Richmond Thank you for having WETA staff provide the WCCTAC Board with a status report on the Richmond Ferry, along with an overview of WETA’s proposed service and fare changes for FY22. This letter is intended to summarize the WCCTAC Board’s feedback from its March 26, 2021 meeting.
San Pablo At times, over the past year, the WCCTAC Board has been asked to contemplate a temporary suspension in Richmond Ferry service to conserve local Measure J funds, given relatively low ridership. At its March meeting, however, the Board expressed no interest in a service suspension for the spring. Its desire is for service to continue uninterrupted.
The WCCTAC Board was supportive of the fare and schedule changes proposed for the Contra Costa County Richmond Ferry as part of WETA’s Pandemic Recovery Program for FY22. At the same time, the Board would like WETA staff to keep a close eye on net operating costs, given that service enhancement and fare reductions could both translate to higher spending of limited Measure J funds.
Lastly, the Board asked WETA staff to come back near the end of the year to provide AC Transit another update. This would likely mean a return in October or December 2021, since WCCTAC does not have a November meeting. The Board will be interested in seeing: ridership trends for 2021, whether the ferry is attracting a broader demographic of riders, how net operating costs are evolving, and any other information that may helpful.

What I would suggest 1. Set up couple 'free for students' (or 60% discount) days. So that college and high school students try it. They will gind it as an option and use later. 2. Work with JLS hotels. Many tourists does not know about ferry option. 3. Make special program for families with kids. They already use ferry a lot. Maybe work with local attractions to offer discounts. 4. Post options for sport people. For example great trip is 'park in JLS, take your bike to SF, bike to Tiburon, return on ferry to pier 41 then JLS'. 5. Why do not try to combine ferry with AmTrack? Schedules are not aligned but this is great combination.
For commute, late trips are very important. They can be slow and combined for example offer late trip SF - Harbor Bay - Alameda - Oakland, so people can always return even when are late. Time of trip is not critical for return trips.
And make more PR. Ferry looks way safer vs Bart today. Use this as an advantage.
Fares unlikely are important except for students and kids. I would add discounts for students up to 30% and kidd 60% and keep normal fares as is. Attract young and car-less and families. Support of Proposed Changes

I would like to comment that a reduction in the fare would not impact my choice to ride the ferry or drive. I am much more interested in the return of service to Harbor Bay. I will not drive across the Island to park and take the ferry from Seaplane Lagoon. I have had my car broken into twice so I really do not want to leave it in a lot. I might as well just keep on driving to SF. I can walk or bike to the Harbor Bay Ferry.
I would also like to add that I have heard residents comment frequently that they would love to ride the Harbor Bay Ferry on Weekends. It docks right next to the Farmer's Market! Making the ferries available for people that want to shoot over to SF to shop or eat would really give your already stellar image a big boost.

I think that the proposal for recovery for the SF Bay Ferry system from the coronavirus pandemic is a good one. The summary you provided of the "Pandemic Recovery Program" describes the program well:

At a time when the true nature of an episodic recovery, with its waves of hope and melancholy, has met with cutbacks of every public service, this "Program" is hopeful and welcome. One year certainly is time enough to see if it has worked, using many metrics including net revenues.
I heartily endorse the proposal and look forward to riding the ferry with many local and visiting riders.

I have recently moved from Oakland to Alameda (I work in San Francisco), so I'm more interested in taking the ferry than I was pre-pandemic. I think of it as the safest and most enjoyable transit option. As bridge traffic increases, and without casual carpool to help with both the cost and time, I'd like to avoid driving the bridge alone. My work hours are 9am to 7pm and currently I don't ride the ferry because the last boat doesn't leave late enough for me. I'm concerned that if service is split between the new Seaplane dock and the Main Street dock for peak vs non peak service that I might end up stranded at one dock with my car the other. I wasn't sure based on the proposal when boats would leave from which dock.
Overall, I would love a boat that leaves SF at 7:30 pm so that the ferry becomes an option for me! I've ridden it occasionally during the pandemic when my work schedule has changed and it's always been an enjoyable and memorable trip. Your staff are professional and courteous and friendly and make me feel safe.

I commute to work by bicycle to Berkeley from Alameda. The bike trails from Alameda to Jack London Square are not great - they are bumpy, filled with glass, and at night do not feel safe.
It would be a major quality of life and safety improvement to be able to take the ferry from Alameda to Jack London Square and continue cycling on to Berkeley from there.
My family and I would also use the ferry for leisure trips to Jack London Square, particularly to visit restaurants, and to do other business in downtown Oakland, by bike or on foot, rather than driving, if the Alameda-Oakland short hop service was available.
Now it’s not practical to take the ferry from Alameda all the way to San Francisco to get to Oakland.

The current ferry schedule only allows for me to take a morning ferry; I must take BART for the return trip. Adding more runs would allow me to take the ferry back to Alameda.

I want to strongly request the addi on of more mes during the day- It is so difficult on the prior schedule to go to the city for an event or a day ou ng since there is no service past early morning un l commute home me- it is too long between to be prac cal for a shopping or museum excursion for us re red people! And although neighbors are enjoying riding into SF for sunset at the Embarcadero, you have to rush to barely enjoy much me in order to catch the last return. I suggest adding one late morning and 1 early a ernoon roundtrip ferry from Richmond to SF. If you could go in about 10:30 or 11 and add a return at 2:00-3 more people could go to SF and get me to do something without fear of being stranded for almost 8 hrs. Message I have anointed myself head of the Grandma Brigade. Six hours in SF (Arriving at 10 AM on the Richmond ferry and departing at 4 Pm) is taxing for older people. How wonderful it would be to land a few hours later, in time for lunch with friends or a visit to a museum or a stroll along the waterfront, and return at four. Those times would also better suit parents or grandparents with young, restless children and tired little ones in strollers. I do know we are not commuters and do understand your priorities. Still, Safety matters and why not keep 80-year-olds and fussy, distracting 3-year-olds off the roads? Why not provide those wary of driving on crowded highways another way into the city for recreation or medical appointments ? Also, given the pandemic, wouldn’t a ferry that was NOT commuter-oriented and therefore less crowded make sense? Business folks who could adapt might appreciate this more secure option. I commend you guys for improving service for those who travel across the bay. Some comments I would like to add:
1. Add AC Transit service to both terminals: If you park at one terminal but end up at the other terminal due to the time of day, that can be a long walk. If the bus can service both (or get close), then it would give iff riders some comfort that they would have an option if they end up in the wrong place.
2. Provide subsidy for that bus service : Main Street had cars parked everywhere because the only option was to drive. If there were a small fee (50 cents) that would provide subsidized transportation, hopefully that would reduce the cost of parking and congestion.
Thanks again for giving folks more options when they don't want to ride BART or sit in traffic.

All the other ferry routes seem to have remained running in some capacity during the pandemic but all the lab staff are necessary workers and have not had the ability to take the ferry to South San Francisco (the Biotech hub).

My name is Sarah Shaw and I'm a resident of the Marina Bay neighborhood of Richmond, walking distance to the Richmond ferry terminal. During the pandemic my husband and I have both been working from home, so the commuting-only hours are not very useful for us. If we were to use the ferry today to get to an appointment, we'd be stuck there all day before we could get back. Our preferred doctors, dentist, eye care, and routine vet care for our cat are all located in San Francisco. Not to mention friends we regularly visit on the weekends.
If ferry service were available during midday/afternoon hours during the week, as well as over the weekend, we would absolutely offset our car usage and take the ferry for any appointments and social visits. The ferry is the only form of public transportation we feel safe using during the pandemic due to the open air section of the boats.
Reducing carbon footprint has always been something I highly value, but during the pandemic there wasn't any other way besides getting a car and driving that I feel safe doing. I strongly support expanded ferry service, and you would be able to count on both my husband and me making use of it regularly.
In the future, if we need to commute again, our work offices are also in San Francisco, walking distance from the SF ferry terminal. We would also plan to use the ferry as our preferred method of commuting at that point.
Please take note of our support for expanded ferry service!

First off, thank you for the recent emails regarding the Pandemic Recovery Program and the activities you are taking to restore ferry service. I appreciate your planning efforts, especially with all of the uncertainty around covid and the range of timing which employers will be returning to work.
I've been a daily ferry rider (Oakland to SSF Oyster Point) since late 2016, and have been using a hybrid of working in the office 1-2 days per week and working from home for the balance since March 2020. From recent communications, I understand that the South San Francisco ferry service is planning to restart service in the October timeframe based on discussions with Genetech. While I suspect the majority of SSF ferry riders are employed at Genentech, many people, including myself, work at other companies, that will have different timelines. My employer, Verily Life Sciences, has stated the intended timeline for returning to work in the June timeframe, for example.
While I appreciate the difficulties in planning the return to ferry service, I would like to request that feedback from additional SSF companies is used for determining the appropriate timing for return to ferry service. There have been more and more vehicles on the road during commute hours, and resuming ferry service prior to October would be extremely beneficial for those who are not Genetech employees commuting to SSF from the East Bay.

I never had a regular commute in to San Francisco (I'm too old to be marketable). I have taught dinghy sailing as a volunteer with Cal Sailing Club for two years, while we were all still human beings.
CSC, before the pandemic, had a monthly open house except in winter months where winds were all-or- nothing and weather ominous when all. We'd take several hundred people out in a day for a short sail. So, obviously, when I did need to go to SF or back, I'd take the ferry. Once I spotted some large square rigged historic vessel out there.
Besides sailing, I'm avid cyclist. Friends and I have hopped from Oakland to to SF up to the Point Reyes area. Coming back from a long ride and drinking a porter and watching the bay is a treasured memory.
Based on those particular experiences, my thought is just that people should know that this is a fun, easy thing to do and easy way to get out on the bay and explore near by areas.
May be a few more regular commuters should take the ferry as a treat. Slightly slower and a lot less stressful is a wonderful way to approach life.

From the proposal shared yesterday, it sounds like schedules would be shared around April.
One feedback I have is to plan enough leisure routes for the Alameda Short Hops to Oakland on the weekend/around non commute hours. This would reduce the need to drive into Oakland for recreation/leisure. This may already be in the plan but not sure.
I'm moving to Alameda this summer & am really looking forward to the additional ferry routes & minimizing the time I'm in my car! (compared to pre pandemic times)

Midday runs-2-3 to allow for a half work day or cultural event attendance Late night runs-2-3 additional to accommodate late work or cultural events Weekend midday and evening runs - 4-5 to accommodate business and/ or cultural events
The Ferry system offers a low-impact means of commuting and anything which promotes higher ridership and accessibility will have a positive impact on our community.

As I understand it, the proposed changes would go into effect beginning in July 2021.
My feedback is below.
[1] I am a long-time rider of the SF / Vallejo ferry, for both work and recreational purposes and a devoted user. I am not a commuter.
[2] Now retired, I am grateful for the opportunity to receive a discounted fare using Clipper on transit. However, I do not have the ability to climb aboard the bus and BART, given mobility problems, so am eagerly awaiting increasing ferry runs to/from SF/Vallejo.
[3] In particular, I have very much missed the Saturday (weekend) service during the pandemic times. I have been going the Ferry Plaza Farmers Market for many years and have felt even more cut off from accustomed from regular routines since 1 year ago.
[4] When are there any plans to resume at least 1 or 2 runs on Saturday and /or weekend service, if only 1 or 2 runs per day, between SF and Vallejo? I hope this happen right away, before July 1, which would help tourists and residents going to/from SF (see note below*.
*(The SF Giants will open their baseball season on April 1, 2021 so things seem to be opening up gradually … at last, it seems.)
[5] Note on finding more data: A. I tried to view the "full proposed service plan concept.” which was linked from the web page mentioned above but it did not provide any additional details beyond that data on the same web page, which did not answer my questions. The link only went to Attachment A. B. During the Covid lockdown, my only way to get to SF from Oakland safely was via the ferry. Once the Covid crisis lessens, I'll still favor the ferry over BART or the Transbay bus because there's room on the ferry to move around, because there's lots more room for bikes, and because it feels like a getaway instead of like a chore.

I am sending this email to provide my input on the SF Bay Ferry Recovery Plan and proposed schedule changes, updates, and adjustments as a Vallejo Resident residing near the Ferry Terminal and using the Ferry every so often.
I am hoping that the Weekend schedule is resumed for Vallejo and Mare Island to and from SF, and that Pier 41 Service to and from is restored very soon!
I am hoping too that the Short Hop option between Mare Island and Vallejo will be available again as well.
Also, it is very much a great idea to please have more off-peak hours to/from SF and Vallejo/Mare Island, especially as the City continues its path onto recovery.
I have read through the proposal and I read that there is proposed discontinuation of the Pier 41 to and from Vallejo/Mare Island service - I hope that this is not yet final and that with the safety protocols in place and accompanying advertisements to interested patrons of the service, there will be increased ridership on the ferry, enough to be able to keep the Mare Island/Vallejo to and from Pier 41 in SF!
I suggest that there should be other interconnected routes in order to truly have a well-functioning and well-connected Ferry System - such as potentially offering routes of Vallejo to Richmond, Vallejo to Alameda/Oakland and Vallejo to South San Francisco as well, apart from the current routes of Vallejo to SF.
I applaud the decision for proposed fare changes, with lower fares to be in effect - this will surely be a positive action and move on the part of the Ferry System that will encourage more and more rides to utilize this public transportation service. I do hope that Dollar Days can also be more often, maybe if possible even having Dollar Days be during a particular day of the week every month (for example - Fridays in July, Mondays in August, etc.) - as you most likely know, ridership with this sort of promotion in place greatly increased, even in this time of the COVID-19 pandemic. I trust that WETA and the SF Bay Ferry System will come up with new and innovative ways to always attract old-time and newer customers and users of this great public transport system!
Hoping for the best, especially at this time of economic recovery and building back confidence from consumers and patrons of public transportation amidst the COVID-19 pandemic! May you continue providing excellent, environmentally-friendly, and efficient public transportation service as Ferry System here in the Bay Area!
