. After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter. Agenda #7 –Order Restricting Outdoor Burning MINUTE ORDER #235/10: After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved an Order Restricting Outdoor Burning upon a determination that circumstances are present in all or a part f the unincorporated area of the County that create a public safety hazard that would be exacerbated by outdoor burning. This Order is to be effective at 7:00 a.m. Wednesday, June 30, 2010 through July 26, 2010. A copy of said Order is attached hereto and made part of these minutes. Agenda #8 – Certificate of Substantial Completion for the Bell County Courthouse Addition MINUTE ORDER #236/10: County Judge Jon Burrows presented for approval a Certificate of Substantial Completion for the Bell County Courthouse Addition located at 1201 Huey Road in Belton. After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter. A copy of said Certificate is attached hereto and made part of these minutes.

Agenda #9 – Domestic Violence Grant for County Attorney MINUTE ORDER #237/10: After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved and accepted a grant from the Governor’s Office in the amount of $59,400 to the County Attorney’s Office for “Improving Domestic Violence Prosecution through Better Investigation”. Agenda #10 – FY 2010 Emergency Management Performance Grant (EMPG) MINUTE ORDER #238/10: After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved and accepted a FY 2010 Emergency Management Performance Grant (EMPG) in the amount of $13,786.00 administered through the Texas Division of Emergency Management of the Texas Department of Public Safety. Agenda #11 – Justice Assistance Grant Participation/Allocation with Temple and Killeen MINUTE ORDER #239/10: County Judge Jon Burrows presented the matter of authorization for County Judge to approve Bell County participation/allocation with the Cities of Temple and Killeen in a Justice Assistance Grant (JAG) from the U.S. Department of Justice. After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter. Agenda #12 –Claims MINUTE ORDER #240/10: County Judge Jon Burrows presented the claims for review to the Court. After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims. All according to a copy of same being of record in the office of the County Auditor. (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)
